OR 88-409 Creates Coppell 2000 Citizens Committee AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 88409 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, CREATING A CITIZENS COMMITTEE TO BE KNOWN AS THE "COPPELL 2000 CITIZENS COMMITTEE"; PROVIDING FOR MEMBERSHIP; ESTABLISHING QUALIFICATIONS FOR MEMBERSHIP, ESTABLISHING THE PURPOSE FOR SUCH COMMITTEE; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the Mayor of the City of Coppell, Lou Duggan, has brought to the City Council a plan and methodology for the creation of a Citizens Committee to be known as the "Coppall 2000 Citizens Committee" for the purpose of developing citizen input to the City Council and City staff which will help direct their actions toward the creation of a better future for the City of Coppell and its citizens; and WHEREAS, the plan includes two major steps, to wit: (1) creation of the Committee so as to obtain a variety of citizen participation in planning sessions to develop a view of the City of Coppell by the year 2000; and (2) to review potential action the City Council may take to address problems and achieve positive goals for the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. In order to maximize the City of Coppell's potential and growth and to assist the City Council in beginning a formal planning process to examine the City's future, primarily in terms of its physical growth and development, there is hereby created a Committee to be known as the "Coppell 2000 Citizens Committee." SECTION 2. Said Committee shall be comprised of personsappointed by the City Council who have resided within the corporate limits of the City for one (1) year and are registered voters qualified to vote in municipal elections. The Board Chairman of each duly authorized Board of the City of Coppell shall automatically be a member of said Committee, and any other citizen of the City meeting the above qualifications may file an application for appointment to said Committee with the City Secretary. The purpose of said Committee shall be to obtain strong citizen participation and develop citizen input to the City Council and the City staff to help direct their actions toward the creation of a better future for the City of Coppe]] and its citizens, to develop a community vision of issues, challenges, and opportunities facing the City of Coppell both now and in the future, and to develop obtainable goals, strategies and priorities that will make the City of Coppell more efficient, effective and responsive to citizen needs. The Committe shaU be free to study any issue pertaining to municipal government, however, specific areas of focus should include such areas as law enforcement, economic development, transportion, health care and human services, education, recreation, and facilities and services. SECTION 3. All applications received by the City Secretary shall be forwarded to the Council for consideration and appointment. SECTION 4. This ordinance shah take effect immediately from and after its passage as the law in such cases provides.
