CM 1971-08-02 233' DALLAS COUNTY STATE OF TEXAS The council of the City of Coppell met in regular session on August 2, 1971 with the following members present to-wit. Hulen Scott, Mayor Bill Harwell , Councilman Ted Rupple, Councilman Weelice Wilson, Councilman James Henderson, Councilman Bill Harris, Counculman constituting a quorum where among other proceedings had was the following: Item 1 Motion made by Mar. Wilson and seconded by Mr. Rupple that the min. of the last meeting be approved. With two corrections. Motion carried 5-0. Item 2 Old Business Mr. Vanbebber said, "he was going to build the fence around Oak Grove Lift station himself." Mr. Rupple said," residence on Lock St. have money to pay for their half of paving on above mentioned street." Mayor Scott will contact the county. Mr. Wilson checked on flag, and brought to meeting prices on flag. Mr. Vanbebber will furnish pipe for flag pole. Mr. Robert Lee Derbern will furnish man power. Mr. Hitchcock agreed to dig hole for flag pole. Mr. Rupple and Mr. Vanbebber agreed to install air conditioner in city hall. Nothing new on radio transmitter. Item 3 Mr. Vanbebber reported that he had made repairs on water pumps so that maximum water could be pumped if necessary. Item 4 Mrs. Miller appeared before the council to complain about sewer odor on Bullock St. After much discussion it was agreed that this was not a city problem. Item 5 Discussion of Street lights. Motion was made by Mr. Rupple and seconded by Mr. Hafwell that T.P.&L. plan for 31 new, 175 watt Vapor Lights,and the exsisting lights be changed to same as above mentioned. Motion carried 5-0 Item 6 Mr. Fred A. Kadane wanted 62.3 acres taken into the city. As a result of his abensence, his request was tabled. Item 7 Mr. Hitchcock appeared before the council, to obtain a permit. To move a two bedroom frame house, on his Sandy Lake road property. Motion was made by Mr. Harris and seconded by Mr. Rupple that Mr. Hitchcock be granted said permit. House was inspected by Mr. Vanbebber. Motion carried 5-0. Item 8 judge Scott appeared before the council, with police and court report. Two tickets were issued for the month of July. One for burning off was collected. The other for no motor cycle license skiped town. No ,arrest were made. 234 ?7 Item 9 Mr. Billy Harwell requested that his $100.00 sewer deposit be refunded. Motion was make by Mr Wilson and seconded by Mr. Rupple that Mr Harwell's money be refunded. 4 for 1 obstaining Item 10 Platt Book: Mr. Harwell will have someone contact Mayor Scott on cost of Obtaining new Platt Book. Item 11 Mr. Wilson will check on city records to see what fines and etc. are to be levied on citizens for tampering with water meter's. Item 12 Mr. Carson requested a permit for electic power to his mobile home. He was not present. Motion was made by Mr. Harris and seconded by Mr. Wilson that he be granted a permit. Motion carried 5-0 Item 13 Mr. Wilosn made a motion that we adopt ordnance 71 Prohibiting the overtaking and passing of school busses which are stopped for the purpose of receiving or discharging school children. Mr. Henderson recomended that Mrs. Woolery and Mrs. Austin safety commiety for the P.T.A. be consulted as to the number and location of signs to be purchased and erected by the city, Seconded by Mr. Harwell. Motion carried 5-0. Item 14 Discuss budget for next year. All were in agreement that a special meeting be called for discussing above item on Aug. 30, 1971. at 7:30 pm Item 15: Airport fire orginance. It was decided that we should contact the city attorney. The subject was tabled. Item 16; Motion was made by Mr. Harwell and seconded by Mr. Wilson that petty cash be replinished in the amount of $22.38 Motion carried 5-0. Item 17; The following bills were presented for payment. Stamps for Tax Equlization Board $24.00 Gas tickets for July $44.23 Mr. A.P. Vanbebber $250.00 Water Statments $12.20 Atlas Supply Co. $6.00 $336.43 Motion made by Mr. Rupple and seconded by Mr Harris, that bills be payed. Motion carried 5-0 The meeting adjourned. PASSED AND APPROVED THIS .2 DAY OF August 1971 Hulen Scott, Mayor , PASSED AND APPROVED THIS 2 DAY OF August, 1971 Jackie Woolery , secretary AN ORDINANCE OF THE CITY OF COPPELL~ TEXAS ORDINANCE NO. 71 AN ORDINANCE OF TIlE CITY OF COPPELL PROHIBITING THE OVERTAKING AND PASSING OF SCHOOL BUSES WHICH ARE STOPPED FOR THE PURPOSE OF RECEIVING OR DISCHARGING SCHOOL CHILDREN; PRO- VIDING FOR A PENALTY OF NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND DECLARING AN EMERGENCY.
