The City Council of the City of Coppell met in Regular Session on Tuesday, January 11, 2022 at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. Call to Order1. B.Discussion regarding Coppell Chamber of Commerce contract for Visit Coppell Marketing Campaign. C.Discussion regarding American Rescue Plan (ARP) funds. D.Presentation to City Council - Planning and Zoning Overview. E.Employee Compensation/Classification Study Update to City Council. Work Session Items A through D were discussed. Due to time constraints, Work Session Item E was not discussed. Regular Session Mayor Wes Mays adjourned the Work Session at 7:33 p.m. and reconvened into the Regular Session at 7:40 p.m. Invocation 7:30 p.m.4. Mayor Wes Mays advised that no one signed up to speak. Ratna Venigandla emailed a letter regarding the Short Term Rental Ordinance to the City Secretary's Office. The email was read into the record. Karen Murdock, 463 Graham Drive, emailed a letter in regard to the Conduct Review Board appointments. The email was read into the record. 7.City of Coppell Winter Weather Preparations presentation to City Council. Fire Chief Kevin Richardson gave a presentation to City Council. Consent Agenda8. A.Consider approval of the minutes: December 14, 2021. The motion passed by an unanimous vote. B.Consider approval of awarding a contract to Gomez Floor Covering, Inc.; in the amount of $99,385.15; for the replacement of the gym floor at the The CORE; payment to be made directly to Gomez Floor Covering, Inc., by the City of Coppell’s insurance carrier, TML; and authorizing the City Manager to sign any necessary documents. A motion was made by Mayor Pro Tem Brianna Hinojosa-Smith, seconded by Councilmember Don Carroll, that Consent Agenda Items A-D be approved. The motion passed by an unanimous vote. C.Consider approval to purchase server hardware from Dell Marketing LP Texas DIR contract # DIR TSO-3763 in the amount of $76,632.88 as budgeted; and authorizing the City Manager to sign any necessary documents. A motion was made by Mayor Pro Tem Brianna Hinojosa-Smith, seconded by Councilmember Don Carroll, that Consent Agenda Items A-D be approved. The motion passed by an unanimous vote. D.Consider approval of a contract between the City of Coppell and the Coppell Chamber of Commerce for the Visit Coppell Marketing Campaign; and authorizing the City Manager to sign any necessary documents. End of Consent Agenda 9.Consider approval of an Ordinance amending the expiration date for the sunset review provision in the current Short Term Rental Ordinance found in Chapter 9, Article 9-29, Section 9-29-14 in the City of Coppell Code of Ordinances; and authorizing the Mayor to sign. Presentation: Mindi Hurley, Director of Community Development, made a presentation to City Council. A motion was made by Councilmember Cliff Long, seconded by Councilmember Kevin Nevels, that this Agenda Item be approved. The motion passed by an unanimous vote. Enactment No: OR 2022-1568 10.Consider approval of a Resolution casting a vote for the fourth member of the Board of Directors for the Dallas Central Appraisal District; and authorizing the Mayor to sign. Enactment No: RE 2022-0111.1 City Manager Reports - Project Updates and Future Agendas11. City Manager Mike Land gave the following project updates: Intersection Improvements: We received final approval from TxDOT for the new turn lane at the intersection of eastbound SH 121 frontage road and Denton Tap. Work should start soon. Belt Line: Our contractor will begin this week on South Belt Line for a DART sewer relocation. After that is complete, our contractor will shift all traffic to the existing northbound lanes and begin reconstruction of the existing southbound lanes. The traffic shift transition will occur at Hackberry on the south end of the project to preserve the capacity of the LBJ intersection for most of the project. Plantation: Traffic has been switched to the new pavement and is now one-way only. Subgrade preparation has started on the other half of the street. Stream G6: Construction is substantially complete. Parker/Hollywood Outfall: Construction at Hollywood outfall is substantially complete and the contractor has started working on Parker outfall. Estimated to complete in next two months, weather permitting. Mayor and Council Reports12. Report by the City Council on recent and upcoming events. The annual “State of the City” address will be held at 11:30 am on Thursday, Jan. 13. The luncheon will be at the Coppell Arts Center with catering by J. Macklin's Grill. We will review the 2022 vision for the City and take questions from the audience. City of Coppell administrative offices will be closed in observance of Martin Luther King Jr. Day on Monday, January 17th. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. 13. Nothing to report. Necessary Action from Executive Session14.
