ORDINANCE NO. 88412
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, ANNEXING THE
HEREINAFTER DESCRIBED TERRITORY INTO THE CITY OF COPPELL, TEXAS, AND
EXTENDING THE BOUNDARY LIMITS OF THE CITY TO INCLUDE SAID HEREINAFTER
DESCRIBED PROPERTY WITHIN THE CITY LIMITS AND GRANTING TO ALL
INHABITANTS AND OWNERS OF SAID PROPERTY, ALL THE RIGHTS AND PRIVILEGES
OF OTHER CITIZENS AND BINDING ALL INHABITANTS BY ALL THE ORDINANCES,
ACTS, RESOLUTIONS AND REGULATIONS OF THE CITY; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING THE EFFECTIVE DATE.
WHEREAS, the City Council of the City of Coppell, Texas, finds that the
hereinafter described territory is contiguous and adjacent to the corporate limits of
the City of Coppei]; and
WHEREAS, the Building Official of the City, at the direction of the City Council,
prepared a service plan for the area, a copy of which is attached hereto 8s Exhibit
"A"; and
WHEREAS, after notice was duly given, public hearings on the proposed annexation
were held by the City Council all in compliance with Article 970-A, Vernon's Annotated
Civil Statutes of the State of Texas; and
WHEREAS, the City Council has concluded that such area should be annexed into
and made a part of the City of Coppell, Texas:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the following described territory be, and the same is hereby,
annexed into and made a part of the corporate limits of the City of Coppell, Texas,
and the same shall hereafter be included within the territorial limits of said City, and
the inhabitants thereof shall hereafter be entitled to all rights and privileges of other
citizens of the City, and shall be bound by the ordinances, acts, resolutions and
regulations of the City of Coppell, Texas.
Said territory hereby annexed is described by metes and bounds in the attached
Exhibit "1" and designated on the maps attached hereto as Exhibit "2" and Exhibit "3".
Exhibit A, Exhibit 1, Exhibit 2 and Exhibit 3, are each attached hereto and made a part
of this ordinance for all purposes.
SECTION 2. It is the intention of the City to annex only that territory which
is legally subject to being annexed by the City and should any portion of the above
described territory be not subject to legal annexation by the City of Coppell, Texas,
such fact shall not prevent the City from annexing such portion of said territory which
is subject to legal annexation by the City of Coppell, Texas. Therefore, if any provision
or portion of the territory herein described is held to be invalid by a court of competent
jurisdiction, such provision or portion of land shall be deemed as separate, distinct and
independent and such holding shall not affect the validity of the remaining provisions
of this ordinance or portions of land annexed by this ordinance.
SECTION 3. This ordinance shall take effect from and after its pasage as the
law in such cases provides.

SERVICE PLAN
FOR AREA OF PROPOSED ANNEXATION
TRACT CONTAINING 31.299 ACRES
First Public Hearing, June 7, 1988
Second Public Hearing June 14, 1988
When annexed the services proposed to be provided by the City of Coppell shall
be as follows:
Police and Fire services will be provided immediately to the same extent as
provided other areas already in the city.
Zoning protection will be provided immediately to the same extent as provided
other areas already in the city.
Subdivision regulation protection will be provided immediately to the same extent
as provided other areas already in the city.
Garbage collection will be provided immediately to the same extent as provided
other areas already in the city.
City inspection and enforcement of building, electrical and other ordinances will
be enforced immediately to the same extent as enforced in other areas already in the
city, thereby protecting the health and safety of persons and property in the area.
Gas, electric and telephone services will be provided through city franchise.
Connection to existing water and sewer lines will be provided in accordance with
City ordinances, policies and regulations and upon connection such services will be
provided at the same rates as charged others within the city. Extension of water and
sewer into areas will be done in accordance with city ordinances, policies and regulations
as development, improvement or construction commences within the area and in
accordance with city policy as to city participation.
EXHIBIT "A"
BEING a tract of land situated in the J. G. Carlock Survey,
Abstract No. 312, and the McEinney & Williams Survey, Abstract
No. 1054, both in Dallas County, Texas and being a part of
Blocks 8461 and 8462, both official City of Dallas numbers, and
being part of that tract of land annexed by the City of Dallas by
Ordinance No. 8394 dated April 11, 1960 and being a part of that
tract of land conveyed to Dallas Power & Light Company as
recorded in Volume 4414j Page 82 of the Deed Records of Dallas
County, Texas and being more particularly described as follows:
BEGINNING at a point in the curving northwesterly line of Belt
Line Road (]20 feet wide), said point also lying on the east line
of the William G. Thompson, Trustee, tract as recorded in Volume
80]]2, Page 3068 of said Deed Records;
THENCE North 0000'35'. West, along said east line, a distance of
]469.45 feet to a point for corner, said point lying in the
southeasterly line of the St. Louis & Southwestern Railroad
right-of-way (100 feet wide) as recorded in Volume 96, Page 248
of said Deed Records;
THENCE North 74040'40" EastJ along said southeasterly line, a
distance of 1673.16 feet to a point for corner;
THENCE South 30o02~1]'' East~ departing said southeasterly line, a
distance of 122.56 feet to a point for corner, said point lying
on the curving northwesterly line of said Belt Line Road and
whose center bears South 30~02'11'' East, 1969.68 feet;
THENCE in a southwesterly direction with said curve and said
northwesterly line of Belt Line Road, through a central angle of
29°57'00', an arc distance of 1029.61 feet to the end of said
curve;
THENCE South 30000'48" West, continuing along the northwesterly
line of said Belt Line Road, a distance of 581.65 feet to a point
for corner, said point also being the beginning of a tangent
curve bearing to the right having a radius of 1372.40 feet;
THENCE in a southwesterly direction with said tangent curve
bearing to the right and along said curving northwesterly line of
Belt Line Road, through a central angle of 37032'00'', an arc
distance of 899.03 feet to the POINT OF BEGINNING and containing
