The City Council of the City of Coppell met in regular session on July 10, 1973,
in the fire station meeting room.
The following members were present:: Hulen Scott, Mayor
Bob Hefner, Mayor Pro Tern
Don Carter, Councilman
Sam Tiner, Councilman
Bill Harris, Councilman
Hazel Beal, Councilwoman
Also present were City Attorney Larry Jackson, City Engineer Hank Hensley,
City Administrator George Campbell, and City Secretary Dorothy Timmons.
The meeting was called to order and the audience asked to stand while Mayor
Pro Tern Hefner gave the invocation.
Mayor Pro Tern Hefner then moved that the reading of the minutes be waived;
Councilman Harris seconded and motion carried 5-0 with the mayor showing
his approval. Mayor Pro Tern Hefner moved that the minutes be approved as
presented; Councilman Carter. seconded and motion carried 3-0-Z with Council-
man Tiner and Councilman Harris abstaining and the mayor showing his approval.
A request by Mr. Fidel Rameriz and Mr. Lupe Estrada for approval of a sub-
division plat and issuance of a building permit was considered by the Council.
Mayor Pro Tern Hefner moved that the platebe approved with the deed restriction
to indicate that the land is in the flood plain and with the city administrator
instructing the building inspector to make sure the persons requesting the permit
are aware of what needs to be done before a certificate of occupancy will be
issueld; Councilman Carter seconded and motion carried 5-0 with the mayor
sho'wing his approval. Mr. Andy Grant asked to be recognized from the audience
and stated that he would like to commend the Council for their action on this request.
Councilman Carter had to leave the meeting at this time.
Under old business, the priorities on roads was discussed. Mayor Pro Tern
Hefner moved that the Council approve those roads presented with the Be~e]~-
Beltline extension being number one, the extension of Sandy Lake number two
and the north-south extension of Coppell Road number three; Councilman Harris
seconded and motion carried 3-0-1 with Councilman Tiner abstaining and the mayor
abstaining.
On the rates proposed by General Telephone Company for regional airport,
Mayor Pro Tern Hernet moved that this proposal be tabled until the other cities
have voted on this request; Councilman Harris seconded and motion carried 4-0
with the mayor showing his approval.
The sewer line to the General Telephone building and surrounding L~roperty was
discussed next. Councilman Tiner moved that to establish the pro-rata to be used
on this line, the total cost be divided by the number of acres for a per acre price
plus the approximately $3,000 extra for the larger lift station; Mayor Pro Tern
Hernet seconded and motion carried 4-0 with the mayor showing his approval.
City Engineer Hank Hensley presented the bids received on the construction of
the General Telephone sewer line. He recommended that the bid of Fearell
Construction Company of Arlington in the amount of $73,093.80 be accepted.
Councilman Harris moved that this bid be accepted subject to approval by General
Telephone Company: Mayor Pro Tern Hernet seconded and motion carried 4-0 with
the mayor showing his approval.
Next, the adjustment of the 1972 tax roll was discussed, Mayor Pro Team Hefner
moved that the attached adjustments be made to the roll; Councilman Harris
seconded and motion carried 4-0 with the mayor showing his approval
Councilman Tiner moved that the bills be approved for payment; Councilman
Harris seconded and motion carried 4-0 with the mayor showing his approval.
City Administrator George Campbell stated that Mr. J.C. Thweatt had signed
an easement agreement with the City for the construction of the General Telephone
Company sewer line with the time to be tied onto the line change from 90 days
to 180 days. Mayor Pro Tern Hernet moved that this change be accepted; Co~cil-
man Tiner seconded and motion carried 4-0 with the mayor showing his approval.
Councilman Harris moved that the discussion with Mr. Dub Wilson on the sewer
line be tabled; Councilwoman Beal seconded and motion carried 4-0 with the
mayor showing his approval.
The meeting was then closed for an executive session.
The meeting was then adjourned.

It is requested that the following items on the 1972 Personal
Property Roll be cancelled. These items are mobile homes that were assessed
fron~ records Supplied by the mobile home or park owners and sent to the
addresses supplied. They were returned, however, by the postal authorities
for various reasons. Every effort to locate the person owing the tax has been
unsuccessful. We feel that these items are uncollectable and should be removed
from the tax rolls.
