The City Council of the City of Coppell met in regular session on October 23', 1973,
in the fire station meeting room.
The following members were present: Hulen Scott, Mayor
Bob Hefner, Mayor Pro Tern
Don Carter, Councilman
Sam Tiner, Councilman
Bill Harris, Councilman
Hazel Beal, Councilwoman
Also present were City Attorney Larry Jackson, City Engineers Derrell Johnson
and Hank Hensley, City Administrator George Campbell, and City Secretary
Dorothy Timmons.
The meeting was called to order and the audience asked to stand while Mayor Pro
Tern Hefner gave the invocation.
Councilman Carter moved that the reading of the minutes be waived; Councilman
Tiner seconded and motion carried 4-0 with the mayor showing his approval. The
following corrections were noted: H & J Garbage Disposal will empty the City litter
barrels only which will be placed throughout the City. In the discussion concerning
the police reserves, the word "men" was changed to state "persons". Also, the
Council expressed their opinion that since Richard Lee and Randy Cotbin both
have a big responsibility in the fire department at this time, that their names would
not be included in the police reserve training program until the City has had a
chance to find if there are other eligible persons in Coppell. On the Bethel-Beltline
extension that DP & L wants to have abandoned, it was the decision of the Council
that the County should condemn the land if necessary and pay for it. Councilman
Carter moved that the minutes be approved as corrected; Councilman Tiner
seconded and motion carried 2-0-Z with Mayor Pro Tern and Councilman Harris
abstaining and the mayor showing his approval. Councilwoman Beal arrived at
this time from a meeting in Austin.
The ordinance establishing a police reserve program was discussed next. After
considerable discussion on this subject, Councilman Carter moved that the city
attorney work out a different wording on Section 11 pertaining to the use of firearms
by the reserves; Councilman Harris seconded and motion carried 5-0 with the mayor
showing his approval.
An ordinance regulating the City vehicle pound, police pound and abandoned vehicles
was considered as the next item on the agenda. The city attorney stated that the
main difference between this ordinance and the one presently in effect is Section
10, which pertains to the selling of impounded vehicles by the City. Mayor Pro Team
Heiuer left the meeting during this discussion. Councilman Carter moved that this
ordinance be adopted as #123 with the same amounts for towing, etc. as presently
in ordinance number 99; Councilman Harris seconded and motion carried 4-0 with
the mayor showing his approval.
The ordinance regulating mobile homes other than in mobile home parks was discussed
next. City Attorney Larry Jackson stated that after 30 days, the burden of provirig
that the trailer was here before the ordinance was passed would lie with the mobile
home owner. It was the consensus of the Council that there would be no exceptions
for mobile homes being located other than in mobile home parks. The Council also
decided that the possibility of having stickers placed on existing mobile homes not
located in parks be checked into to see what kind of cost we would be talking about
and if it would be feasible to go this route as a check for mobile homes moving into
the City.
their desire to have the payment dates changed from November 1 to December 1,
from January 1 to February 1, and from March 1 to May 1. Councilman Harris
moved that this agreement be approved with the above stated payment date
changed; Councilwoman Beal seconded and motion carried 4-0 with the mayor
showing his approval.
Consideration of passing a resolution requesting a special session of the Texas
Legislature was listed next on the agenda. After discussion, Councilman Harris
moved that this resolution not be passed; Councilman Carter seconded and motion F
carried 4-0 with the mayor showing:his approval.
On the sales tax election, it was the Council's decision to discuss th~ at a later
date and to incorporate it in with the City official's election.
Consideration of the proposed water line on Moore Road was deleted from the
ag enda.
The fire station bids was considered next. Council questioned if the advertisement
for a building official and water maintenance man had brought in any applicants.
After discussion on both these subjects, it was decided that the city administrator
would call other cities and talkto them concerning their recommendations of filling
this position. No action was taken on the fire station bids.
Under other old business, the payment of water and sewer tap fees was discussed.
It was stated that these could be paid in advance, but it would need to be a Council
decision if it was to be done this way.
City Attorney Larry Jackson stated that he had talked with the Good Financial
Corporation and the zoning changes stated in last week's m~eting were all right
with them.
City A&ninistrator George Campbell stated that he had been advised that all of ~
the member.cities of TRA had approved the contract agreement as far as building --'
any sewer facilities needed. The Council decided that at this time they did not
want the work on the MUD to be delayed.
Under other new business, City Administrator George Campbell stated that he
had received a letter from the Soil Conservation Service requesting three things.
First, they would like a copy of the master plan to help the developers when any-
thing is started; secondly, that we ask the developers if they would submit their
plans to the SCS for their review and comments, and third, if we would pass an
ordinance that would require any persons clearing land to plant something that
would keep erosion from occuring. It was decided that these requests would be
made available to any developers if they would like to have these services.
The City has received a letter from Wayne Claycomb of the Baptist Foundation
stating what they will do in the way of helping the City to provide a park on the
3.5 acre tract that is being leased from them.
On the discussion concerning the fire ant. problem in Coppell, a letter has been
written which will probably have to have to go all the way to Washington before
anything can be done about spraying the City for these ants.
Council meetings for November will be held on November 6 and November 20. ~'

City Secretary Dorothy Timmons was authorized to sign the bank card to have
access to the safety deposit box for the City.
Councilman Carter moved that the bills be approved with the deletion of the bill
for the repair of the police radios; Councilman Harris seconded and motion
carried 4-0 with theymayor showing his approval.
The meeting was then closed for an executive session.
Following the executive session, the meeting was adjourned.
