Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Work
Session at 6:00 p.m., to be held at Town Center, 255 E. Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
As authorized by Section 551.127, of the Texas Government Code, one or more
Councilmembers or employees may attend this meeting remotely using videoconferencing
technology.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
called Executive Session or order of business at any time prior to adjournment.

Ginene Delcioppo, Arts Center Manager, will provide an operations update and presentation on the
Coppell Arts Center . This presentation will include end-year summaries on operational revenues
and expenses based on the first presented season, the Resident Art Groups season, building usage,
and a staffing update.

Introduction:
The purpose of this briefing is to provide the Council with an update on the Coppell Fire
Department's (CFD) level of service, based on the current station location and response times.
The CFD recently worked with Emergency Services Consulting (ESCI) to update the
information and data from their initial 2017 assessment. The updated 2022 data indicates
the addition of Fire Station #4 now puts the CFD at 86% compliant with the NFPA
1710 standard. Each of the following three options will provide a level of service to the
community at or above the 90th percentile and will be discussed in detail.
•Option 1: Relocate existing Fire Station #1 to the area of 940 S. Belt Line Road.
•Option 2: Relocate existing Fire Station #1 to the area of Sanders Loop/E. Belt Line Road.
•Option 3: Keep existing Fire Station #1, add Fire Station #5 at 157 S. Moore Road
(former Coppell Theatre)
Staff is not recommending the addition of staffing or equipment for any of the above options, as they
would move existing resources from one location to another.
Background:
In 2017, the City had outgrown the CFD Fire Station locations and it was no longer meeting the
industry or community standards for emergency response. Specifically, the CFD was exceeding
the standard of 4-minute travel times, as identified by the National Fire Protection
Association’s NFPA 1710; Standard for the Organization and Deployment of Fire
Suppression Operations, Emergency Medical Operations, and Special Operations. This standard
calls for 90th percentile compliance in performance measures for a 4-minute travel time for
emergency service. The then three Fire Station deployment model provided 76th percentile
compliance. In response, CFD worked with ESCI to develop a formal Standards of Cover
assessment. The assessment provided detailed analysis and data on CFD response capabilities and
identified future needs.

The City Council instructed staff to pursue the option that ensured a level of service where
90% of the City was covered by the 4 minute response threshold. To accomplish this, Fire
Station #4 was constructed and preliminary work to relocate Fire Station #1 began. Fire
Station #4 opened for service in January 2021. Phase 2 of the plan included a relocation of
Fire Station #1 that had been placed on hold due to uncertainty related to funding issues
such as streamlined sales tax, property tax caps, and impacts from COVID.
