The council of the City of Coppell met in regular session December 6, 1971
wiith the following members present to-wit:
Hulen Scott, Mayor
Bill Harwell, councilman
Ted Ruppel, councilman
James Henderson, councilman
Bill Harris, councilman
Wheelice Wilson, councilman
constituting a quorum where among other proceedings had was the following:
Item 1
Mr. Wilson made a motion to approve the minutes of the last meeting November 15,
1971 with following amendments: The grant on the Comprehensive Plan had not been
approved, but had been considered. This motion was seconded by Mr. Ruppel and
carried 4-1, Mr. Harris abstaining.
Item 2
Old Business:
Twenty-six loads of gravel would cost $1,050. Mr. Wilson made a motion to purchase
13-12 cubic yd. loads. Have men start in middle of lot and work the gravel in all
directions~ Mr. Harwell seconded the motion which carried 4-1, Mr. Ruppel opposing.
Mr. Harris made a motion to request T P & L to install two electric eye lights in
the above mentioned location. This motion was seconded by Mr, Henderson and carried
5-0.
The City Officials of Lewisville informed Mayor Scott that they had put the citizensnorth
of Coppell in the their jurisdiction incorrectly.
Citizens of Coppell requested the use of the fire department to have a Santa Claus
for the youth of Coppell.
The council agreed to let the fires department be used.
Item 2
Mr. Ruppel made a motion to adopt Ordinance #77 TRAFFIC SPEED LAWS with proper
publication in the paper. Mr. Wilson seconded the motion which carried 5-0.
Item 3
Mr. Ruppel made a motion to adopt Ordinance #78 RE: ERECTION OF TRAFFIC CONTROL
SIGNS, AND DEVICES. Mr. Henderson seconded the motion which carried 5-0.
Item 4
Mr. Ruppel made a motion to adopt Ordinance 79 UTILITY BY-PASS. Mr. Wilson
seconded the motion which carried 5-0.
Item 5
Mr. Henderson made a motion to adopt Ordinance #80 DOOR TO DOOR SOLICITATION.
Mr. Harwell seconded the motion which carried 5-0.
Item 6
, The subject to put mobile homes on advolrem or personal tax was tabled. Mr. Ruppel
made the motion to table the item; Mr. Harris seconded the motion which carried 5-0.
Item 7
Mr. Harwell made a motion to replenish the petty cash fund and to raise the fund
from $25 to $50. This motion was seconded by Mr. Rueppel and carried 5-0.
Item 8
The council discussed the contract with the City of Dallas to purchase water. The
council decided to send the contract to our city lawyer to let him review. Mr. Harris
made a motion to table the subject til a later date. This motion was seconded by
Mr. Ruppel and carried 5-0.

A motion to pay the above bills was made by Mr. Wilson and seconded by Mr. Ruppel
which carried 5-0.
Item 10
This portion of the meeting was closed to the public.
The council interviewed Mr. Sammual Little for City Manager. Mr, Little is unemployed
at the time. Previously was City Manager for the City of Weatherford.
The meeting was adjourned.
