The City Council of the City of Coppell met in special called session on August
7, 1973, in the municipal court room.
The following members were present: Hulen Scott, Mayor
Bob Hefner, Mayor Pro Tern
Don Garter, Councilman
Sam Tiner, Councilman
Bill Harris, Councilman
Hazel Beal, Councilwoman
Also present were City Attorney Larry Jackson, City Engineer Derrell
Johnson, City Financial Advisor Jerry Pierce, City Administrator George
Campbell, and City Secretary Dorothy Timmons.
The meeting was called to order and the audience asked to stand while Mayor
Pro Team Hefner gave the invocation.
The meeting was then closed for an executive session.
Following the executive session, the meeting was declared open for the
special meeting.
City Engineer Derrell Johnson was present to discuss the payment of the
engineering bill for the engineering work performed on the General Telephone
sewer line. After discussion on this subject, Councilman Carter moved that
this bill be put on the agenda for the next regular Council meeting and a copy
of the contract provided to each Council member; Councilwoman Beal seconded
and motion carried 4-1 with Mayor Pro Tern Herher against and the mayor
showing his approval.
City Financial Advisor Jerry Pierce was present to discuss with the Council
an alternate method of financing the proposed Denton Creek sewer line. He
stated that EPA grants are available at 5% interest at the present time, and
that the upper Trinity, which Coppell is a part of, has number one priority in
the State of Texas. The 1973 monies have been allocated, but applications for
1974 grants will be accepted beginning August Zg, 1973. City Engineer Derrell
Johnson stated that while the new money from EPA is more appealing, it has
a lot more strings attached to it, and that it is quite expensive to file an
application. His estimation for filing would be about $25,000. It was the general
feeling of the Council that the City could not afford to file for an EPA grant at
this time.
The master plan for the City was brought up. After discussion on this subject,
Councilman Carter moved that as soon as legally possibly, the City pass the
whole package and pass the Good Properties zoning change; Mayor Pro Tern
Hefner seconded and motion carried 5-0 with the mayor showing his approval.
Dallas County has proposed that on the extension of 6-~5 to the new airport, the
bridge needed on that road be built to accomodate the proposed Trinity River
levee system rather than to just build a regular bridge across the river. The
cost of the expanded bridge would be about $1,000,000. Their question to the
City is do we want this project included in our priority listing on roads. Council-
man Carter moved that this bridge not be included in our listing; Mayor Pro
Tern Herher seconded and motion carried 5-0 with the mayor showing his approval.
City Administrator George Campbell stated that Dr. Martin Vale is trying to
locate some land in Coppell to move his Twenty Mile Farm to from its present
location. The proposed acreage is in agriculture zoning and would not require
a formal hearing if the Council wished it that way. The Planning and Zoning
Board and the City Council could approve the proposed use at a meeting called
for this purpose. Following discussion of this method, the Council desided
that a formal hearing should be held to inform the people on surrounding
property.
The meeting was then adjourned.
