COUNTY OF DALLAS
The City Council of the City of Coppell met in regular session on August 7,
1972, in the elementary school cafeteria.
The following members' were present:
Hulen Scott, Mayor
. Bob Hefner, Mayor Pro Tem
Sam Tiner, Councilman
Bill Harris, Councilman
Don Carter, Councilman
Councilwoman Hazel Beal was not present. Also present were City Engineers
Derrell Johnson and Hank Hensley, and City Attorney Larry Jackson.
The meeting was called to order and the audience asked to stand while Mayor
Pro Tem Herher gave the invocation.
The minutes of the previous meeting were read and the following correction
was noted: During the ten minute recess for the Council to read the ordinance
appointing the board of equalization, Councilman Harris had to leave the meeting.
Mayor Pro Tem Hefner moved that the minutes be approved as corrected;
Councilman Carter seconded and motion carried 4-0 with the mayor showing
his approval.
The first item on the agenda was the approval of the bills. The following
departmental totals were presented:
General Government ZS. 89
Water Department Z,052.95
Fire Department 4.41
Public Works 139.16
Police Department 106.50
Councilman Harris moved that the bills be approved for payment. Councilman
Tiner seconded and motion carried 4-0 with the mayor showing his approval.
The next item was the need for barricades at dead end streets. Since a
barricade has already been put up at the end of Oak Grove Street, but no sign
is present at the beginning of the street to indicate that it is a dead end street,
it was decided that the signs needed to be present. Councilman Carter moved
that a sign indicating a dead end street be put up at the beginning of Oak Grove
Street. Mayor Pro Tem Hefner seconded and motion carried4-0 with the mayor
showing his approval.
The next item to be discussed was the pro-rata paid by Mr. Lum Forgey.
After some discussion on this subject- Councilman Carter moved that Mr. Forgey
be moved to item 9-A and be considered at that time so that needed information
could be obtained. Mayor Pro Tem Hefner seconded and motion carried 4-0
with the mayor showing his approval.
The next item discussed was the water rationing Water Superintendent A. P
Vanbebber indicated that there was some confusion and misunderstanding as to
the hours indicated for lawn watering It was decided that the caption be published
one more time in the paper indicating the hours for watering lawns to be from
5-00-7:00 p. m.
The next item was the consideration of changing'the city phones to the extended
metro system. This would not be a very big increase in the minimum payment
we are now paying. Mayor Pro Tem Hefner moved that the City Hall numbers
be changed to the extended metro system with General Telephone, Councilman
Carter seconded and motion carried 4-0 with the mayor showing his approval.
The consideration of meetings being held on the 1st and 3rd Mondays was the
next item on the agenda Mayor Pro Tem Hefner moved that this item be tabled
until next week,
Councilman Tiner seconded and motion carried 4-0 with the mayor showing
his approval Councilman Carter stated that this item be listed as consideration
of changing rreeting dates on the agenda next week
Mr. Forgey then came forward with his cancelled checks and receipt where
he had paid $2l0 for a pro-rata share of a water line to his house He was
asking to be reimbursed for all but the $50 water tap fee. After checking the
minutes of February 2, 1970 March 2, 1970 March 16,1970 April 6, 1970,
to clarify this item, the Council decided that Mr. Forgey had agreed to pay
his pro-rata share and that the $160 was turned over to Mr. B. E. Parker,
who had put the line in.
The meeting was then closed for an executive session.
After discussion in the executive session, the meeting was then declared open
to the public.
Councilman Harris moved that on the recommendation of the chief of police,
the bepper phones be discontinued. MayOr Pro Tem Hefner seconded and motion
carried 3-1 with Councilman Carter against and the mayor showing his approval.
Councilman Carter moved that on the recommendation of Chief Griffin, a new
patrolman, James Albert Swinney, be hired beginning August 8, 1972, at a salary
of $450 per month. The new patrolman is already certified by the state.
The meeting was then adjourned.
