The City Council of the City of Coppell met in regular session on May 1, 197Z,
in the fire station.
The following members were present:
Hulen Scott, Mayor
Sam Tiner, Councilman
James Henderson, Councilman
Don Carter, Councilman
Bill Harris, Councilman
Mayor pro tem Bob Hefner was not present. Also present was City Administrator
Sam Little.
The meeting was called to order and the audience asked to stand while Council-
man Tiner gave the invocation.
The minutes of the previous meeting were read and the following corrections
noted: The total cost of the 16" water line project will be $136,000. If the
sewer project is undertaken now, the City could apply for Hud grants and 660
grants and escrow the payments until 1978, at which time our combined water
and sewer debt service would be $96,000 and would be more in line with our
projected revenue at that time. Jerry Pierce stated that the financing for the
16" water line only could be done with General Obligation bonds. Councilman
Tiner moved that the minutes be approved as corrected. Harris seconded;
motion carried 3-0, with the Councilman Henderson abstaining and the mayor
showing his approval.
First on the agenda was an Airport Zoning Ordinance submitted by COG for
the council's consideration. Since a representative from COG was unable to
be present to explain the ordinance, the ordinance was tabled until next meeting
at which time a representative will be present.
Next was the Lone Star Gas amendment to the ordinance adopting the plumbing
code for the City of Coppell for the gas company to use poly-pipe within the
City. Councilman Harris move'd that we adopt this amendment to the plumbing
code; Carter seconded and motion carried 4-0 with the mayor showing his
approval.
The next item to be considered was the proposed water and sewer tap fees.
Councilman Carter moved that on the sewer tap fee, the sewer line to the
property line charge be changed from $50 to $70, making the total cost of a 4"
line $100; and that anyone within 70' of the water and sewer lines pay this
amount until such time as there is a pro-rata ordinance and at that time there
will be no limit on the footage per the pro-rata ordinance. All taps on water
and sewer over 701 in distance to the lines will be charged the actual cost.
Tiner seconded; motion carried 4-0 with the mayor showing his approval.
Appointment of three members to the Planning and Zoning Commission was
the next item to be considered. Councilman Henderson moved that Billy
Harrison be appointed as a new member and that Dr. Charles Austin and
C. O. Perkins be reappointed as members to this Commission. Their terms
will expire in April, 1974. Councilman Carter seconded the motion with
carried 4-0 with the mayor showing his approval.
The next item was the appointment of a chief of police for Coppell. The
personal resume of Robert Ray Jones from Garland was read for the audience
to show his qualifications and experience. Councilman Carter moved that
Mr. Jones be appointed chief of police at a salary of $800 per month. Harris
seconded and motion carried 3-0 with Councilman Henderson abstaining and
the mayor showing his approval.
The hiring of a full time water superintendent was the next item to
be considered. Councilman Henderson moved that more applicants
be interviewed for this position. Motion died for lack of a second.
Councilman Carter moved that Mr. A. P. Vanbebber be hired as water
superintendent on a full time basis with the following salary: $650 from
the water department; $200 for equipment from the water fund; $100
salary from the public works department; $50 for equipment from the
public workd department for a total salary of $1,000 per month. Tiner
seconded and motion carried 3-1 with Councilman Henderson opposing
and the mayor showing his approval. Mr. Vanbebber requested that
the use of his equipment be used only under his supervision. Council
agreed to this request.
Next the bills were presented for approval. Bills from the water fund
for the water department totaled $577.48. From the general fund bills
from the following departments were presented: General Government-
$1,978.06; Police Department - $34.08; Fire Department - $75.57; and
Public Works Department-S17.7Z for a total from the General Fund of
$Z, 105.43. Councilman Harris moved that the bills be approved; Carter
seconded and motion carried 4-0 with the mayor showing his approval.
Next the budget was brought up for review and revision on some needed
changes. After studying the budget and the proposed changes, Council-
man Carter moved that the revised budget for 1971-1972 for the general
fund be adopted and that a check be made on funds in the water expendi-
tures to determine if the capital outlay cash was in limited funds or
available for use. Harris seconded and motion carried 3-0 with the
mayor showing his approval.
The meeting was then adjourned.
