The City Council of the City of Coppell met in regular session on June 11, 1974,
in the First Bank of Coppell meeting room.
The following members were present:
Hulen Scott, Mayor
Sam Tiner, Mayor Pro Tem
Don Carter, Councilman
Frank Wilkins, Councilman
Hazel Beal, Councilwoman
Also present were City Attorney Larry Jackson, and City Administrator George
Campbell. Those absent from the meeting were Councilman Bill Harris, and
City Secretary Dorothy Timmons.
The meeting was called to order and everyone asked to stand while Mayor Pro
Tem Tiner gave the invocation.
Mayor Pro Tem Tiner moved that the reading of the minutes be waived; Councilman
Carter seconded and motion carried 4-0 with the mayor showing his approval.
Councilman Wilkins moved that the minutes be approved, Mayor Pro Tem Tiner
seconded and motion carried 4-0 with the mayor showing his approval.
Councilwoman Beal advised the Council that equipment to be purchased for the park
had been choosen. Mrs. Beal also suggested that the Council appoint a park board.
It was suggested that Mrs. Beal bring a list of suggested park board members to
the next meeting. Councilman Carter and Councilwoman Beal advised that only
$1,400 worth of park equipment would initially be purchased.
Item 5 concerning a reduction of speed limits on residential streets was discussed
next. Mr. Jim Miller appeared and presented a petition signed by ten (10) residents
of Howell Street requesting that the speed limit on Howell Street be reduced to 10
miles per hour. Mr. Miller also requested that signs be erected on Howell Street
stating it was not a through street.
Councilman Carter presented 2 letters signed by residents of Carter Estates requesting
that the speed limits on Carter Drive and Christi Lane be reduced to 15 miles per
hour and that speed barriers be constructed on these two streets, as well as signs
indicating the streets are not through streets. The speed barriers and signs would
be constructed at the homeowners expense. Mr. Carter requested that action on
this request be delayed until signatures of 100% of the homeowners on these two
streets could be secured.
Councilman Wilkins made a request that the speed limits on Bullock Street and Kaye
Street also be reduced. He advised that petitions would be presented at the next
meeting.
The petitions presented to Council were returned to those submitting them in order.
that all homeowners on the respective streets could sign them.
Following discussion of the speed limits, there was a discussion in which Council
was advised by the city attorney of the liability that could be incurred by the City as
a result of speed barriers on public streets.
Item 9 was the next item considered. Following discussion on this item with Mr.
Hester, Councilman Wilkins moved that an amendment be prepared to ordinance #
127 granting an increase in fees for solid waste collection for residential customers
from $Z. 50 per month to $3.00 per month. Motion was seconded by Councilman
Carter and carried 4-0 with the mayor showing his approval.
Councilman Wilkins also made a motion that a resolution be adopted authorizing
H & J Disposal Company to make special pick-ups in Coppell on the last Friday
of each month. This service would be for all citizens of Coppell and H & J
Disposal will be paid $25.00 per day by the City for this service. It was agreed
that residents must call H & J Disposal atleast one day prior to the pick-up day
if they desire to have appliances, or other materials collected. It was agreed
that building materials and tires would not be collected. This service would be
undertaken for a 90 day trial period. Councilman Carter seconded and motion
carried 4-0 with the mayor showing his approval.
Item 6 was considered next on the agenda. The wording of the agreement between
the City and Mr. J.C. Nisbett was changed to protect the City for the first year
of the lease and allowing the City to continue to lease the building after the first
year on a month to month basis, unless the property is sold. Councilwoman
Beal made a motion that the agreement as changed be accepted; Councilman Carter
seconded and motion carried 4-0 with the mayor showing his approval.
Item 7 concerning the establishment of a library board was discussed next.
Following a lengthy discussion, Councilman Wilkins made a motion that Council
instruct the city attorney to prepare an ordinance creating a 7 member library
board of trustees with two additional members to be appointed by the board.
The ordinance would also provide that all donations go into a special fund of the
City oeverwhich the board of trustees would have full administrative authority.
Mayor Pro Tem Tiner seconded and motion carried 4-0 with the mayor showing
his approval.
Item 10 was considered next. The city administrator advised Council of the status
of a sewer connection for J. C. Thweatt property on Bethel Road.
Councilman Carter reported to Council on the status of the Municipal Utility
District; the outcome of the MUD election, and the procedures for annexing
additional area into the M..Unicipal Utility District's boundaries.
City Administrator George Campbell discussed with Council their desires
regarding a change of regular meeting dates. It was decided that no change
should be made.
Councilman Wilkins proposed that Council consider a cost of living salaryincrease
for City employees. Council instructed the city administrator to be prepared to
discuss this matter June 25.
There was no new business for discussion.
Consideration of approval of bills was the next item on the agenda. Councilman
Wilkins made a motion that all bills be paid; Councilwoman Beal seconded and
motion carried 4-0 with the mayor showing his approval.
Item 13 was discussed next in open session. A motion was made by Councilman
Carter that Mr. Jackie White be hired in the water department at an hourly rate
of $3.25 per hour retroactive to June 3, 1074.
After discussion concerning the hiring of a electrial inspector a motion was
made by Councilman Carter and seconded by Councilman Wilkins, that Frank
Fitzgerald be hired and paid $7.50 per hour or per inspection, whichever is
greatest, but never to exceed the amount paid to be City as a permit fee for
that inspection. Motion carried 4-0 with the mayor showing his approval.
