The City Council of the City of Coppell met in a special session on April 24,
1972, in the fire station.
The following members were present:
Hulen Scott, Mayor
Bobby Hefner, Mayor Pro Tern
Bill Harris, Councilman
Don Carter, Councilman
Sam Tiner, Councilman
Councilman James Henderson was not present. Also present were City
Administrator Sam Little, City Attorney John Clark, City Engineer Derrell
Johnson of Rady & Associates, and City Consultants Jim Stiff and Dale
Morgan of Christian, Miller & Honts, Inc.
The meeting was called to order and the audience asked to stand while
Mayor Pro Tern Hefner gave the invocation.
The minutes of the previous meeting were read and the following correction
was noted: The resolution concerning Lone Star Gas was taken from the
Dallas Code. Councilman Harris moved that the minutes be approved as
corrected; Tiner seconded; motion carried 4-0 with the mayor showing
his approval.
First on the agenda was the contract with the Trinity River Authority.
James Strawn and Buddy Lewis with TRA wer.e introduced and Jerry
Pierce with First Southwest was also introduced to present the financial
aspect of the plans. Mr. Strawn gave a briefing on past conditions and
contracts and clarified several questions that council members had on
the contract. Mr. Lewis, counselor for TRA, stated that one amendment
had been added to the contract and that he would get several copies in
~--- the mail for the city's attorney and council to look over. He also stated
, that it would be better for the city to approve the contract by ordinance
, rather than by resolution. Councilman Carter moved that this item be tabled
until next meeting in order for an ordinance to be drawn up. Tiner seconded;
motion carried 4-0 with the mayor showing his approval.
Next Derrell Johnson gave a summary of the work his firm has done in
connection with the water and sewer lines to be laid in Coppell. He stated
that, after considerable study, his recommendation would be to put in the water
line now and use the contract with TRA for the sewer trunk line. The total
cost of the 16" water line project will be $136,000. This would enable us
to have our water lines ready by the time Dallas water is available in 1973.
If the sewer project is undertaken now, the City could apply for Hud grants
and 660 grants and escrow the payments until 1978, at which time our
combined water and sewer debt service would be $96,000 and would be more
in line with our projected revenue at that time. Jerry Pierce stated that the
financing for the 16 ! water line only could be done with General Obligation
bonds and that he could have the basic figures by next council meeting.
The meeting was then closed to the public for an executive session.
In this session two prospective applicants for the position of chief of police
i' 'i were interviewed. They were Lieutenant Robert Jones from Garland and
Lieutenant George Ince from Grapevine. A decision as to the hiring of a police
~ i chief will be made at the next meeting of the council in open session. It was
also decided that bills will be listed by department totals rather than separately.
The meeting was then adjourned.
