CM 1975-11-25 135 STATE OF TEXAS COUNTY OF DALLAS The City Council of the City of Coppell met in regular session on November 25, 1975, at 7:30 p. m. , in the meeting room at the First Bank of Coppell. The following members were present: Hulen Scott, Mayor Hazel Beal, Councilwoman Fred Baker, Councilman Don Carter, Councilman James Rainey, Councilman Absent was Mayor Pro Tem Sam Tiner. Also present was City Administrator George Campbell, City Attorney Larry Jackson and City Secretary Margaret Johnson. City Engineer Steve Harrison was also present. The meeting was called to order and everyone asked to stand while Councilman Carter gave the invocation. Councilman Carter made motion, seconded by Councilman Baker, to waive the reading of the minutes of the November 11, 1975 meeting. Motion darried 4-0 with the mayor showing his approval. Councilman Baker made motion, seconded by Councilman Rainey that the minutes be approved as presented with no corrections. Motion carried 3-0 with Councilman Carter abstaining and the mayor showing his approval. Councilwoman Beal advised that she had no report from the Citizen's Advisory Committee. Item 5, consider adoption of ordinance amending Mobile Home Ordinance was next and. Councilman Baker made motion that this Ordinance No. 158 be approved as drawn by the city attorney. Councilman Carter seconded the motion and motion carried 4-0 with the mayor showing his approval. Item 6, consider adoption of ordinance establishing weight limits for roads and streets within the City Limits of Coppell was next and after some discussion, Councilman Carter made motion to approve the ordinance with the following exceptions: Page 2, Section Z, Weight Load on Major Roadways, strike the word major and delete the four public roadways set out. Page 4, delete the entire Section 3, Weight of Load on Minor Roadways. Councilwoman Beal seconded the motion and motion carried 4-0 with the mayor showing his approval. Item 7, discussion concerning animal shelter. No Action was taken. Item 8, Other Old Business, A. Report on MUD, Councilman Carter advised that if all goes well, the MUD would be ready to go out and solicit some new builders or developers for Coppell. Also, that a school site had been selected and the City would need to relinquish their option to this site. Steve Harrison advised that Danny Vance with TRA had stated that if the contract was approved for the sewer that the City of Coppell might need to maintain the lift station located on Belt Line Road East, with the help of TRA until such time as the funds were available to TRA in the coming budget year. Possible funds for necessary improvements to the lift station may be available from the MUD. Item B under Old Business, discussion concerning contract with TRA was next and Councilman Carter made motion to approve the contract subject to the City Attorney's approval. Councilman Rainey seconded the motion and motion carried 4-0 with the mayor showing his approval. Item C, Old Business, Water Line from Sandy Lake Road to Bethel Road had been approved on October 28, 1975, but City Administrator Campbell and Water Super- intendent Vanbebber advised that the city needed 1,100 feet of additional pipe to complete this project and would cost approximately $2, 200. Item D, Purchase of Police Automobiles, City Administrator Campbell advised that he had checked with Chester Morris and the cost of a Fury in comparison to the Grand Fury was only $45.00 and City Administrator Campbell advised that a purchase order had been sent to Chester Morris for two Grant Furies, which would be painted black and white. Item 9, New Business - A. After discussion concerning the differences in the qualifications of a master electrician and a journeyman electrician, and at the request of Mr. Troth and Mr. Lester Hyatt, Councilman Carter moved to issue a temporary permit to Mr. Hyatt to do electrical work on any single family dwelling presently under construction in the City of Coppell. Councilwoman Beal seconded the motion and motion carried 4-0 with the mayor showing his approval. Item B, discussion concerning progress being made on Belt Line-Denton Tap, Coppell Road Intersection, City Administrator Campbell advised that there was some problem in getting the lights but it was hoped that they would be here by the first of December. The buttons to mark the traffic lanes have arrived but weather has not permitted the installation and it is hoped that this could be done within the next two to three weeks. Item 10, Approval of bills, after some discussion and several questions, Council- man Baker made motion to approve the bills as presented, seconded by Council- man Carter and motion carried 4-0 with the mayor showing his approval.
