Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session, Work Session will follow immediately
thereafter, and Regular Session will begin at 7:30 p.m., to be held at Town Center, 255 E.
Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
As authorized by Section 551.127, of the Texas Government Code, one or more
Councilmembers or employees may attend this meeting remotely using videoconferencing
technology.

period; and to reauthorize the local sales and use tax at a rate of one-fourth
(1/4) of one percent to continue providing crime reduction programs for a
ten (10) year period; and authorizing the Mayor to sign and execute a Joint
Election Agreement with Dallas and Denton counties.

Discussion regarding the citizen survey.
Sustainable City Government: City Services will be provided in a manner that ensures
high levels of customer satisfaction
Introduction: The City of Coppell has conducted citizen surveys to obtain input regarding satisfaction
levels with city services, facilities, and programs since 1994, with the most recent Citizen Survey
occurring in 2019. The survey is generally conducted every two years, and was budgeted for in 2021,
but was delayed. This spring, a Request for Proposal to conduct the survey was issued, and six proposals
were received. An evaluation team reviewed and rated the proposals and selected Onpointe Insights to
conduct the 2022 survey.
Analysis: Key features of the 2022 survey include:
•The survey is designed to take less time than the previous survey (32 minutes on
average vs. 8-11 minutes)
•Importance satisfaction analysis targets services of most importance to residents and
identifies those services where citizens are least satisfied, to inform strategic planning
and budget decisions.
•Along with multiple delivery methods, the survey is easily accessible by mobile phone
using a QR code and allows speaking the answers to open-ended questions
•A unique dashboard can be made accessible to the public and allows for filtering all
data in a variety of ways
•The survey will be pre-tested by city staff
The survey is scheduled to run from August 15th through September 9th. Staff plans to present
the results to Council this Fall.

Introduction:
In partnership with Denton County Transportation Authority (DCTA) and Lyft, the City of Coppell
started a workforce transit test program for Coppell businesses on October 1, 2019. The one-year
program was established to study trends and gauge the need for a long-term solution to workforce
transit in Coppell.
The program started slow as staff was trying to get the word out to all Coppell businesses, but the
hope was that it would grow each month as more businesses and individuals learned about the
program. The program was beginning to gain momentum in December of 2019 and steadily increased
through March of 2020 when COVID-19 hit.
City Council has since approved a one-year extension to the contract with DCTA two times. The
current ILA will expire on September 30, 2022. Ridership continues to increase and is being utilized
by a larger number of companies. The service is being utilized seven days a week across different
shift times throughout the day. Riders were concentrated on the west side of town when the program
began, but we now have individuals using it to get to work on the east side of town. There are also
Coppell residents that are relying on this service for access to work at business locations in Coppell.
Staff believes that the utilization of a first-mile, last-mile connection will increase after the DART
Silver Line is open and operating. Exploring other options for service such as fixed route service
might become more viable at that time, but until then, staff believes this is the best option for the first-
mile, last-mile connection. Staff is requesting to extend the ILA with DCTA to continue the program
an additional year to continue analyzing ridership trends and data in hopes that utilization will grow
even larger as employees continue to return to the office after COVID-19.
Analysis:
Lyft will continue providing all mobility services, and DCTA will administer the contract and provide
all administrative and operational services associated with the program. The City of Coppell will

make monthly payments to DCTA for reimbursement of all costs associated with services provided
by Lyft and the monthly administrative fee.
Partnering with Lyft for the mobility service provides the greatest amount of flexibility for this
program. Everything about the program will remain the same. Lyft will continue to pick up from the
six designated transit stops, which include the DART Trinity Mills Station, the DCTA Hebron
Station, the DART Belt Line Station, the DART Bus stop at Saintsbury and Belt Line, the DART Bus
Stop at Regent and Royal and the Trinity Metro TEXRail stop at the Grapevine-Main Street station.
Lyft will transport passengers to the businesses located within the City of Coppell.
The proposed budget for the program is $50,000 for FY 22-23. Staff has consistently received
feedback from the businesses that this program has provided great benefits, and the hope is that this
upcoming year will provide even greater benefit as the ridership grows. Staff will continue to monitor
the data on ridership so that an analysis can be provided on the long-term needs for workforce transit
in Coppell.
If City Council authorizes staff to work with DCTA on an extension to the contract, staff will bring
back a finalized contract for City Council consideration at a later date.

Fiscal Impact:
Fiscal Year 2022 includes funding in the amount of $50,000. Should the Council like to extend the
program into FY23, there is $50,000 included in the proposed budget for next year. If Council does
not want to extend the program, the funding for this item would be removed from the final FY23
budget that will be approved by the Council on August 23, 2022.
Recommendation:
Staff recommends approval.

Mayor Wes Mays read the proclamation into the record and presented the
same to Director of Parks and Recreation Jessica Carpenter and her team. A
motion was made by Councilmember Don Carroll, seconded by
Councilmember Kevin Nevels, that this Agenda Item be approved. The motion
passed by an unanimous vote.

amending Ordinance No. 2021-1563, the budget for Fiscal Year October

City Manager Reports - Project Updates and Future Agendas13.
Deputy City Manager Vicki Chiavetta gave the following reports:
Water update report - With the extreme weather conditions and the demand
for water being close to reaching maximum capacity, the city is asking the
public to please help with water conservation.
Since the beginning of June, water demand in Coppell has increased by over 8
million gallons per day.
Our highest daily demand last week was 17.7 million gallons (hit on 2 separate
days).
The City’s maximum contracted water supply from DWU is 18.5 million gallons.
We want to avoid increasing our maximum supply from DWU (to 19.5 MGD)
because it will negatively impact long-term utility costs and rates.
By ordinance, Stage 2 requirements (watering 3 days per week) will be
triggered if:

We exceed 90% of our maximum supply (16.65 million gallons) for 5
consecutive days.
Or, we are unable to fill our ground storage tanks for 2 consecutive days.
By ordinance, Stage 3 requirements (watering 2 days per week) will be
triggered if:
We exceed 95% of the maximum supply (17.58 million gallons) for 5
consecutive days.
Or, we are unable to fill our ground storage tanks for 3 consecutive days.
We need to be able to fill our tanks to maintain adequate pressure in our
treated water system and avoid major impacts to treated water delivery (such
as a boil water notice).
Last week, we exceeded 16.65 million gallons for 4 consecutive days, but we
were able to fill our tanks each day.
The trend over the last month is that one or both of the Phase 2 triggers could
be met this week.
The city has reduced its watering schedule which residents may notice with
increased hot spots in our parks, facilities and medians. CISD has also reduced
their watering schedule in cooperation with the City.
We have sent emails to the Chamber of Commerce, HOAs, and Businesses
directly to request assistance in reducing water use by 20%.
We are currently in Stage 1 for water conservation, meaning that there is no
watering allowed between 10 am and 6 pm daily.
To avoid moving into Stage 2, which is allowing watering 3 days a week, we
need help from our water customers to reduce consumption by 20%. Doing one
of the following will help meet that goal:
Use the seasonal adjustment on your irrigation controller and set it to 80%.
Reduce the number of days watered by 1…preferably by eliminating a Monday
or Friday.
Go back to how you were watering 3 weeks ago.
If you need to fill your pool, spread that activity over several days.
Hand-watering is still allowed, and preferable to automatic irrigation.
Be mindful of domestic use…for example, don’t leave the water running while
shaving/brushing teeth, etc., only have it running when needed; take shorter
showers; EVERY REDUCTION HELPS!
We have been appealing to customers through our normal communication

channels, but we will be sending out a direct request to customers utilizing
Everbridge Wednesday morning.
If we can achieve the reductions we are targeting, we expect to be able to
avoid implementing Stage 2 or 3 requirements.
Power Service report - Oncor has reached out to echo ERCOT’s appeal for
conservation of electricity in its role as the transmission and distribution
company, or the poles and wires company that delivers electricity to many
Texans. It does not own or operate power generation facilities, or sell,
purchase or offer electricity retail services. Oncor will continue to follow
direction from ERCOT.
Customers can help by taking the following conservation steps:
Turn off any unnecessary lights and equipment.
Turn thermostat up 2 to 3 degrees.
Set programmable thermostats to higher temperatures when no one is home.
Use fans to feel 4 to 6 degrees cooler.
Limit use of large appliances (i.e., dishwasher, washer, dryer, etc.).
If you cook indoors, use a microwave or slow cooker.
Close blinds and drapes during late afternoon.
Schedule pool pumps to run in the early morning or overnight hours.
Belt Line - Utility relocations / installations continue from Dividend to
Hackberry, subgrade preparation continues on the inside lanes from
Southwestern to Wrangler, paving continues from Wrangler to Saintsbury, and
conduit installations continue for the street lighting.
Roadway Re-striping – Our contractor’s crews were impacted by COVID and
they had to delay the start of work to next week. As a reminder, our plan is to
re-stripe Denton Tap, MacArthur, East Belt Line, and four major intersections
around the city
Budget Calendar Change: The Public Hearing to adopt the Budget and Tax
Rate originally scheduled for August 9th will be moved to August 23rd.

AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER 2
“BOARDS AND COMMISSIONS” BY ADDING A NEW ARTICLE 2-11
ATTENDANCE; PROVIDING A REPEALING CLAUSE; PROVIDING A

WHEREAS, the City Council has authority to establish boards and commissions, establish
the membership thereof, and provide for qualification of such members; and,
WHEREAS, the City Council has determined that it should have the duty to determine and
establish an attendance procedure or process to determine that non-attendance is excused.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Code of Ordinances of the City of Coppell, Texas be, and the same
is hereby amended by amending Chapter 2 ‘Boards and Commissions’, by adding new Article 2-11
“Attendance”, to hereinafter read as follows:
“CHAPTER 2 – BOARDS AND COMMISSIONS
ARTICLE 2-1. LIBRARY BOARD

ARTICLE 2-11. – ATTENDANCE
Sec. 2-11-1
An excused absence, as used in this Chapter, means a failure to attend a regular or special
called meeting of the board or commission, with advanced notification to the Chair or staff
liaison, that is a result of illness, medical condition or service, attendance of funeral for
immediate family member, jury duty, vacation, participation or observance of a religious
holiday, or work-related activity.
Sec. 2-11-2
a) The City Council may review the attendance record of any board and
commission member.

b)Board members must give advance notice to the Chair or staff liaison if they will
be absent from a regular or special called meeting for the absence to be designated
excused. If advance notice of an absence is not given, the absence will be
designated unexcused.
c)The Office of City Secretary shall notify the City Council of any board or
commission member has three absences of regular or special meetings, or if a board
member is absent for 25 percent of the regular or special called meetings within a
12-month period, excused or unexcused, the position will be considered for review
by City Council, and City Council may declare the position vacant.
SECTION 2. That all provisions of the Code of Ordinances of the City of Coppell, Texas,
in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other
provisions not in conflict with the provisions of this ordinance shall remain in full force and effect.
SECTION 3. That should any word, phrase, paragraph, section, or phrase of this ordinance
or of the Code of Ordinances, as amended hereby, be held to be unconstitutional, illegal or invalid,
the same shall not affect the validity of this ordinance as a whole, or any part or provision thereof
other than the part so decided to be unconstitutional, illegal or invalid, and shall not affect the validity
of the Code of Ordinances as a whole.
SECTION 4. An offense committed before the effective date of this ordinance is governed
by prior law and the provisions of the Code of Ordinances, as amended, in effect when the offense
was committed, and the former law is continued in effect for this purpose.
SECTION 5. That this ordinance shall take effect immediately from and after its passage
and the publication of the caption, as the law and charter in such cases provide.

General Information:
·The existing Drought Contingency and Water Conservation Ordinance is attached.
·The plan includes 5 Stages of response based upon water system demand and
operation.
·In general, Stages 2 through 4 prescribe a north-south watering scheme for customers,
whereby customers living north of Sandy Lake water on certain days and customers
living south of Sandy Lake water on certain days.
·Staff has concerns regarding the ease of implementation of the north-south scheme, as
well as the potential of creating localized pressure issues.
·The intent of this ordinance change is to change the watering scheme from north-south
to an odd-even address based plan.
·Staff expects customer understanding of this plan to be better, and localized pressure
issues should be minimized.
Introduction:
This agenda item is to consider approval of an ordinance amending The Code of Ordinances, by
Amending Chapter 3, “CITY DEPARTMENTS”, Article 3-1-12, “Drought Contingency and Water
Conservation Plan”, To amend regulations and policies related to treated water use during drought
weather conditions; adopting an “odd-even” address scheme for drought watering response; and
authorize the Mayor to execute all necessary documents.
Analysis:
The City of Coppell is a wholesale water customer of Dallas Water Utilities (DWU). This means we
purchase all our water from Dallas, and it is delivered to us already treated and ready for distribution

to our residents and business customers. Our distribution system includes two elevated storage tanks,
200 miles of water main, two ground storage tanks, and the Village Parkway Pump Station. Using
these facilities, we purchase and pump more than 3 billion gallons of water annually. The Village
Parkway Pump Station has a design capacity of 42 million gallons per day (MGD), however we
currently have a contractual maximum delivery of 18.5 million gallons per day from DWU. If we
were to increase the maximum water that we could purchase from 18.5 million gallons per day to
19.5 million gallons per day, the estimated charge for that increased demand is approximately
$320,000 annually.
To encourage the conservation of water and to prepare for responses during drought conditions, the
City has a Drought Contingency and Water Conservation Ordinance. The existing ordinance
is attached to this item. The ordinance identifies goals for the plan, triggers for enacting certain
drought responses, and responses to those triggers. The triggers are based on continual use
above certain thresholds as well as the ability to continue to operate the system in a manner that
ensure safe drinking water and compliance with TCEQ regulations. The proposed ordinance
amendments do not change the triggers.
The responses in the current ordinance would limit the number of days that a resident, business or
institution can irrigate based upon their physical location north or south of Sandy Lake Road. The
proposed ordinance amendment would not change the number of days that customers can irrigate, but
the scheme would be based upon the property address ending in an odd or even number. Staff believes
that this will be easier for customers to comply with (it is the common scheme used by cities,
including the City of Dallas, our supplier), and will minimize any localized pressure concerns during
high use times of the day.
Legal Review:
The proposed ordinance was prepared by the City Attorney.
Fiscal Impact:
There is no fiscal impact associated with this ordinance change.
Recommendation:
The Public Works Department recommends approval of this item.

SECTION 2. That all provisions of the Code of Ordinances of the City of Coppell, Texas,
in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other
provisions not in conflict with the provisions of this ordinance shall remain in full force and effect.
SECTION 3. That should any word, phrase, paragraph, section or phrase of this ordinance
or of the Code of Ordinances, as amended hereby, be held to be unconstitutional, illegal or invalid,
the same shall not affect the validity of this ordinance as a whole, or any part or provision thereof

of the Code of Ordinances as a whole.
SECTION 4. An offense committed before the effective date of this ordinance is governed

was committed and the former law is continued in effect for this purpose.

SUBSECTION A.
DROUGHT CONTINGENCY PLAN
Sec. 3-1-12A
Declaration of policy, purpose, and intent. In order to conserve the available water supply and protect the
integrity of water supply facilities, with particular regard for domestic water use, sanitation, and fire protection,
and to protect and preserve public health, welfare, and safety and minimize the adverse impacts of water supply
shortage or other water supply emergency conditions, the City of Coppell hereby adopts the following
regulations and restrictions on the delivery and consumption of water.
Water uses regulated or prohibited under this drought contingency plan (the plan) are considered to be non-
essential and continuation of such uses during times of water shortage or other emergency water supply
condition are deemed to constitute a waste of water which subjects the offender(s) to penalties as defined in
Subchapter C, Section I of this plan.
Public involvement. Opportunity for the public to provide input into the preparation of the Plan was provided by
the City of Coppell by means of the press (official City Newspaper and local and area media, city's cable access
channel), publication in water bill inserts, and on the city website at www.coppelltx.gov.
Public education. The City of Coppell will periodically provide the public with information about the plan,
including information about the conditions under which each stage of the plan is to be initiated or terminated
and the drought response measures to be implemented in each stage. This information will be provided by
means of the press (official city newspaper and local and area media, city's cable access channel), publication in
water bill inserts, and on the city website at www.coppelltx.gov.
Coordination with regional water planning groups. The service area of the City of Coppell is located within the
Region C Regional Water Planning Group and City of Coppell has provided a copy of this Plan to the Region C
Regional Water Planning Group.
Authorization. The city manager or his/her designee is hereby authorized and directed to implement the
applicable provisions of this plan upon determination that such implementation is necessary to protect public
health, safety, and welfare. The city manager or his/her designee shall have the authority to initiate or terminate
drought or other water supply emergency response measures as described in this plan.
Application. The provisions of this plan shall apply to all persons, customers, and property utilizing water
provided by the City of Coppell. The terms "person" and "customer" as used in the plan include individuals,
corporations, partnerships, associations, and all other legal entities.
Definitions. For the purposes of this plan, the following definitions shall apply:
Aesthetic water use: Water use for ornamental or decorative purposes such as fountains, reflecting pools, and
water gardens.
Commercial and institutional water use: Water use which is integral to the operations of commercial and non-
profit establishments and governmental entities such as retail establishments, hotels and motels, restaurants,
and office buildings.
Conservation: Those practices, techniques, and technologies that reduce the consumption of water, reduce the
loss or waste of water, improve the efficiency in the use of water or increase the recycling and reuse of water so
that a supply is conserved and made available for future or alternative uses.

Customer: Any person, company, or organization using water supplied by City of Coppell.
Domestic water use: Water use for personal needs or for household or sanitary purposes such as drinking,
bathing, heating, cooking, sanitation, or for cleaning a residence, business, industry, or institution.
Even number address: Street addresses, box numbers, or rural postal route numbers ending in 0, 2, 4, 6, or 8
and locations without addresses.
Industrial water use: The use of water in processes designed to convert materials of lower value into forms
having greater usability and value.
Landscape irrigation use: Water used for the irrigation and maintenance of landscaped areas, whether publicly or
privately owned, including residential and commercial lawns, gardens, golf courses, parks, and rights-of-way and
medians.
Non-essential water use: Water uses that are not essential nor required for the protection of public, health,
safety, and welfare, including:
Irrigation of landscape areas, including parks, athletic fields, and golf courses, except otherwise provided
under this plan;
Use of water to wash any motor vehicle, motorbike, boat, trailer, airplane or other vehicle;
Use of water to wash down any sidewalks, walkways, driveways, parking lots, tennis courts, or other hard-
surfaced areas;
Use of water to wash down buildings or structures for purposes other than immediate fire protection;
Flushing gutters or permitting water to run or accumulate in any gutter or street;
Use of water to fill, refill, or add to any indoor or outdoor swimming pools or Jacuzzi-type pools;
Use of water in a fountain or pond for aesthetic or scenic purposes except where necessary to support
aquatic life;
Failure to repair a controllable leak(s) within a reasonable period after having been given notice directing the
repair of such leak(s); and
Use of water from hydrants for construction purposes or any other purposes other than fire fighting.
Odd numbered address: Street addresses, box numbers, or rural postal route numbers ending in 1, 3, 5, 7, or 9.
Criteria for initiation and termination of drought response stages. The city manager or his/her designee shall
monitor water supply and/or demand conditions on a daily basis and shall determine when conditions warrant
initiation or termination of each stage of the plan, that is, when the specified "triggers" are reached.
The triggering criteria described below are based on previous records and experience in drought conditions in
the City of Coppell. The City of Coppell's water supply is comprised of the service from the Dallas Water Utilities
(DWU) and ground storage reservoirs. The basis for triggering criteria will consider thresholds of production
capacity in relation to water consumption and monitoring of weather conditions.
Utilization of alternative water sources and/or alternative delivery mechanisms:
The City of Coppell does not currently have an alternate water source.
Stage 1 Triggers - Water Awareness State
Requirements for initiation. Customers shall be requested to voluntarily conserve water and adhere to the

remain in effect on a year-round basis.
Requirements for termination. Stage 1 of the plan shall remain in effect on a year-round basis. There is no
termination.
Stage 2 Triggers -Water Watch State
Requirements for initiation. Customers shall be required to comply with the requirements and restrictions on
certain non-essential water uses provided in Section IX of this Plan when one or more of the following
conditions occurs:
Notification is received from DWU requiring implementation of like procedures by wholesale customers.
Water demands exceed ninety percent (90%) of the current maximum flow rate contracted with DWU for
five (5) consecutive days.
Ground storage reservoir levels do not recover for two (2) consecutive days.
Short-term deficiencies in the city's distribution system limit supply capabilities.
Requirements for termination. Stage 2 of the plan shall be rescinded when all of the initiating conditions have
ceased to exist for a period of five (5) consecutive days. Upon termination of Stage 2, Stage 1 - Water
Awareness State becomes operative.
Stage 3 Triggers - Water Warning State
Requirements for initiation. Customers shall be required to comply with the requirements and restrictions on
certain non-essential water uses for Stage 3 of this plan when one or more of the following conditions occurs:
Notification is received from DWU requiring water demand reductions in accordance with contract
obligations for wholesale customers.
Water demands exceed ninety-five percent (95%) of the current maximum flow rate contracted with DWU
for five (5) consecutive days.
Short-term deficiencies in the City's distribution system, such as system outage due to the failure or
damage of major water system components, limit supply capabilities.
Ground storage reservoir levels do not recover for three (3) consecutive days.
Requirements for termination. Stage 3 of the plan shall be rescinded when all of the initiation conditions
have ceased to exist for a period of five (5) consecutive days. Upon termination of Stage 3, Stage 2 - Water
Watch State becomes operative unless also rescinded.
Stage 4 Triggers - Water Emergency State
Requirements for initiation. Customers shall be required to comply with the requirements and restrictions on
certain non-essential water uses for Stage 4 of this plan when one or more of the following conditions occurs:
Notification is received from DWU requiring water demand reductions in accordance with contract
obligations for wholesale customers.
Water demands exceed one hundred percent (100%) of the current maximum flow rate contracted with
DWU for two (2) consecutive days.
Short term deficiencies in the city's distribution system, such as system outage due to the failure or
damage of major water system components, limit supply capabilities.

Major water line breaks, or pump or system failures occur, which cause unprecedented loss of capability
to provide water service; or
Natural or man-made contamination of the water supply source(s).
Requirements for termination. Stage 5 of the plan shall be rescinded when all of the initiation conditions have
ceased to exist. The city manager will then determine what stage of the plan should be implemented and the
specific water use restrictions required to preserve the city's ability to meet essential water demand and fire
protection.
Drought response stages. The city manager or his/her designee, shall monitor water supply and/or demand
conditions on a daily basis and, in accordance with the triggering criteria set forth in Section VIII of this plan, shall
determine that a mild, moderate, severe, critical, or emergency water shortage condition exists and shall
implement the following notification procedures:

watering will be restricted to the two allowed days.

INTRODUCTION AND OBJECTIVES
Water supply has always been a key issue in the development of Texas. In recent years, the increasing population
and economic development in Region C have led to growing demands for water. Additional supplies to meet higher
demands will be expensive and difficult to develop. Therefore, it is important that we make efficient use of existing
supplies and make them last as long as possible. This will delay the need for new supplies, minimize the
environmental impacts associated with developing new supplies, and delay the high cost of additional water supply
development.

Recognizing the need for efficient use of existing water supplies, the Texas Commission on Environmental Quality
(TCEQ) has developed guidelines and requirements governing the development of water conservation plan for public
water suppliers. The City of Coppell has adopted this water conservation plan pursuant to TCEQ guidelines and
requirements.
The objectives of the water conservation plan are:
To reduce water consumption.
To reduce the loss and waste of water.
To identify the level of water reuse.
To improve efficiency in the use of water.
To extend the life of current water supplies by reducing the rate of growth in demand.
The TCEQ Rules governing development of water conservation plans for public water suppliers are contained in Title
30, Part 1, Chapter 288, Subchapter A, Rule 288.2 of the Texas Administrative Code. According to TCEQ rules, all
public water purveyors that provide water service to 3,300 or more water connections are required to develop and

Specific Quantified 5-Year and 10-Year Targets
Table 1 shows projected water demands for municipal uses obtained from the Texas Water Development Board
(TWDB) and interpolated to match the appropriate years for the 5-year and 10-year goals. The TWDB projections
are applicable for a dry year, in which outdoor water use would be high. Per capita municipal water use in a year
with normal or high precipitation during the summer should be less than projected here.

Table 2 shows historical and projected per capita total and residential water use for the City of Coppell. Water
use is shown in units of gallons per capita per day (gpcd). Residential water use is total water use, less wholesale
sales to other municipal suppliers, less sales to commercial or industrial users. Per capita water use is residential
water use divided by population.
The TWDB projections include the impact of low-flow plumbing fixtures and water conservation measures that
have been in effect since at least 2000 but do not include the effect of water conservation measures
recommended in this plan. Table 2 shows the projected goals for per capita water use after implementation of
this water conservation plan.

Reduce the level of unaccounted water in the system to less than 10%.
Raise public awareness of water conservation and encourage responsible public behavior through a public
education and information program.

Drought resistant landscaping in the medians of city streets.
Accurate Metering of Treated Water Deliveries/Measuring and Accounting for Diversions
All treated water is metered through the City of Dallas Water Utilities (DWU) Rate of Flow Controller at 1101
Village Parkway. This device is tested every two months by the City of Dallas and has an accuracy of ± 0.3%
average. The City of Coppell meters all water leaving the city's pump station through a transient time meter
which is tested twice a year and has an accuracy of ± 1%.
Universal Metering
Water usage for all customers of the City of Coppell, including public and governmental users, is metered.
As part of this Water Conservation Plan, the City of Coppell will continue to implement a Meter Replacement
Program that will replace every residential meter on a 15-year cycle. In 2019, the city completed efforts to replace
all residential meters in the System. The city's efforts to replace all non-residential meters is underway and
scheduled to be completed in 2019.
All meters are now equipped with Automatic Meter Reading (AMR) technology with the capability of providing
water use data at a minimum of every 15 minutes. These meters provide the city the ability to better detect leaks
and provide the citizens with a better record of their daily water use. These meters will also help to eliminate
meter read errors.
All meters registering unusual or questionable readings will be inspected and, if needed, replaced when the
irregularity is noticed, regardless of age.
Measures to Determine and Control Water Loss
Unaccounted water is the difference between treated water obtained from the DWU and metered sales by
Coppell to our customers. Unaccounted water can include several categories:
Inaccuracies in customer meters (customer meters tend to run more slowly as they age and under-report
actual use);
Losses due to water main breaks and leaks in the water distribution system;
Losses due to flushing of lines;
Losses due to illegal connections; and
Losses due to fire-fighting efforts.
Apparent water losses include water that was actually used but not accounted for, such as customer meter
errors or theft. Accounting for apparent losses increases the city's utility revenue but does not reduce water
usage. Real losses include leakage and overflows at the water facilities. Identifying and preventing real losses
decreases a utility's costs and decreases water usage.

Strategies to address apparent water loss:
Meter Replacement Program;
Meter all flushing of water lines;
Monitor construction activity to ensure meters are used, especially when new lines are being flushed prior to
being placed in service; and
Work closely with fire department to estimate water used in fire-fighting activities.
Strategies to address real water loss:
Respond to all identified water leaks within two hours and make repairs within 24-hours after utility locates,
and estimate total unaccounted for water for tracking purposes;
Replace one segment of the water system yearly that has experienced two or more leaks.
As shown in Table 2, unaccounted water for the City of Coppell has averaged 16% in the last five years. With the
measures described in this plan, the City of Coppell intends to reduce the unaccounted water below 10% in
subsequent years. If unaccounted water exceeds this goal, the City of Coppell will implement a more intensive
audit to determine the source(s) of water loss and reduce the unaccounted water.
Continuing Public Education and Information Campaign
The continuing public education and information campaign on water conservation for the City of Coppell includes
the following elements:
Include inserts on water conservation with water bills at least twice per year. Inserts will include material
developed by City of Coppell staff and material obtained from the TWDB, the TCEQ, and other sources.
Encourage local media coverage of water conservation issues and the importance of water conservation.
Make the Texas Smartscape CD, water conservation brochures, and other water conservation materials
available to the public at the City of Coppell Utility Department and other public places.
Make information on water conservation available online at www.coppelltx.gov and include links to the Texas
Smartscape web site and to information on water conservation on the TWDB and TCEQ web sites.
Provide information on water conservation on the City's cable access channel.
Non-Promotional Water Rate Structure.
With the intent of encouraging water conservation and discouraging waste and excessive use of water, the City of
Coppell has adopted an increasing block rate water structures provided.
Reservoir System Operation Plan
The City of Coppell purchases treated water from the City of Dallas Water Utilities, which owns, operates and
maintains the supply reservoirs. Therefore, the requirement for the reservoir system operation plan does not
apply to the City of Coppell.
Procedure and Plan Adoption
This plan is part of an ordinance approved by City of Coppell City Council. The ordinance designates responsible
officials to implement and the Water Conservation Plan requirements.

Appendix B includes a copy of the letter sent to the Manager of the TWDB Region C Water Planning Group with
this Water Conservation Plan.
Plan Review and Update
At a minimum, the Water Conservation Plan shall be reviewed and updated by the City of Coppell every 5-years
to coincide with the TWDB Region C Water Planning Group revisions.
Additional Requirements For Large Suppliers
The Texas Administrative Code also includes the following additional requirements for water conservation plans
for public drinking water suppliers that serve a population of 5,000 people or more and/or a projected
population of 5,000 people or more within the next ten years:
Leak Detection and Repair
Measures to control unaccounted water are part of the routine operations of the City of Coppell. Meter
readers watch for and report signs of illegal connections so they can be addressed quickly. Crews and
personnel look for and report evidence of leaks in the water distribution system. Maintenance crews respond
quickly to repair leaks reported by the public and city personnel. Areas of the water distribution system in
which numerous leaks and line breaks occur are targeted for replacement as funds are available. Funds are
made available annually to allow for replacement of waterlines.
To reduce real water losses, the City of Coppell will maintain a proactive water loss program. As part of this
program, the City will implement the following actions:
Respond to leaks within two hours and repair within 24-hours after utility locates;
Replace residential meters showing irregular readings within five working days;
Control pressure to above the minimum standard-of-service level including fire requirements; and
Limit surges in water distribution system pressure.
Use of recently purchased Mueller Echologics LeakFund-ST Correlator, a device using acoustic technology
to isolate and identify leaks between water valves.
Contract Requirements
At this time, the City of Coppell is not a wholesale water provider. After adoption of this plan, any contract for
the wholesale sale of water by the City of Coppell will include a requirement that the wholesale customer
develop and implement a water conservation plan meeting the requirements of Title 30, Part 1, Chapter 288,
Subchapter A, Rule 288.2 of the Texas Administrative Code. This requirement will also extend to each
successive wholesale customer in the resale of the water.
Chapter 288 of the Texas Administrative Code and the Texas Commission on Environmental Quality provides
provisions that if the customer intends to resell the water, the contract between the City of Coppell's
customer and their customer shall provide that, the contract for the resale of the water have Water
Conservation Requirements, so that each successive customer in the resale of the water will be required to
implement water conservation measures.

The following additional conservation strategies shall be implemented by the City of Coppell to achieve the goals
and targets established herein:
Method for Monitoring the Effectiveness of the Plan
The effectiveness and efficiency of the Water Conservation program will be monitored on an ongoing basis by
the City of Coppell Public Works Staff. The City of Coppell will continue to track total gpcd and residential
gpcd water usage, on an annual basis as well as water loss in gpcd and percentage to determine whether
reduction targets are being achieved.
Water Audits
Water audits on all municipal operations and departments of water use habits. Information will be used to
help educate and mentor the City of Coppell staff to be leaders in water conservation habits.
Performing water audits at the major Commercial and Industrial water users will be one of these training
subjects.
Landscape Ordinance
Review and update, if needed, the City of Coppell landscape ordinance to include and promote more water
conservation information and strategies for all new development.
SUBCHAPTER C.
GENERAL PROVISIONS
Sec. 3-1-12C
Enforcement.
No person shall knowingly or intentionally allow the use of water from the City of Coppell for residential,
commercial, industrial, agricultural, governmental, or any other purpose in a manner contrary to any provision of
this plan, or in an amount in excess of that permitted by the drought response stage in effect at the time
pursuant to action taken by city manager, or his/her designee, in accordance with provisions of this plan.
Any person who violates this plan is guilty of a misdemeanor and, upon conviction shall be punished by a fine not
to exceed the sum of five hundred dollars ($500.00). Each day that one or more of the provisions in this plan is
violated shall constitute a separate offense. If a person is convicted of three or more distinct violations of this
plan, the city manager, or his/her designee, shall, upon due notice to the customer, be authorized to discontinue
water service to the premises where such violations occur. Services discontinued under such circumstances shall
be restored only upon payment of a re-connection charge, hereby established at $20.00, and any other costs
incurred by the City of Coppell in discontinuing service. In addition, suitable assurance must be given to the city
manager or his/her designee that the same action shall not be repeated while the plan is in effect. Compliance
with this plan may also be sought through injunctive relief in the district court.
Any person, including a person classified as a water customer of the City of Coppell, in apparent control of the
property where a violation occurs or originates shall be presumed to be the violator, and proof that the violation
occurred on the person's property shall constitute a rebuttable presumption that the person in apparent control
of the property committed the violation, but any such person shall have the right to show that he/she did not
commit the violation. Parents shall be presumed to be responsible for violations of their minor children and
proof that a violation, committed by a child, occurred on property within the parents' control shall constitute a

rebuttable presumption that the parent committed the violation, but any such parent may be excused if he/she
proves that he/she had previously directed the child not to use the water as it was used in violation of this plan
and that the parent could not have reasonably known of the violation.
Any employee of the City of Coppell, police officer, or other City of Coppell employee designated by the city
manager, or his/her designee, may issue a citation to a person he/she reasonably believes to be in violation of
this ordinance. The citation shall be prepared in duplicate and shall contain the name and address of the alleged
violator, if known, the offense charged, and shall direct him/her to appear in the City of Coppell Municipal Court
on the date shown on the citation for which the date shall not be less than 3 days nor more than 5 days from the
date the citation was issued. The alleged violator shall be served a copy of the citation. Service of the citation
shall be complete upon delivery of the citation to the alleged violator, to an agent or employee of a violator, or to
a person over 14 years of age who is a member of the violator's immediate family or is a resident of the violator's
residence. The alleged violator shall appear in City of Coppell Municipal Court to enter a plea of guilty or not
guilty for the violation of this plan. If the alleged violator fails to appear in municipal court, a warrant for his/her
arrest may be issued. A summons to appear may be issued in lieu of an arrest warrant. These cases shall be
expedited and given preferential setting in City of Coppell Municipal Court before all other cases.
Variances. The city manager, or his/her designee, may, in writing, grant temporary variance for existing water uses
otherwise prohibited under this plan if it is determined that failure to grant such variance would cause an emergency
condition adversely affecting the health, sanitation, or fire protection for the public or the person requesting such
variance and if one or more of the following conditions are met:
Compliance with this plan cannot be technically accomplished during the duration of the water supply shortage
or other condition for which the plan is in effect.
Alternative methods can be implemented which will achieve the same level of reduction in water use.
Persons requesting an exemption from the provisions of this ordinance shall file a petition for variance with the City
of Coppell within 5 days after the plan or a particular drought response stage has been invoked. All petitions for
variances shall be reviewed by the city manager, or his/her designee, and shall include the following:
Name and address of the petitioner(s).
Purpose of water use (only consideration will be for new lawns or landscaping).
Specific provision(s) of the plan from which the petitioner is requesting relief.
Detailed statement as to how the specific provision of the plan adversely affects the petitioner or what damage
or harm will occur to the petitioner or others if petitioner complies with this ordinance.
Description of the relief requested.
Period of time for which the variance is sought.
Alternative water use restrictions or other measures the petitioner is taking or proposes to take to meet the
intent of this Plan and the compliance date.
Other pertinent information.

(Creek View Neighborhood) utilizing of a portion of the ARPA Funds.
•C&J’s Design Solutions of East Texas, LLC was the lowest bidder at $223,820.85.
•The estimated time to complete the project is 30 days, weather permitting.
Introduction:
This agenda item is being presented to award a contract for the Paving Repairs on the E. Bethel
(Creek View) Bridge to C&J’s Design Solutions of East Texas, LLC, using ARPA funds in the
amount of $223,820.85, and authorizing the City Manager to sign any necessary documents.
Analysis:
This project scope shall consist of the removal of the existing pavers on the bridge and
medians, replacing damaged paving, installing a smaller stamped & colored paving band,
removing and replacing damaged sidewalk areas, and restoring any damaged turf or landscaping in
the work area on the E. Bethel Road Bridge leading into the Creek View Neighborhood. This
project scope does not include full landscape or monument signage enhancements.

General Information:
•For street reconstruction projects the City purchases Street Light Poles and LED
Fixtures directly from the approved bidders under City’s contract.
•For cost savings and to maintain consistency the City purchases and provides the Light
Poles and LED Fixtures for installation to street reconstruction project contractors.
•The City advertised for bids on January 10, 2020 and received seven bids on January
28, 2020 for up to 4 additional one-year renewals.
•JB Electric Lighting and Design was the successful bidder for the light poles.
•Fixtures will be procured through a separate contract from this item.
Introduction:
This item is to consider approval for the additional purchase of street light poles for the S. Belt Line
Road Reconstruction project from JB Electric in the amount of $164,340.00 for Roadway
Illumination, funded from quarter-cent IMF fund balance, and authorizing the City Manager to sign.
Analysis:
On January 28, 2020 the City opened seven bids for street light poles and fixtures. The bidders were
not required to bid on both Street Light Poles and LED Fixtures but only the portions they chose. JB
Electric Lighting and Design was the lowest bidder for street light poles and the City had been
purchasing the Street Light Poles from JB Electric for the previous five years.
The lead time for poles is an estimated 18-22 weeks. The fixtures will be purchased as a standalone
contract with City Manager authorization at a later date with a lead time of only 6-8 weeks.

General Information:
· This contract amendment is for finalized detailed designs of permanent improvements
to Village Parkway Pump Station.
· This is a continuation of the design to water system redundancy improvements.
· Continuation of this project will provide redundancy to allow of Village Parkway
Pump Station to be taken offline in segments for maintenance and repairs.
· This project will also improve flexibility and efficiency in the operation of Village
Parkway Pump Station.
· Total original preliminary design contract was $244,300.00. This amendment is in the
amount of $172,555.00 for a total contract value of $416,855.00.
· The total estimated cost of the improvements to Village Parkway Pump Station is
approximately $4 Million.
Introduction:
This agenda item is to consider approval of Contract Amendment #1 with BGE, Inc. to
finalize the detailed redundancy project design for the Village Parkway Pump Station.

Analysis:
The City of Coppell is a wholesale water customer of Dallas Water Utilities (DWU). This means we
purchase all our water from Dallas, and it is delivered to us already treated and ready for distribution
to our residents and business customers. Our distribution system includes two elevated storage tanks,
200 miles of water main, two ground storage tanks, and the Village Parkway Pump Station. Using
these facilities, we purchase and pump more than 3 billion gallons of water annually. The Village
Parkway Pump Station has a design capacity of 42 million gallons per day (MGD), however we are
currently purchasing no more than 18.5 million gallons per day from DWU.
The Village Parkway Pump Station was constructed in 1990 with four pumps and a single ground
storage tank. In 1995 the facility was expanded with two additional pumps and an additional ground
storage tank. All the water purchased by the City of Coppell from DWU is delivered to the Village
Parkway Pump Station and passes through these two ground storage tanks, then is pumped into our
distribution system through this pump station. City staff and contract vendors perform annual
preventative maintenance and periodic pump overhaul. However, we are unable to take Village
Parkway Pump Station off-line and perform significant maintenance due to the critical nature of the
facility. As this station continues to age, there is a need to be able to take the station off-line for
longer periods of time for major maintenance and renovation.
In 1999 the city began planning for the construction of an additional pump station and ground storage
tank on city-owned land on Starleaf Drive. Preliminary design schematics for the Starleaf project
were started in late 2015 through a contract with BGE. This effort included site evaluation, pumping
and electrical needs assessment, and related facility evaluation. Based upon this initial effort, the
estimated cost of Starleaf is approximately $17 million. Given this estimate, staff felt that it would be
prudent to pause the design and evaluate if other, less costly alternatives exist that would meet the
project goals of providing emergency redundancy and allow for Village Parkway to be taken off-line
for major renovation.
The City engaged with BGE to assist with the alternative evaluations, which included:
· Evaluating the feasibility of emergency interconnections for treated water with the Cities of
Irving, Grapevine and Lewisville, to include facilitation and consultation of meetings,
distribution system modeling, and opinions of probable cost for connection facilities.
· Evaluate and make recommendations for redundancy improvements at the existing pump
station, including both yard piping and interior pump station gallery piping.
· Evaluate possible redundancy improvements involving the delivery pipelines from DWU and
Irving Water Utilities, including potential parallel pipelines.
Based on the alternatives provided, the city moved forward with a preliminary design contract to start
the process in August of 2020, realizing that more detailed design would come as a result of the
preliminary findings. The City has sold bonds to cover the cost of all redundancy project efforts.
Those preliminary findings led to expanded scope to include significant structural, electrical and
geotechnical subconsultant work in addition to completion of the system design by BGE. This
amendment to the original contract will be for BGE to move forward on the finalized detailed design
of the improvements at the Village Parkway Pump Station. Design contracts for the interconnects

with Grapevine and Lewisville, Interlocal Agreements with both cities, as well as coordination efforts
with an Irving/DWU potential redundant supply line will be presented in future meetings.
Legal Review:
Amendment to the city’s standard contract is being utilized which was reviewed by the City Attorney.
Fiscal Impact:
The fiscal impact of this item is $172,555.00 as provided by 2020 Bond proceeds.
Recommendation:
Public Works recommends approval of this item.

Project 1-Village Parkway Pump Station (VPPS) Redundancy
The purpose of this Project 1 is as follows:
The survey, preliminary and detailed design, bidding phase support and construction phase services for the following:
• VPPS emergency bypass pumping system
o suction and discharge connections
o discharge pipeline to 30” water main in Kimbel Kt.
o pump staging area w/concrete pavement
o Electrical controls
o provisions for metering such as manhole for clamp-on style meter, or similar.
• Isolation valve on the existing 36” main discharge header;
• Replace/repair of three (3) existing 24-36” yard piping valves.
Special services efforts will include Subsurface Utility Engineering (SUE) and Geotechnical investigation.
ARTICLE I
SCOPE OF SERVICES
The ENGINEER agrees to furnish the OWNER the following specific services on a lump sum basis:
BASIC ENGINEERING SERVICES
A. Task 1 – Project Management

Any additional services that may be required by the OWNER for completion of the project that are not included in the Basic or Special

paid on an hourly basis per the attached rate schedule. No work will be undertaken on this item without specific written authorization

supply main at Sandy Lake Dr. and Starleaf Rd., including 42-inch piping, and a Pressure Reducing Valve
(PRV) station.
o DWU/Coppell – Connection to the DWU 30-inch main in Sandy Lake Rd. and 440LF of new 30-inch
pipeline in Kimbel Kourt to the ex. 36-inch supply main at the VPPS connecting immediately before the
DWU rate of flow control vault.
o IWU Meter station, if needed

BGE, Inc. previously entered into an agreement dated August 27, 2020 (the “Original
Agreement”), in the amount of $244 ,300.00. for the design and construction administration, for
• Project 1: Village Parkway Pump Station Redundancy Improvements,
This additional services request shall serve as an amendment to the design and construction
administration services fees to provide services and deliverables as detailed in Attachment
A.1. The basis of compensation for the additional services of this project will be based on
combination of lump sum and time & materials fees as summarized in Attachment B.
This Additional Services Request is subject to the Terms and Conditions attached with the
Original Agreement. A detailed schedule of the work will be provided upon execution of this
request, but the intent is to bring the refenced projects to bid this fall for a construction contract
award by the end of the year.
Please indicate acceptance of th is Additional Services Request by signing below and returning
a signed copy for our files. If you have any questions regarding this proposal, please do not

Professional Services and support for the City of Coppell (Coppell) for the design of redundancy measures for the Village
Parkway Pump Station:
The additional effort due to additional scope for necessary project improvements and unforeseen site conditions, and
incorporation of these elements into detailed design, bidding phase support and construction phase services for the
following:
• VPPS emergency bypass pumping system,
o Discharge pipeline reroutes to 30” water main in Kimbel Kt. to avoid underground conflicts,
o Additional system connections of the 30” water main in Kimbel Kt. including water system modeling to
determine allowable shutdown windows,
o Additional structural, electrical and civil engineering for design of discharge header valve vault due to
added complexity of underground conditions,
• Additional 48” yard piping valve in need of replacement, including incorporation of line stops to accommodate
the work,
• Additional permanent water meter station including electrical and SCADA,
• Additional special services including Subsurface Utility Engineering (SUE) and Geotechnical investigation.

SCOPE OF SERVICES
The ENGINEER agrees to furnish the OWNER the above specific services on a lump sum basis and incorporated into
the original project scope deliverables.

Introduction:
Senate Bill 2 requires a record vote on the maximum proposed tax rate be included on the Notice of Meeting to Vote on
Tax Rate.
Analysis:
Based on the information available at the agenda publication time, the rate of $.525079 is the maximum rate that will be
proposed for Fiscal Year 2022-23. Certified values will be received on Monday, July 25. The No New Revenue Tax Rate
and Voter Approved Tax Rate will be calculated using the certified values, and the maximum tax rate based on that
information will be provided during this agenda item presentation.
The purpose of this agenda item is to obtain the record vote on the maximum proposed rate, and it announces the date, time
and place of the public hearing to be held on the proposed tax rate.
Attached to this agenda item is the notice that was published in the newspaper on July 16, 2022, regarding this evening’s
vote to consider the maximum proposed property tax rate and providing notice concerning the date the vote on the tax rate
will occur.
Next, the Notice of Meeting to Vote on the Property Tax Rate will be published on August 13th in the newspaper. That
notice will provide the results of the vote this evening and state that the public hearing and vote on the tax rate will be held
at the regular Council meeting on August 23, 2022.

Reference: Consider approval of a Resolution ordering a Special Election to be held on
November 8, 2022, to reauthorize the local sales and use tax for street and
sidewalk maintenance and crime reduction programs; and authorizing the
Mayor to sign.
The City of Coppell’s Crime Control and Prevention District will expire on March 31, 2023, unless the
City holds an election to reauthorize the sales and use tax. The City’s Street maintenance and repair
sales and use tax will expire on March 31, 2024, unless reauthorized. The two propositions will appear
on the ballot this November to reduce the cost of holding two special elections back-to-back.
For the November 8, 2022, uniform election date, political subdivisions are required by state law to
order a special election on a measure by Monday, August 22nd. Staff recommends ordering the election
at the end of July to allow for any amendments to the order that might be needed.
City staff will be meeting with both counties in the coming weeks to obtain contracts for election
services with both Dallas and Denton counties. These contracts will address polling locations for both
early voting and Election Day, and the cost associated with holding the election.

BE IT REMEMBERED THAT on this the 26th day of July 2022, at a duly posted meeting
of the City Council of the City of Coppell, Texas, a quorum being present, the meeting was called
to order, and the Council issued the following order:
IT IS HEREBY ORDERED that a special election be held on the 8th day of
November 2022, 7:00 a.m. to 7:00 p.m., for the purpose of considering the continuation and
adoption of one-fourth of one percent sales and use tax to provide revenue for maintenance and
repair of municipal streets for a four (4) year period; and to consider the continuation and the
adoption of one-fourth of one percent sales and use tax for crime reduction programs for a ten (10)
year period; providing for the publication and posting of notice, which propositions shall be as
follows:

Whether or not to continue the adoption of one-fourth of one percent sales and
use tax to provide revenue for maintenance and repair of municipal streets for
a four (4) year period.

Said election shall be held as a Joint Election administered by the Dallas and Denton
County Elections Administrators in accordance with the provisions of the Texas Election Code

and a Joint Election Agreement with each of the respective counties. The City Manager is hereby
authorized to execute the appropriate agreements with the Counties of Dallas and Denton for the
conduct of the special election. Pursuant to the Joint Election Contracts, the County Elections
Administrators, respectively, shall serve as Election Administrator for said election. Presiding
Election Judges and Alternate Presiding Election Judges appointed to serve at said polling places
shall be those election officials furnished by the Elections Administrator from the list of proposed
elections judges listed in an attachment to the Joint Election Contract.
Notice of the special election shall be posted at the place of notice of the City Council
meetings and be published in a newspaper of general circulation in the City. Said notice must be
published on the same day in each of two successive weeks, with the first publication occurring
no earlier than the thirtieth day and no later than the fourteenth day before the date of the election.
A copy of the published notice that contains the name of the newspaper and the date of publication
shall be retained as a record of such notice, and such person posting the notice shall make a record
of the time of posting, starting date and the place of posting.
Early voting by personal appearance for Dallas County and Denton County residents will
be conducted in accordance with state law and as stated in the Joint Elections Contracts and posted
on the City’s webpage. Application for ballot by mail must be received no later than the close of
business on October 28, 2022. Applications for early voting ballot by mail shall be mailed to:

Dicha elección se llevará a cabo como una Elección Conjunta administrada por los
Administradores de Elecciones de los Condados de Dallas y Denton de acuerdo con las
disposiciones del Código Electoral de Texas y un Contrato de Elección Conjunta con cada uno de
los condados respectivos. Por la presente se le da autorización al Gerente de la Ciudad a formalizar
los contratos apropiados con los condados de Dallas y Denton para la realización de la Elección
Especial. De conformidad con los Contratos de la Elección Conjunta, los administradores de las
Elecciones del condado, respectivamente, actuarán como administradores de elecciones para dicha
elección. Los Jueces que presiden y los jueces suplentes que presiden y que han sido designados
para servir en dichos lugares de votación, serán los funcionarios electorales proporcionados por el
administrador de elecciones de la lista de jueces electorales propuestos que se enumeran en un
anexo al contrato de la Elección Conjunta.

với các Quận Dallas và Denton để tiến hành cuộc bầu cử đặc biệt. Căn cứ vào Thỏa thuận Bầu cử chung,

các Quản trị viên bầu cử của mỗi Quận sẽ làm Quản trị viên bầu cử cho cuộc bầu cử nói trên tại các Quận
tương ứng. Các thẩm phán bầu cử chủ tọa và các thẩm phán bầu cử chủ tọa thay thế được chỉ định phục vụ
tại các địa điểm bỏ phiếu nói trên sẽ là những quan chức bầu cử do Quản trị viên bầu cử cung cấp từ danh
sách các thẩm phán bầu cử đề xuất được liệt kê trong phần đính kèm của Thỏa thuận Bầu cử chung.
Thông báo về cuộc bầu cử đặc biệt được công bố tại địa điểm thông báo các kỳ họp Hội đồng thành
phố và được đăng trên một tờ báo phát hành chung trong Thành phố. Thông báo trên phải được đăng vào
cùng một ngày trong mỗi hai tuần liên tiếp, với lần đăng tải đầu tiên nằm trong khoảng thời gian từ 30 ngày
đến 14 ngày trước ngày bầu cử. Một bản sao của thông báo đã được đăng có tên của tờ báo và ngày xuất
bản sẽ được lưu giữ như một bản ghi của thông báo đó, và người đăng thông báo đó sẽ ghi lại thời gian
công bố, ngày bắt đầu và địa điểm công bố.
Quy trình bỏ phiếu sớm theo phương thức cá nhân đến bỏ phiếu của các cư dân của Quận Dallas
và Quận Denton sẽ được tiến hành theo luật tiểu bang và như đã nêu trong Thỏa thuận Bầu cử chung và
được đăng trên trang web của Thành phố. Đơn đăng ký bỏ phiếu qua đường bưu điện phải được nhận trước
khi kết thúc giờ làm việc ngày 28 tháng 10 năm 2022. Đơn đăng ký bỏ phiếu bầu cử sớm qua đường bưu
điện gửi đến địa chỉ:

nói trên theo quy định của Bộ luật Bầu cử Texas.
