The City Council of the City of Coppell, Texas met in regular session on
May 10, 1977 at 7:30 P.M. in the meeting room at the Coppell Fire Station.
The following members were present:
John R. Burns, Mayor
Hazel R. Beal, Councilmember
Stubby Steadman, Councilmember
Donald J. Carter, Councilmember
Roy C. Brock, Councilmember
Fred Baker, Mayor Pro Tem
Also present was City Administrator George Campbell, City Attorney Larry
Jackson and City Secretary Margaret V. Johnson.
The invocation was given by Councilmember Stubby Steadman.

Mayor Pro Tem Baker made motion, seconded by Councilmember Brock, to waive
the reading of the minutes of the April 26, 1977 meeting. Motion carried
5-0 with the mayor showing his approval.
Councilmember Steadman made motion, seconded by Mayor Pro Tem Baker, to
approve the minutes of the April 26, 1977 meeting as presented and motion
carried 4-0 with Councilmember Carter abstaining and the mayor showing his
approval.

Report from Citizen's Advisory Committee. Councilmember Beal advised that the
Chamber of Commerce trip to Boston and New York would be September 19th thru
September 21st and hoped that council would see fit to send one or two
representatives on this trip. She also advised that The Chamber was putting
out a brochure on the four cities, Addison, Carrollton, Farmers Branch, and
Coppell. She advised that there was to be a clean-up day on the town cemetaries
on Memorial Day and information on this would be in the papers.

Consider approval of bills. Councilmember Brock made motion, seconded by
Councilmember Steadman, to approve the bills as presented. Motion carried 5-0
with the mayor showing his approval.

Canvass returns of April 30th Municipal Officers Run-Off Election. Council
canvassed the returns of the run-off election, with Councilmember Steadman
making the motion that the official returns be approved, showing a total of
votes cast as 239 votes, with Mr. Andy Grant receiving 139 votes and Mrs.
Hazel R. Beal 100 votes, with Mr. Grant being the new Councilmember. Motion
was seconded by Councilmember Brock and motion carried 4-0 with the mayor
showing his approval.

Swearing in of newly elected councilmember. City Attorney Larry Jackson
administered the Oath of Office to Mr. Andy Grant and he was seated.

Discussion with CommiSsioner Jim Jackson concerning road policy of Dallas
County. Commissioner Jackson was present to discuss with council the new
Dallas County Road policy and advise council what roads could be maintained.

Also he advised that the County Bond Election would be held December 13,
1977 and asked support for this. After discussion, Commissioner Jackson
asked council to request that certain roads be placed on the Master Thorough-
fare Plan so the county could maintain them. Councilmember Carter made motion
that a resolution be passed asking the county to get the authority to enter
into a contract with the City of Coppell for maintenance of roads. Council-
member Brock seconded and motion carried 5-0 with the mayor abstaining.

Consider appointment of Mayor Pro Tem. Councilmember Brock made motion to
reappoint Councilmember Fred Baker as Mayor Pro Tem. Councilmember Carter
seconded and motion carried 4-0 with Councilmember Grant abstaining and
the mayor showing his approval.

Consider request of Lone Star Gas Company for rate increase. Mr. Don Huff
of Lone Star Gas Company was present to discuss with council the rate in-
crease requested by Lone Star. City Administrator Campbell had drawn a
chart to compare this request with the study made by Mr. Joe Nall after the
previous rate increase request and, after some discussion, Councilmember
Carter made motion that an ordinance, with a rate schedule showing Lone
Star would recover the increased cost of gas only, on the next agenda.
Councilmember Brock seconded and motion carried 4-0 with the mayor Pro Tem
Baker abstaining and the mayor showing his approval

Discussion concerning Animal Control Ordinance. Chief of Police Tom Griffin
was present and advised that animal calls were being handled on a complaint
basis only as the city does not have an animal warden. After some discussion
it was suggested that literature be sent with water bills advising citizens
of the need to have their animals vaccinated and the ordinance requiring their
pets be licensed. Chief Griffin was to get in touch with the local veterinarian
concerning a clinic on a Saturday to vaccinate animals not now protected.

Other Old Business
A. Report on the MUD. City Administrator Campbell advised that
the city council should have a joint meeting with the utility district after
there is a preliminary discussion with the MUD attorneys and staff concerning
reciprocal charges to the MUD and from the MUD to the city on tie-on fees,
tap fees and etc. Mayor Burns advised that he had asked Mr. Bill Cozby and
Rev. C.A. McBride to be a commission to look into the MUD situation for him,
since he was new on the council and they had agreed to do this and report
either to him or to council. It was the consensus of council that this was
fine provided they reported back to council.
B. City Administrator Campbell advised that the bill on water
rates had passed in the House of Representatives, though it was not the same
bill that was originally proposed, he felt that it was a good one which would
put the authority over the rates the City of Dallas could charge member cities
under the Texas Water Rights Commission and in order to get it passed in the
senate, some compromise in the wording was made. City Administrator Campbell
said he would furnish council a copy of the bill as soon as it was available.

Other New Business
A. Discuss color of water storage tanks. After some discussion
it was the consensus of council that the water storage tank at City Hall
be painted "North Sky Blue".
B. A.P. Vanbebber, Director of Public Works, asked that the
water and sewer lines in the third phase of North Lake Woodlands be accepted.
Mayor Pro Tem Baker made motion, seconded by Councilman Brock, to accept
these lines and motion carried 4-0 with Councilmember Grant abstaining.

C. Mayor Pro Tem Baker advised that Mrs. Jean Pennick, Chair-
person, of the Fourth of July Parade and Picnic, asked him to talk to
council since she could not be present. He advised there was to be a beauty
contest, sing-along and some other activities in addition to the parade and
picnic and ask for council's backing in this project, as funds would be
needed in an estimated amount of $530.00 and most of funds to be donated;
but in the event there were not sufficient funds, she asked that council
help with this. Councilmember Steadman made motion, seconded by Mayor Pro
Tem Baker, to give council's support in this matter. Motion carried 4-0
with Councilmember Grant abstaining and Mayor Burns abstaining.
D. Mayor Burns had asked for a list of all the real property
that was reduced in value in the year 1976 and copies were made for all of
the council. City Administrator Campbell advised that though there was not
a complete re-evaluation being made this year, the tax appraiser was making
a sales study and there could be some additional reduction in values and
corresponding loss in tax revenue, and he wanted council to be aware of this.

Consider approval of contractor's estimate #1 from Crookham and Vessels.
After some discussion and A.P. Vanbebber recommending that this estimate
be paid, Councilmember Carter made motion to pay the estimate, however, he
asked the City Administrator to check and see if the city would receive the
discount shown on the invoice attached to the estimate no. 1 from Gifford-
Hill to the contractor. Motion was seconded by Councilmember Steadman and
motion carried 5-0 with the mayor showing his approval.

A. Article 6252-17, Section 2 (g) discussion concerning personnel

CANVASS OF RETURNS AND DECLARATION OF
RESULTS OF ELECTION
BE IT REMEMBERED THAT on this the 10th day of
May , 1977, at a meeting of the City Council of
the City of Coppell, Texas, a quorum being present, the meeting
was called to order and the following business was transacted.
Upon motion of Councilmember
" and seconded by Councilmember
it was unanimously ordered that the City Council consider the
official returns of a Run-off Election held in the City on the
above mentioned date, for the election of one (1) City Council-
member to serve for a two (2) year term.
WHEREUPON, said official returns were opened, examined,
canvassed and the results declared as follows:
CANVASS OF RETURNS AND DECLARATION OF RESULTS
WHEREAS, heretofore, the City Council of the City of
_. Coppell, Texas, called a Run-off Election to be held in the City
on the 30 day of April , 1977, for the purpose
of electing one (1) City Councilmember for a two (2) year term; and
WHEREAS, immediately after said election the Presiding
Judge and other officials holding said election made their returns
of the results thereof to the City Council as follows, and said
returns being made according to law, and duly authenticated, and
it being shown that written notice of said election was posted
for the time and in the manner provided bylaw, and all other pro-
ceedings pertaining to said election having been shown to have
been done and performed at and within the time and in the manner
provided by law, and all papers pertaining thereto having been
returned and filed with the City Council and no protest or objec-
tion being made to or regarding any matter pertaining to said
election;
NOW, THEREFORE, be it resolved by the City Council
of the City of Coppell, Texas, after examining said returns and
opening and canvassing the votes of said election, that the
results of said election are as follows:
That the following number of votes were cast for
the following named candidates for the office of City Council-
member for a two (2) year term, to-wit:

It appearing that Andy Grant received
the largest number of votes cast in said Run-off Election for the
office of city councilmember for a twoyear term, and
is hereby declared to be elected to the office to serve after
qualifying for the term commencing April, 1977.
IT IS FURTHER ORDERED that this canvass and declaration
of results of said election be entered in the Minutes of the City
Council and that said officer, after having qualified and after
having taken the oath of office, shall serve during the term com-
mencing April, 1977, and thereafter until such officer's successors
has been duly elected and qualified.
That this Resolution, declaring the results of said
Run-off Election held on the 30th day of April ,
1977, shall become effective immediately after its passage.
DULY PASSED by the City Council of the City of Coppell,
Texas, this the 10th day of May , 1977.
