CM 1976-03-2315 2 STATE OF TEXAS COUNTY OF DALLAS The City Council met in a joint session with the Citizen's Advisory Committee on March 23, 1976, at 6:00 p.m. in the meeting room at the First Bank of Coppell. The following members were present: Hulen A. Scott, Mayor Sam Tiner, Mayor Pro Tem Fred Baker, Councilman James Rainey, Councilman Hazel Beal, Councilwoman Councilman Carter was absent. Also present was City Administrator Campbell and City Secretary Margaret Johnson. Present from the Citizen's Advisory Committee were: Rev. McBride, Rev. Foy Layton, Rev. Joe Wilson, Mr. John Burns, Mrs. Jane Grant, Mr. Joe Eby, Mr. Richard Lee, Mr. Bill Cozby, Mr. Jim Gilcrest, Mr. Henry Tate. A discussion was 'held concerning the proposed County Bond Program for approx- imately $98,000,00 which may be called in July or August for election in November, after the General Election. Council asked for suggestions from the Citizen's AdVisory Committee for projects which they felt should take priority within the City of Coppell. City Administrator Campbsll showed detail maps of Bethel Road, from Denton Tap to Dallas Power and Light Generating Plant, as well as Bethel Road from the County Line through the Downtown area of Coppell. State Road, Allen Road, and Esters Road were also brought up as possible projects. After much discussion, this meeting adjourned. The City Council then went into regular session at 7:30 P.M. The following members were present: Hulen A. Scott, Mayor Sam Tiner, Mayor Pro Tem Fred Baker, Councilman James Rainey, Councilman Hazel Beal, Councilwoman Councilman Carter was absent. Also present was City Administrator Campbell, City Attorney Larry Jackson, and City Secretary Margaret Johnson. The invocation was given by Councilman Fred Baker. 76-54 Mayor Pro Tem Tiner made motion, seconded by Councilman Rainey, to waive the reading of the minutes of the March 9, 1976 meeting. Motion carried 3-0 with the mayor showing his approval. Councilwoman Beal left the meeting and returned later. Councilman Rainey made motion, seconded by Mayor Pro Tem Tiner to approve the minutes of the previous meeting with no corrections. Motion carried 3-0 with the mayor showing his approval. 76-55 Other Old Business was considered next and City Administrator Campbell advised that Absentee Voting for the MUD Board of Directors was in progress for the election to be held on Saturday, April 3rd, which concluded the MUD report. Also under old business, Councilman Baker asked the status of the injunction against Highland Oaks Trailer Park from dumping raw sewage into the creek. City Administrator Campbell advised that he had not received a copy of any injunction the County might have filed and asked City Director of Utilities A.P. Vanbebber, who was present, if there had been any more problems with this. Mr. Vanbebber advised that it had overflowed one time since the city had agreed to be a party with the County on the injunction and City Administrator Campbell advised that the injunctiOn was probably on the docket but he would check into this. Item C..under old business, Councilman Baker asked about the problem with the trash on the site at Moore Road and Bethel Road which belongs to Mr. Lesley. Councilwoman Beal advised that "we'll see him in Court on April 3". City Administrator Campbell advised that the situation was still the same, that not much effort had been made to clean it up, and that Mr. Lesley had been issued a citation and he would come to Municipal Court just like a traffic ticket. 76-56 Report from the Citizen's Advisory Committee was next on the agenda and Council- woman Beal advised that the brochure on Coppell was still not ready due to the fact that the printer who is employed by T.P.&L. had been ill and had not been able to finish it. She advised that it should be ready in the very near future and that she hoped Council would be pleased with it as much time and effort had been expended on it. She advised that they were continuing to try to get other areas of the City cleaned up. 76-57 Councilwoman Beal advised that the trip with the North Texas Commission to Chicago and Minneapolis and St. Paul would be the second week in May. Councilwoman Beal said she felt a representative should be sent from Coppell. Motion was made by Councilwoman Beal, seconded by Councilman Rainey, to table this item until Council- man Carter could be present to give his views on this. Motion carried 3-0 with Councilman Baker abstaining and the mayor showing his approval. 76-58 There being no new business, the next item was considered. 76-59 Councilman Baker made motion to approve the monthly bills as presented with the addition of a bill from the Trinity River Authority in the amount of $1,946.69 for sale of water and'monthly sewage charge for February and March, 1976. Motion was seconded by Mayor Pro Tem Tiner and motion carried 4-0 with the mayor showing his approval. 76-60 Executive Session (closed th the public) A. Article 6252-17, Section 2 (c) discussion with city attorney. B. Article 6252-17, Section 2 (g) discussion concerning personnel. Meeting then adjourned. Hulen A.
