COIJ'NTY OF DALLAS
The City Council of the City of Coppell met in regular session on January 11,
1973, in the fire station meeting room.
The following members were present:
Hulen Scott, Mayorl
Bob Hefner, Mayor Pro Tern
Sam Tiner, Councilman
Bill Harris, Councilman
Hazel Beal, Councilwoman
Councilman Don Carter was out of town. Also present was City Administrator
George Campbell.
The meeting was called to order and the audience as]~ed to stand while Councilman
Tiner gave the invocation.
The minutes of li~e previous meeting were then read and approved 4-0 with the
mayor showing his approval.
The first item to be considered was a request from Mr. Charles Brown for a
temporary mobile home permit on his property. After hearing Mr. Brown' s
request, Mayor Pro Tern Hefner moved that the permit be granted with the
stipulation that it be for a period of one year only: Councilman Harris seconded
and motion carried 4-0 with the mayor showing his approval. Mayor Pro Tern
Herher also stated that the location and other factors are taken into account
when a permit is issued; in areas that are more heavily populated, a permit of
this type could not be granted.
Next, Mr. Wayne Musgrave presented his request for a temporary mobile home
permit on his property. Councilman Harris moved that this permit be renewed for
~ a period of one year; Councilwoman Beal seconded and motion carried 4-0 with
the mayor showing his approval.
A request for a sewer tap refund of $100 was presented next. Mrs. Harvey Brooks
and Miss Jack Kirkland have requested this refund since they do not anticipate
tying onto the sewer line. Councilman Harris moved that the $100 be refunded if
all taxes are paid; Mayor Pro Tern Hernet seconded and motion carried 4-0
with the mayor showing his approval.
The next item presented for consideration was an ordinance adopting a street
numbering system. Councilman Harris moved that this ordinance, given the
number 108, be adopted; Mayor Pro Tern Hefner seconded and motion carried
4-0 with the mayor showing his approval.
Consideration of hiring of a new patrolman was the next item to be presented.
Tom Griffin, chief of police, made the recornme~ldation that Mike Herring, presently
with the Irving Police Department, be hired to fill this position. Councilman Tiner
moved that this recommendation be approved; Councilwoman Beal seconded and
motion carried 4-0 with the mayor showing his approval. Mr. Herring will begin
work on January 15, 1973.
Mr. R.G. Harrell presented his claim for damages against the City for the tree
that fell on his car last fall. Councilwoman Beal moved that this item be tabled
until next meeting; Councilman Tiner seconded and motion carried 4-0 with the
· - mayor showing his approval.
The bids for a new fire truck were presented as the next item. Mayor Pro Tern
Hernet moved that the bid from American LaFrance for $32,484.00 be accepted;
Councilman Harris seconded and motion carried 4-0 with the mayor showing his
approval. It was requested that the fire department keep a record of all calls
received that would require an ambulance to make a run if one were available n~w.
Under other old business, the possibility of acquiring collision insurance for the
fire trucks and police car was discussed. Since the deductible is so high and the
preminms would also be high, it was decided that we would not get this insurance
at this time.
City Administator George Campbell stated that the City had received a letter from
the General Telephone Company stating that they did want the sewer line to be put
in. He also stated that the engineers were unable to bring the information needed
to determine what route would be best to use to put in the needed line.
Mr. Max Hahn has been in contact with the mayor and again stated that he would
like to put in a water line at Sandy Lake and Allen Road. It was decided that
this possibility would be checked into since Mr. Hahn would put in the line at
no cost to the City.
It was decided that whenever they are needed, work sessions would be held at 7.:00
p.m. prior to the City Council meetings.
On the General Telephone rate increase, no action has yet been taken, as the
meeting previously scheduled has been cancelled and rescheduled for Jan. 17.
A permit for a modular home has been requested. It was decided that the building
official would check into this and if it is put in, it would have to meet all city' s
codes.
A public hearing for the revenue sharing funds the City is receiving will be held
prior to next Council's meeting on January Z5, 1973, at 7:00 p.m.
Councilwoman Beal requested that the vacant houses be checked into and see
what needs to be done about them since we now have an ordinance establishing
minimum requirements and standards for these houses.
Also, Councilwoman Beal stated that she has received some complaints about
trash being dumped on Allen Road nearly every day. It was decided that the
police department would check into this matter.
The next item was the approval pf the bills. After discussion on these, Councilman
Tiner moved that all bills be paid exeept the one for the police hats until it is
checked intg: Mayor Pro Tern Hernet seconded and motion carried 4-0 with the
mayor showing his approval.
On the survey for the sewer line on Mr. Thweatt's property, Councilran Tiner
moved that if necessary a court order be obtained to survey the creek; Mayor Pro
Tern Hernet seconded and motion carried 4-0 with the mayor showing his approval.
The meeting was then closed to the public for an executive session.
After the executive session, the meeting was adjourned.
