The City Council of the City of Coppell met in Special Session on April 25, 1975,
in the Council Chambers of the First Bank of Coppell at 5:00 p.m.
The following members were present:
Hulen Scott, Mayor
Sam Tiner, Mayor Pro Tem
Frank Wilkins, Councilman
Hazel Beal, Councilwoman
Don Carter, Councilman
James Rainey, Councilman
Also present was City Administrator George Campbell.
The meeting was called to order and everyone asked to stand while Councilman
Wilkins gave the invocation.
The first item for consideration was a Resolution opposing H.B. 1463, Tax Reform
Legislation (Peveto Bill). Following discussion of this item, Councilwoman Beal
made a motion that Council adopt a Resolution opposing H.B. 1463 and that copies
of the Resolution be mailed to our State Senator and Representative. Motion was
seconded by Councilman Wilkins and carried 5-0 with the mayor showing his
approval.
Item 2, Executive Session (Closed to the public)
A. Article 6252-17, Section Z (g) discussion concerning personnel.
Upon motion of Councilman Rainey, seconded by Councilman Wilkins, the city
administrator was requested to leave the meeting for the executive session.
Motion carried 3 for, none against, with Councilman Carter and Mayor Pro Tem
Tiner and Mayor Scott abstaining. City administrator then left the meeting.
The meeting was then closed for an executive session. Following the executive
session, the meeting was opened to the public with the city administrator present.
Councilman Wilkins made the motion that the recommendations of staff that
Police Sgt. Tim McGinnis be terminated not be accepted by Council. Motion was
seconded by Councilman Rainey and motion carried 3-2 with Councilman Carter
and Mayor Pro Tem Tiner opposing and the mayor showing neither approval or
disapproval.
Councilman Carter than made a motion, seconded by Councilman Rainey that the
meeting adjourn. Motion carried 5-0 with the mayor showing his approval.
The meeting was then adjourned.
