The City Council of the City of Coppell, Texas met in regular session on April
12, 1977 at 7:30 P.M., in the meeting room at the Coppell Elementary School.
The following members were present:
Hulen A. Scott, Mayor
Hazel R. Beal, Councilwoman
Fred Baker, Mayor Pro Tem
Donald J. Carter, Councilman
Roy C. Brock, Councilman
Stubby Steadman, Councilman
Also present was City Attorney Larry Jackson, City Administrator George
Campbell and City Secretary Margaret Johnson.
The invocation was given by Mayor Pro Tem Baker.
77-76A
Councilman Steadman made motion, seconded by Mayor Pro Tem Baker to waive
the reading of the minutes of both the March 22 and April 7, 1977 meetings.
Motion carried 5-0 with the mayor showing his approval.
Councilman Brock made motion to approve the minutes of the March 22, 1977
meeting as presented, with no corrections. Councilman Carter seconded and
motion carried 5-0 with the mayor showing his approval.
Councilman Steadman made motion to approve the minutes of the special meeting
on April 7, 1977 as presented, with no corrections. Councilman Brock seconded
and motion carried 5-0 with the mayor showing his approval.

Councilwoman Beal advised she had no report from the Citizens Advisory Comm-
ittee.
77-78A
Consider approval of bills. Mayor Pro Tem Baker made motion, seconded by
Councilman Brock, to approve the bills as presented and motion carried 5-0
with the mayor showing his approval. Councilman Carter asked that in the future
any item that is reimbursable to the city to be marked on the list of bills
with as asterik and shown to be reimbursable.

Installation of mayor and councilmembers elected April 2, 1977. City Attorney
Larry Jackson then administered the oath of office to John R. Burns, Mayor
and Councilmen Roy C. Brock and H.E. "Stubby" Steadman. Retiring Mayor Hulen
Scott then presented the gavel to Mayor John Burns.

Item 10, discuss and consider purchase of capital equipment for Police Depart-
ment was considered next as Councilman Steadman had an emergency and had to
leave. Police Chief Tom Griffin was present for any questions council might
have on the Federal Grant available for Highspeed Landline Communication. After
some discussion, motion was made by Councilman Carter to forego purchase of
this equipment with matching funds at this time, until such time in the future
as funds would be available. Motion was seconded by Councilman Steadman and
motion carried 4-1, Councilman Brock voting no and the mayor showing his dis-
approval of the motion

Public hearing on request of A.G. Rivers for zone change. City Administrator
Campbell advised that he had just received a letter from the applicant, Mr.
Rivers, asking that his request be withdrawn. Councilman Carter made motion
to grant his request to withdraw his application. Councilman Brock seconded
and motion carried 4-0 with the mayor showing his approval.

Consider adopting an ordinance establishing a contract with Dallas County for
ambulance service. Councilman Carter made motion, seconded by Councilman Brock
to adopt this ordinance for ambulance service in the county, providing for a
set payment to the city of $2,500, plus an amount to be determined at the end
of the year by the number of runs made in the county. Motion carried 4-0 with
the mayor showing his approval.

Consider adopting an ordinance establishing a contract with Dallas County for
Fire protection. Councilman Carter made motion, seconded by Councilwoman Beal
to adopt this.ordinance for fire protection in the county, providing for a set
payment to the city of $3,000, plus an amount to be determined at the end of
the year by the number of runs made in the county. Motion carried 4-0 with
the mayor showing his approval.

Other Old Business
A. Report on MUD. City Administrator Campbell advised that the
MUD Board of Directors had met to canvass the vote of their election and Mr.
Morris Etheridge and Mr. Jessie Franklin were re-elected.
B. Water Line on Bethel Road to Water Tower. City Administrator
Campbell advised that the 16" water line will be installed as originally
designed, except that the line will be lowered several feet for a distance
of about 300 feet at the location of the present box culvert. This change is
to accommodate future road construction.
C. Light at intersection of new Bethel Road and Denton Tap.
Councilman Brock asked the status of the installation of the light at this
intersection and City.Administrator Campbell advised that T.P. & L. had
promised to get tt in no later than the next Friday, as the T.P. & L crews
were behind due to damage from high water from recent rains.

Other New Business
A. City Administrator Campbell advised that he had received a
call in regard to planning for the Fourth of July Parade this year. It was
the consensus of council that the city back the citizens in this project.
B. City Administrator Campbell advised that he had received
a call concerning the city's policy of roads in subdivisions. After some
discussion with the city attorney, it was decided that the basic subdivision
regulations would have to be followed and each individual case asking for a
variance would have to go to the Board of Adjustment.
C. Councilwoman Beal asked the city administrator to contact Mr.
and Mrs. Dutt on DeForest Road concerning the condition of the house that
they had permission from council to move in. The city administrator advised
that he would check their permit and write them a letter and report back to
council on this.

Consider designating official meeting place. Councilman Brock made motion,
seconded by Councilman Carter, to make the fire station council's official
meeting place. Motion carried 3-1 with Mayor Pro Tem Baker voting no and the
mayor showing his approval.

Executive Session (Closed to the public)
A. Article 6252-17, Section 2 (c) discussion with city attorney.
77-88
Council went back into open session and Councilman Carter made motion to
adopt a new Corporate Resolution at the First Security Bank and Trust,
adding Mayor Burns and deleting Mayor Scott, with the Mayor, Mayor Pro Tem,
City Administrator and City Secretary designated to sign checks to all city
accounts, but with the stipulation in the resolution that there be only one
appointed official signature on each check. Motion was seconded by Council-
man Brock and motion carried 4-0 with the mayor showing his approval.
Meeting then adjourned.
