CM 1976-01-27 STATE OF TEXAS COUNTY OF DALLAS The City Council met in regular session on January Z7, 1976, at 7:30 p.m. in the meeting room at the First Bank of Coppell. \ The following members were present: Hulen Scott, Mayor Sam Tiner, Mayor Pro Tern Don Carte.r, Councilman Hazel Beal, Councilwoman Fred Baker, Councilman (arrived at 9:00 p. m. ) Councilman Rainey was absent. Also present was City Administrator George Campbell and City Secretary Margaret Johnson. The invocation was given by Mayor Pro Tern Tiner. 76-13 Mayor Pro Tern Tiner made motion, seconded by Councilwoman Beal, to approve the minutes of the previous meeting with the correction to minute order 76.10 sl~w. in~gthe cost of the brochure to be from $50.00 to $100.00. Motion carried 3-0 with the mayor showing his approval. 76-14 Councilwoman Beal gave a short report on the CitizenS' Advisory Committee and advised that the art work for the brochure was almost complete. 76-15 Councilman Carter made motion to deny the rate increase requested by Lone Star Gas Company on December 4, 1975. Motion was seconded by Mayor Pro Tern Tiner and motion carried 3-0 with the mayor showing his approval. Mr. Don Huff was present from Lone Star Gas Company and asked if there were any questions, and stated that he did not agree with Council's decision. 76-16 Item 8 was next as Mr. Jim Cooksey with Dallas County Manpower Program was present to discuss with Council the Title VI C. E. T.A. program and the ~ fact there was one slot available to hire a police patrolman for Coppell under this program. Motion was made by Councilman Carter to hire one police patrol- man under this program. Motion was seconded by Councilwoman Beal and motion carried 3-0 with the mayor showing his approval. There would be no expense to the City of Coppell except the 'cost of uniforms. There was no report on the Municipal Utilities District. Also Councilman Carter asked about installing a blinking light at the intersection of Coppell Road and Beltline on the east and west side, which would be in addition to those recently installed on the north and south of the intersection. This is to be checked on. City Administrator Campbell asked Councilman Carter about billing the MUD for administrative services for the time spent by City employees. Councilman Carter advised that this should be done. 76-17 Councilman Carter made motion to approve the insertion changes in the con- tract between the TRA and the City of Coppell. Motion was seconded by. Council- man Baker and motion carried 4-0 with the mayor showing his approval. These changes had previously been approved by the city attorney. 76-18 Mayor Pro Tem Tiner made motion to table the contract between the MUD and the City until the next council meeting due to the fact that City Attorney Jackson was ill. Councilwoman Beal seconded the motion and motion carried 4-0 with the mayor showing his approval, 76-19 Under Item 9, Other New Business: A. Councilman Carter made motion to permit Mr. and Mrs. McDowell to replace their home which was destroyed by fire with one approx- imately the same size. Mayor Pro Tem Tiner seconded the motion and motion carried 3-0 with Councilman Baker abstaining. B. City Administrator Campbell advised that he and the mayor were to meet with County Commissioner Jim Jackson and other County employees on the extension of Bethel Road on Wednesday, January 28, and would report back to council at the next meeting. The concern on this is still funds for building a bridge on Grapevine Creek. City Administrator Campbell also advised that letters had been written to various owners concerning the securing of R. O. W. on Bethel Road from Coppell Road to the City Limits and that he had received a few replies favorable and a few that had refused to grant this R. O. W. C. City Administrator Campbell also advised that the County had dis- cussed the surfacing of State Road with him. It was mentioned by Council that Bethel Road from Moore Road to Heartz needed to be re-surfaced. 76 -Z0 Councilman Baker made motion to approve the bills as presented with the additions of the bill on the blinking red lights that were installed at the Denton Tap, Beltline, Coppell Road intersection and the payment of the bill from Chester Morris for the two new police vehicles. Mayor Pro Tem Tiner seconded the motion and motion carried 3-1 with Councilman Carter voting no and the mayor showing his approval. 76 · Executive Session (Closed to the public) A. Article 6Z5Z-17, Section Z (g) discussion concerning personnel 76-21 Council then went back into open session and Councilman Baker made motion, seconded by Mayor Pro Tem Tiner to approve a end-of-trial service raise for Richard D.
