CM 1974-09-03 5! STATE OF TEXAS COUNTY OF DALLAS The City Council 6t the City of Coppell met in special called session on September 3, 1974, at the Elementary School Cafeteria for the purpose of holding a public hearing on the route of the proposed Beltline extension. The following members were present: Hulen Scott, Mayor Sam Tiner, Mayor Pro Tem Frank Wilkins, Councilman Don Carter, Councilman Bill Harris, Councilman Hazel Beal, Councilwoman Also present were City Administrator George Campbell and City Secretary Dorothy Timmons. The meeting was called to order and everyone asked to stand while Mayor Pro Tem Tiner gave the invocation. Mayor Scott then stated that the public hearing was open for discussion on the route of the proposed Beltline extension. Those persons wishing to speak in favor of the northern/route along the existing Bethel Road would be called on to give their opinions. Those persons wishing to speak for this route or who wished to indicate their preference for the northern route were Rev. Bert Jarvis, pastor of the Methodist Church; Mr. Mike Jenkins, President of LARC; Mr. and Mrs. Ira Coats, citizens living on Bethel Road; Mr. and Mrs. Miller, citizens; Mr. Roy Day, also from LARC; Ann McNear, resident on Bethel Road; Mr. and Mrs. J.C. Nisbett, citizens; Rev. C.A. McBride, pastor of Assembly of God Church on Bethel Road; Mr. J.C. Thweatt, citizen; Mr. Sam Wyse, land owner. Mr. Jenkins presented the Council with a letter from the Dallas Bicentennial Committee stated they were interested in the proposed Coppell Historical Park as a historical point for the bicentennial. Mrs. Ann McNear presented a petition to the Council signed by those persons wishing to have the road follow the northern route. Mayor Scott then stated that those persons who wished to speak in favor of the southern route which would go south of the bank would be recognized next. Mr. and Mrs. Bert Colley, residents along Bethel Road; Mrs. McDowell, resident along Bethel Road; Mrs. Doris Gilchrist, citizen; Mr. Bob Hefner, Citizen; and Mr. Horace Vail, land owner were those persons who favored the southernroute. Mayor Scott then declared the public hearing closed. Following a short recess and discussion by the Council concerning the route of the extension, Mayor Pro Tem Tiner moved that the Council go with the original route which would go down the existing Bethel Road and that alternate #4 be used indicating the footage to be taken from each side 0f. the existing Bethel Road, the right-of-wayfor the extension of Bethel-Beltline would be either purchased or donated by the County, Councilman Carter seconded the motion. The motion carried 4-1 with Council- woman Beal against and the mayor showing his approval. The meeting was then closed to the public for an executive session under Article 6252-17, Section 2 (g)~ discussion concerning personnel. Following the executive session, the meeting was adjourned.
