CM 1977-11-22 Minutes of November 22, 1977 The City Council of the City of Coppell met in regular session on November 22, 1977, at 7:30 p.m., in the Coppell High School Cafeteria. The following members were present: John R. Burns, Mayor Fred Baker, Mayor Pro Tem (late arrival) Roy Brock, Councilman Stubby Steadman, Councilman Don Carter, Councilman Andy Grant, Councilman Also present'were City Administrator James Elium, City Attorney Larry Jackson, and City Secretary Dorothy Tinmnons. The meeting was called to order and everyone asked to stand while Councilman ,Brock gave the invocation. Councilman Steadman moved that the reading of the minutes be waived; Councilman Brock seconded and motion carried 4-0 with the mayor showing'his approval. Council- man Brock then moved that the minutes be approved as submitted; Councilman Grant seconded and motion carried 4-0 with the mayor showing his approval. The first item to be considered was the granting of a mobile home permit for the Robert Edwards family. A petition was presented to the Council at the previous meeting for this permit. Councilman Carter moved,.that the permit be approved; Councilman Grant seconded and motion carried 4-0 with the mayor showing his approval. The next item to be considered was the proposal for adopting a Flood Damage Prevention Ordinance. Following a review of this ordinance and questions from the members of the Council, Councilman Carter moved that the ordinance, No. 177, be approved; Councilman Grant seconded and motion carried 4-0 with the mayor showing his approval. Estimate #5 from Crookham & Vessels, Inc. was presented to the Council for their consideration. Councilman Carter moved that this bill be approved for payment; Councilman Grant seconded and motion carried 4-0 with the mayor showing his approval. A time extension for Crookham & Vessels, Inc. was presented next. Councilman Steadman moved that the extension be granted; Councilman Grant seconded and motion carried 4-0 with the mayor showing his approval. Consideration of changing the meeting date of the December 27th Council meeting was the next item to be discussed. It was the consensus of the Council that the meeting would stand as it is, and if there is no pressing business to be conducted, an agenda will be posted stating that there will be no business conducted There was not a report under old business. There was no new business to be conducted. Councilman Grant moved that the bills be approved for payment; Councilman Brock seconded and motion carried 4-0 with the mayor showing his approval. A short recess was declared before the executive session allowed under Article 6252-17 Section 2 (g) discussion concerning personnel, During this recess, Councilman Steadman had to leave and Mayor Pro Tem Baker arrived. Follewing the executive session, the meeting was declared open to the public. Councilman Grant moved that Robert W. Bettesbe hired as a police dispatcher; Councilman Brock seconded and motion carried 3-1 with Councilman Carter against and the mayor showing his approval. Councilman Grant also moved that Billy John Perkins be hired as a laborer in the water department; Councilman Brock seconded and motion carried 4-0 with the mayor showing his approval.
