ORDINANCE NO. 87378
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING CHAPTER 15
OF THE CODE OF ORDINANCES OF THE CITY OF COPPELL, TEXAS, TO ESTABLISH
AN EMERGENCY AMBULANCE SERVICE POLICY; PROVIDING THAT THE FIRE
DEPARTMENT AMBULANCES SHALL RESPOND ONLY TO MEDICAL EMERGENCIES
AND SHALL TRANSPORT TO THE NEAREST FULL SERVICE EMERGENCY ROOM;
PROVIDING FOR CHARGES FOR AMBULANCE SERVICE; PROVIDING THE
CIRCUMSTANCES AND AUTHORIZATION FOR AMBULANCE SERVICE OUTSIDE THE
CITY; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE;
AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Coppell provides ambulance service through its Fire
Department; and
WHEREAS, the City Council has determined that in order to provide the most
efficient and effective emergency medical service to the citizens of the City of Coppell,
it is necessary to establish certain operational procedures; and
WHEREAS, it has been determined that it is customary in most area cities to
charge a fee for ambulance service; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS:
SECTION 1. AMENDING CODE TO PROVIDE FOR EMERGENCY AMBULANCE
SERVICE
The City of Coppell Code of Ordinances is hereby amended by adding to Article
15-5 of Chapter 15, the following new Section 15-5-5:
"Section 15-5-5 EMERGENCY AMBULANCE SERVICE
A. The City of Coppell Fire Department ambulance service shall
be used to respond only to medical emergencies.
B. The City of Coppell Fire Department ambulance service will
provide transportation to the nearest full-service emergency
room equipped to handle the emergency.
C. All non-residents of the City who are transported by the City
of Coppell Fire Department ambulance service shall be charged
a $100o00 fee for such service.
D. Ambulance service provided by the Coppel] Fire Department
to a location outside the corporate limits of the city shall
be made only upon determination by the Fire Chief or his
designate of a need based upon extreme emergency. Provided,
however, in the event the Fire Chief or his designate is not
immediately available, such determination shall be made by
the dispatecher receiving the call."
SECTION 2. REPEALING CLAUSE
All ordinances, or parts of ordinances, inconsistent or in conflict with the
provisions of this ordinance are hereby repealed.
SECTION 3. SEVERABILITY CLAUSE
If any article, paragraph or subdivision, clause or provision of this ordinance
shall be adjudged invalid or held unconstitutional, the same shall not affect tile validity
of this ordinance as a whole or any part or provision thereof, other than the part so
decideg to be invalid or unconstitutior~al.
SECTIOx] 4. EFFECTIVE DATE
This orgin~nce shah take effect immediately from and after the publication of
its caption, as the law in sneh eases pro:,ides.
