CM 1972-08-29STATE OF TEXAS COUNTY OF DALLAS The City Council of the City of Coppell met in regular session on August 29, 197Z, in the elementary school cafeteria. The following members were present: Bob Hefner, Mayor Pro Tem Bill Harris, Councilman Hazel Beal, Councilwoman Sam Tiner, Councilman Don Carter, Councilman Mayor Hulen Scott was not present because of a death in the family. Also present was City Attorney Larry Jackson. The meeting was called to order and the audience asked to stand while Council- man Tiner gave the invocation. The minutes of the previous meeting were read with the following corrections: On the 16" water line on Sandy Lake Road, the low bid by the Ruff Construction Company of Dallas of $84,275.15 will be lowered by $Z, 207.00, which is the total cost of the meters as the City will buy the meters as needed to install them. Councilman Harris also stated that he had been absent from the previous meeting because of illness which would make his absence an excused one. Councilman Tiner moved that the minutes be approved as corrected; Councilwoman Beal seconded and motion carried 3-0-2 with Councilmen Carter and Harris abstaining. The next item was the approval of the bills. Departmental totals presented were: Police Department $502.35 General Government 115.64 Fire Department 69.57 Water Department 462.13 Councilman Harris moved that all bills be paid; Councilman Carter seconded and motion carried 5-0. The next item was the recommendation from Fire Chief for hiring Randy Corbin as a full time rookie fireman at a salary of $ 675 per month.and give the Fire Chief, Richard Lee, a travel expense of $100 per month. Councilman Harris moved that the Fire Chief' s recommendation be a.ccepted; Councilman Tin.er seconded and motion carried 5-0. An ordinance adopting the Dallas Building Code was next on the agenda. The City Attorney gave a report on the status of the Dallas code. He stated that Dallas is in the process of making some changes in their code and to save the City the time to have to go through the changes also, he recommended that we wait and see what the changes are and then adopt the code. He also recommended that in the future that all proposed ordinances be brought before the Council for discussion before they are drafted. An Anti-hitchhiking ordinance was next on the agenda. After discussion on this subject, Councilwoman Beal moved that this item be tabled for further study; Councilman Harris seconded and motion carried 5-0. The Anti-littering Ordinance was the next item on the agenda. After discussion and review of the proposed ordinance, Mayor Pro Tem Hefner moved that the anti-littering ordinance be adopted and given the number 91; Councilman Harris seconded and motion carried 5-0. Next, a motion was made by Councilman Carter that the meeting dates of the Council be changed to the second and fourth Thursdays of each month since the first and third Thursdays would be in conflict with our Attorney; Councilwoman Beal seconded and motion carried 5-0. The next item was the Planning and Zoning Short Course to be held in Fort Worth on October 27-28 of this year. Nothing has been anticipated in the budget for this course, but there does need to be some provision made as the expense is $50 per person for the course. Councilman Carter moved that a maximum of $350 be provided in the travel expense to take care of this expense for all five planning and zoning members and two councilmen if all seven would like to attend the course; Councilman Harris seconded and motion carried 5-0. Next a report on the water rationing was made by Water Superintendent A. P. ,-~ Vanbebber. He stated that everything is looking better, but that the rationing should continue for the next two weeks. The meeting was then closed to the public for an executive session. In this session, Police Chief Tom Griffin stated that Richard King had turned in his resignation effective September 8, 1972. It was also decided that the attorney will prepare an ordinance requiring the vaccination and licensing of all domestic animals. All delinquent taxes will be turned over to the attorney for collection as of August 30, 1972. The meeting was then adjourned.
