COUNTY OF DALLAS
The City Council of the City of Coppell, Texas met in special session on
April 7, 1977, at 6:30 P.M., in the meeting room at the Coppell Fire Station
Coppell, Texas.
The following memebers were present:
Hulen A. Scott, Mayor
Hazel R. Beal, Councilwoman
Fred Baker, Mayor Pro Tem
Roy C. Brock, Councilman
Stubby Steadman, Councilman
Absent was Councilman Donald J. Carter and City Attorney Larry Jackson. Also
present was City Administrator George C. Campbell, Mayor Elect John R. Burns
and City Secretary Margaret Johnson. Mr. Andy Grant, Runn-off Candidate for
councilman was present.
The invocation was given by Councilman Steadman.

Item 3, Canvass returns of April 2, 1977 Municipal Election. Councilman Brock
moved that the official returns be approved; Councilwoman Beal seconded and
motion carried 4-0 with the mayor showing his approval. The following
were elected: Mayor: John R. Burns; Councilman - 1 year term: H.E. "Stubby"
Steadman; Councilman - 2 year term: Roy C. Brock. There is to be a run-off
election between Councilwoman Hazel R. Beal and Candidate Andy Grant. A copy
of the canvass of the returns are attached as a permanent part of these minutes.

Item 4, Consider adopting an order calling a Run-Off Election for one Council-
person for a two year term. Councilman Steadman made motion to set the run-off
election for the 30th day of April 30, 1977. Motion was seconded by Councilman
Brock and motion included naming Mr. W.T. Cozby as Election Judge and Mrs. W.H.
Wilson as Alternate Judge. Motion carried 4-0 with the mayor showing his approval.

Item 5, Other New Business. Councilman Brock asked about the status of the
street light for the intersection of Bethel Road and Denton Tap and was advised
by the city administrator that the order had been placed with T.P. & L. Council-
woman Beal asked about having a sign installed indicating the new intersection
at Bethel and Denton Tap, and was advised that this would be ordered by City
Administrator Campbell.
Meeting then adjourned.

CANVASS OF RETURNS AND DECLARATION OF
RESULTS OF ELECTION
BE IT REMEMBERED THAT on this the 7th day of April,
1977, at a meeting of the City Council of the City of Coppell,
Texas, a quorum being present, the meeting was called to order
and the following business was transacted.
Upon motion of Councilmember Roy Brock
and seconded by Councilmember Hazel R. Beal ,
it was unanimously ordered that the City Council consider the
official returns of an election held in the City on the above
mentioned date, for the election of City Officers.
WHEREUPON said official returns were opened, examined,
canvassed and the results declared as follows:
CANVASS OF RETURNS AND DECLARATION OF RESULTS
WHEREAS, heretofore, the City Council of the City of
Coppell, Texas, called an election to be held in the City on
April 2, 1977, for the purpose of electing a Mayor for a two (2)
year term, two (2) City Councilmembers for two (2) year terms
and one (1) City Councilmember for a one (1) year term; and
WHEREAS, immnediately after said election the Presiding
Judge and other officials holding said election made their returns
of the results thereof to the City Council as follows, and said
returns being made according to law, and duly authenticated, and
it being shown that written notice of said election was posted
for the time and in the manner provided by law and all other pro-
ceedings pertaining to said election having been shown to have
been done and performed at and within the time and in the manner
provided by law, and all papers pertaining thereto having been
returned and filed with the City Council and no protest or objec-
tion being made to or regarding any matter pertaining to said
election;
NOW, THEREFORE, be it resolved by the City Council
of the City of Coppell, Texas, after exaraining said returns and
opening and canvassing the votes of said election, that the
results of said election are as follows:
That the following number of votes were cast for
the following named candidates for the office of Mayor, to-wit:

following named candidates for the office of Councilmember for
a two (2) year term, to-wit:

following named candidate for the office of Councilmember for

It appearing that John R. Burns received the largest
number of votes for the office of Mayor, and he is hereby declared
to be elected to the office to serve after qualifying for the
term commencing April, 1977;
It appearing that H. E. "Stubby" Steadman received
the largest number of votes for the office of City Councilmember
for a one (1) year term, and he is hereby declared to be elected
to said office to serve after qualifying for the term commencing
April, 1977;
It appearing that Roy C. Brock received the largest
number of votes for the office of-City Councilmember for a two
(2) year term, and he is hereby declared to be elected to said
office to serve after qualifying for the term commencing April,
1977; and
It appearing that there were two candidates receiving
the second largest number of votes for the office of City Council-
member for a two (2) year term, to-wit: Hazel R. Beal who received
124 votes and Andy Grant who received 124 votes. That,
therefore, a second (Run-off) Election for such office shall be
necessary.
IT IS FURTHER ORDERED that this canvass and declaration
of results of said election be entered in the Minutes of the City
Council and that said officers, after they have qualified and taken
their oaths, shall serve during the term commencing April, 1977.
That this Resolution, declaring the results of the elec-
tion called for April 2, 1977, shall become effective immediately
after its passage.
DULY PASSED by the City Council of the City of Coppell,
Texas, this the 7th day of April , 1977.
