CM 1974-08-27 4~ 9 STATE OF TEXAS COUNTY OF DALLAS The City Council of the City of Coppell met in regular session on August 27, 1974, in the First Bank of' Coppell meeting room. The following members were' present: Hulen Scott, Mayor Sam Tiner, Mayor Pro Tem Frank Wilkins, Councilman Bill Harris, Councilman Don carter, Councilman Hazel Beal, Councilwoman Also present were City Attorney Larry Jackson, City Administrator George Campbell, and City Secretary Dorothy Timmnons. The meeting was called to order and everyone asked to stand while Councilman Wilkins gave the invocation. Councilman Harris moved that the reading of the minutes be waived; Council- woman Beal seconded and motion carried 4-0 with the mayor showing his approval. The correction was noted that Mayor Scott abstained from the vote to put the original $2, 200 back into the Library Department for the 1974-75 budget year. Councilman Wilkins moved that the minutes be approved as corrected; Councilwoman Beal seconded and motion carried 3-0-1 with Council- man Carter abstaining and the mayor showing his approval. There was no report from the Citizen's Advisory Committee at this time. Councilwoman Beal stated that the park equipment had arrived and there is plans to do some work on the park this coming weekend. Mrs. Woods was present to discuss the sewer line on Bullock Street. She stated that although her neighbors were not having problems with the line, she was still experiencing quite a few problems. City Administrator Georgr Campbell stated that it is believed that the service line going to her house is lower 'than the main line. Following discussion on this item, it was decided that the City would locate the main at the front of Mrs. Wood's house and shoot an elevation to see if the problem can be corrected. Under old business, the sewer grant application was discussed. Mayor Pro Tem Tiner arrived during this discussion. After a review and summary of this application, Councilman Carter moved that a resolution be adopted authorizing the mayor to sign the sewer grant application; Councilman Wilkins seconded and motion carried 5-0 with the mayor showing his approval. Mr. Kyle, who was present with the application, also presented an engineering contract for Council's approval. Following discussion on this contract, Councilman Carter moved that a resolution be adopted authorizing the mayor to enter into a contract with Robert Kyle and Associates for engineering services to be effective Friday, August 30, 1974, if there are no objections by that time; Mayor Pro Tem Tiner seconded and motion carried 5-0 with the mayor showing his approval. The Bethel-Beltline Road extension was the next item discussed. City Adrninistrator George Campbell stated that he had received letters from property owners on the southern route indicating their willingness to have the road surveyed. A general discussion on the route of this road followed with opinions being stated from persons in the audience. Following the discussion, Councilman Wilkins moved that a special called meeting be held on Tuesday, ,September 3, 1974, at the elementary school cafeteria for the purpose of holding a public hearing and coming to a decision on this road; Councilman Harris seconded and motion carried 5-0 with the mayor showing his approval. Councilman Harris moved that the discussion concerning the Bicentennial Committee be tabled; Mayor Pro Tem Tiner seconded and motion carried 5-0 with the mayor showing his approval. Councilman Wilkins moved that the discussion concerning the police reserve program be moved to the executive session; Mayor Pro Tem Tiner seconded and motion carried 5-0 with the mayor showing his approval. Under old business, City Administrator George Campbell stated that the engineering are flagging the route for the MUD line and that there are no major problems. City Administrator George Campbell stated that Mr. J.C. Nisbett had some questions concerning the lease agreement the City has for the library building. There are two areas that Mr. Nisbett questioned. He would like to have a section in the contract stating that the City will be responsible for the repairs and that the contract would be reviewed every year. It was decided that the city administrator would get back with Mr. Nisbett to see if these things can be worked out. Councilman Harris moved that the bills be approved for payment; Mayor Pro Tem Tiner seconded and motion carried 5-0 withhthe mayor showing his approval. An executive session was then held which was closed to the public under Article 6252-17, Section 2 (g) discussion concerning personnel. Councilman Harris had to leave during the executive session. Following the executive session, the meeting was declared open to the public. Councilman Carter moved that the five members of the police reserve be accepted; Mayor Pro Tem Tiner seconded and motion carried 4-0 with the mayor showing his approval. Mayor Pro Tem Tiner stated that he would like for a list or procedures and duties to be made so that each reserve officer and each Council member would have one. Councilman Wilkins stated that he would like to see a letter of appreciation written to the Irving Police Department expressing the City's thanks for the training of the reserve officers. Under new business, City Administrator George Campbell stated that he has a list and applications of three or four names to interview for the intern program sponsored by COG. A contract would be necessary for the City to participate in this program. City Administrator George Campbell stated that there is quite a few problems with the electrical lines in the mobile home parks, particularly the Highland Oaks. He stated that Frank Fitzgerald, the City's'electrical inspection, is working on getting the problems corrected. The city administrator also stated that he had been contacted by Dick Thomas about the availability of funds to build post offices where they are needed. Some action would be necessary from the community to express their interest in a post office if we were to get one. No action was taken at this time. The meeting was then adjourned. Hulen A.
