The City Council of the City of Coppell met in regular session on March Z70
1973, in the fire station meeting room.
The following members were present:
Hulen Scott, Mayor
Bob Hernet, Mayor Pro Tern
Don Carter, Councilman
Sam Tiner, Councilman
Hazel Beal, Councilwoman
Bill Harris, Councilman
Also present were City Administrator George Campbell, City Attorney Larry
Jackson, City Engineer Hank Hensley, and City Secretary Dorothy Timmons.
The meeting was called to order and the audience asked to stand while Council-
man Carter gave this invocation.
The minutes of the previous meeting were then read. Councilman Harris moved
that they be approved as read: Councilman Carter seconded and motion carried
3-0-1 with Mayor Pro Tern Hefner abstaining and the mayor showing his approval.
The first item to be considered was a request flrom Mrs. Trigg who lives on Kaye
Street for a street light to be placed on that street halfway between the intersection
with Coppell Road and the first street light on Kaye Street approximately halfway
down the block. Councilman Carter moved that this item be moved further down
the agenda so that the positions of the street lights could be checked out to see
if there is a need for a light at this location; Mayor Pro Tern Hernet seconded
and motion carried 4-0 with the mayor showing his approval. -
The next item was a report from the engineers on the telephone sewer line.
Councilwoman Beal arrived while this report was being presented. City Engineer
Hank Hensley stated that the line down Bethel and Harris Roads would cost
$33, Z00. Straight down Harris Road would be $Z9,600, and down Mr. Thweatt's
property would cost $27,076. After discussion on this subject, Councilman Garter
moved that if this line is put in this way, that the route from Harris to Bethel,
from Bethel to the creek, and then down the creek be the route that is used for
the sewer line subject to Mr. Thweatt's agreeing to dedicate the right-of-way for
the road that would go through Harris to Sandy Lake Road; Councilman Harris
seconded and motion carried 3-2 with Mayor Pro Tern Hefner and Councilman
Tiner against and the mayor showing his approval. Councilman Carter then moved
that a decision on this line be delayed until June 1, 1973, so that the Council
might see what course the sewer trunk line to the north is going to take; Council-
man Tiner seconded and motion carried 5-0 with the mayor showing his approval.
Next, Mr. Ronnie Tidwell and Mr. Dick Coffee from the Soil Conservation Service
presented a slide report on the soil types in Coppell and what would need to be
done to insure the best use of these types of soil.
The ordinance approving the zoning change for the Coppell Historical Corporation
was the next item considered. City Attorney Larry Jackson stated that this item
is not ready at this time. Mayor Pro Tern Hefner moved that this item be tabled
Councilman Harris seconded and motion carried $-0 with the mayor showing his
approval.
Next, there were three small items of old business. First, there are two
ordinances with the same number. An oral resolution is needed to correct this
error. Councilman Harris moved that a resolution be adopted stating that
ordinance #98 entitled amendment to the plumbing code be changed to #103-A-1
to be shown as an amendment to our existing plumbing code; Mayor Pro Tern
Hefner seconded and motion carried 5-0 with the mayor showing his approval.
City Administrator George Campbell stated that there was still some problems
with the fire and police phones being on the same button. Councilman Carter
moved that the necessary action be taken to separate these lines; Mayor Pro
Tern Hefner seconded and motion carried 5-0 with the mayor showing his approval.
Insurance coverage on the three City buildings and their contents was discussed
next. The premium for a three year period would be $509.00. It was decided
to find out what this insurance covers before any action is taken.
Under new business, there were several items to be considered. First, a
request by the chief of police to place two additional stop signs at the intersection
of Coppell and Bethel Roads to make this a three-way stop. Councilman Carter
moved that these signs be put up and a crosswalk be painted to draw attention
to the signs; Mayor Pro Tern Hefner seconded and motion carried 5-0 with the
mayor showing his approval.
The little league has requested that the City buy the gravel toMrot on the road
going to the little league park. Councilman Carter moved that the City buy
the gravel with the expense being not over $350.00; Councilman Harris seconded
and motion carried 5-0 with the mayor showing his approval.
The street light on Kaye Street was again discussed. Chief of Police Tom Griffin
stated that there is presently a street light at the intersection of Coppell and
Kaye Streets on the west side of Coppell Road. There is another light . 3 miles
down the road. It was decided to see if moving the l~ht from the west side of
Coppell road to . 1 mile down Kaye Street would provide enough light to light
in the dark area in question.
A master electrician's license is being requested by the City Inspector Gilbert
Welch under the grandfather clause. After discussion on this matter, Council-
man Carter moved that this item be tabled for further study; Mayor Pro Tern
Hefner seconded and motion carried 5-0 with the mayor showing his approval.
The problm of trash being thrown onto the City's streets was discussed.
It was decided that the city administrator would check with H & J to see about
them providing an extra pick up and with the county to see about them picking
up large items once a month at a designated spot.
The approval of the bills was the next item considered. Councilman Tiner
moved that the bills be approved for payment; Councilman Harris seconded
and motion carried 5-0 with the mayor showing his approval.
The meeting was then closed for an executive session.
After the executive session, the meeting was adjourned.
