Introduction:
During the workshop portion of the December 13, 2022, City Council meeting, Council requested
information concerning financial projections of the Hotel Occupancy Tax Fund (HOT Fund).
Background:
Expenditures from municipal hotel occupancy tax are limited to items that promote tourism and the
convention and hotel industry. For example, this revenue source may be used for advertising to
attract tourists and convention delegates to Coppell, historical restoration and preservation projects
that attract tourists, and programs that enhance the arts and encourage visitors to the City.
Benefit to the Community:
This fund provides a funding source for programs that encourage visitors to Coppell who will then
contribute to the economic success of Coppell businesses.

Introduction:
During the budget workshops held in June 2022, Council requested to revisit the process used to
determine when a service organization should present their funding request to Council.
Background:
Please see the August 30, 2016, memorandum from Council’s Service Organization Sub-Committee
regarding their assessment and recommendations.

Review of the process will provide community organizations with clarity regarding expectations
concerning requests for funding.

Re: Service Organizations Funding Management Process
Background
The funding process in recent years has been largely guided by the attached materials (“Funding
Framework and Missions”), created to provide both Council and Staff with increased clarity and funding
discipline regarding these organizations and their role with respect to our various community missions.
The material contains:
1) Community Mission Statements
2) Service Organizations funding framework in four specific quadrants, characterized by mission:
Critical Social Services, Arts & Culture, Partnerships, and Special Interests (the “4th Quadrant”)
The 4th quadrant was designed to be a “gauntlet” of sorts where Council could discuss, preliminarily vet
and ultimately allow/disallow new applicant participation in the process for budget consideration. At
the time, it was thought that while new groups would apply annually, they would be vetted before being
allowed to move forward in the process. The objective was to stay consistent with our Missions, firmly
discourage “program creep” and reduce time waste.
The above referenced ad hoc committee was organized to recommend to Council approaches to
improve our process for evaluating new service organization applicants and provide staff with guidance
and support going forward.
The Process Problem and Associated Issues
First: Council has largely failed to implement the “4th quadrant” discipline originally intended. This has
resulted in various groups seeking funding which either: a) wastes time, b) offer services which are not
consistent with the mission, c) fall short of meaningful community impact or are otherwise illogical, or
any combination of the aforementioned. Second: Without sufficient guidance, staff has had no choice
but to take all applications and allow them to go through the process. Third: The subject of Service
Organizations and fundings would seem to represent an appropriate opportunity to discuss the issue of
Council “self-policing” and internal/external influences on decision-making.
Recommendations and Areas of Discussion
Preliminary Review:
It is recommended that any new applicant (not previously funded) would be preliminarily reviewed at a
work session scheduled by staff to determine whether the applicant should be considered during our
Annual Budget Meeting regarding Service Organization fundings. If positive interest is shown by Council,
then the applicant would be scheduled to present at the Budget meeting. There is no guarantee,
however, that such group would ultimately be funded, only the permission to present. If necessary, a
“go/no go” checklist containing fundamental threshold criteria (broader community service/benefit,
degree of community enhancement, increased quality of life or imaging provided and so on) could easily
be created as a guide for the preliminary review.
Organizations seeking funding outside the spirit of our Service Organization Mission Statements should
be discouraged. These would include, but not be limited to, funding of scholarships or grants of any
kind, funding viewed as being politically preferenced, funding viewed as “buying” community influence
or support, funding that negatively impacts our community image, funding to those representing a
narrow community segment, as opposed to broad, or funding targeted toward a sole individual.
Applicants should be made aware that high levels of prudence, selectivity and cost/benefit evaluation by
Council are intended to stay consistent with our Mission Framework and discourage “program creep.”
Empower Staff:
It is recommended that previously approved Service Organizations with funding levels of $10,000 or less
would not be required to present during the Annual Budget meeting. Those groups would be
considered “recurring,” added to the budgeted numbers by the City Manager, and be consistent with
prior year funding levels. In the event that any of the approved organizations seek an increase over
prior year funding levels, then such organization would need to present their request to Council during
the Annual Budget Meeting. If such increase is a one-time request, then funding would ultimately revert
back to funding levels prior to the one-time increase.
It would be staff’s responsibility to inform Council of anything that might cause Council to reconsider
funding the approved organizations (mission issues, things harmful to our community image, service
impact on our community, financial issues, etc.).
Discussion Regarding Influence and Self-Policing:
In discussing our decision-making process, the committee noted that Council members have done a
good job of recusing themselves from situations that may involve conflicts of interests. The sub-
committee believes that it is appropriate to discuss the Council’s involvement with service organizations
and the impact that it can have on Council discussions, decision making, and staff. Questions:
1. To what extent are Council members and staff involved with the service organization?
Volunteers, Board members, Members, Donors, etc.
2. Should those activities be revealed to Council and staff?
3. Which areas of our involvement lend themselves to some level of scrutiny and individual
restraint?
4. Should any of us recuse ourselves from discussions and/or voting regarding the funding of
organizations in which we are involved?

hardship, physical frailties or emergencies. Local agencies meet these needs more efficiently
and more effectively than the City of Coppell otherwise could.”

“Cultural and arts enhance the quality of life in Coppell and help establish a strong sense of
community. The City of Coppell prefers to become a sponsor for performances and arts groups
through financial and in-kind support.”

“Partnering with school, civic, and community organizations enable the city to maximize its
services and programs while minimizing costs. The City of Coppell prefers partnering
opportunities as an effective approach to achieving multiple objectives contained within its
longer term strategic plan, currently Coppell 2030.”

be considered occasionally. The City of Coppell recognizes that these segments will require
higher levels of prudence, selectivity, and cost/benefit evaluation.”

Presentation: Matt Steer, Development Services Administrator, made a
presentation to the City Council.
Mayor Wes Mays opened the Public Hearing and stated that no one had signed
up to speak.
A motion was made by Councilmember Mark Hill, seconded by
Councilmember Kevin Nevels, to close the Public Hearing and approve this
Agenda Item subject to the following conditions:
1. The hours of operation shall not exceed 10:30 a.m. to 9 p.m. daily.
2. An external grease trap will be required, a minimum of 1,000 gallons.
3. There will be additional comments at the time of Building Permit.

Consider approval of PD--250R27-H, Main Street Old Town, a zoning
change request from PD-250R8-H (Planned Development 250 Revision

the Old Town/Main Street Project; creating 7 additional lots (three (3)
mixed-use office/residential, two (2) mixed-use retail/residential, one (1)

Council regarding the zoning of the item.

City Manager Reports - Project Updates and Future Agendas13.
City Manager Mike Land gave updates regarding projects:
Concrete panel replacements at Dividend, Falcon & Mockingbird are complete.
E. Bethel Road bridge entrance into Creekview neighborhood is complete.
The Royal Lane design set is 60% completed and is anticipated in January
2023; the project is on track for summer construction start.
The Belt Line Road project is moving along on Phase 2. Items include
installing the storm drain, removing concrete, and they will begin preparing
the subgrade.
The Intersection project will include paving the right turn lane at 121/Denton
Tap later in the next two weeks. Final project completion (including new
median lights north of 121) is expected in January.

Store, from 9 am to 1 pm. Holidays at Heritage Park on December 10th got
rained out. The event is rescheduled for December 17th at 6 pm at Heritage
Park. The Historical Society will be providing tours of the houses and the
Minyard's Store.

pick-up service located on 3.23 acres of land at 150 S Denton Tap Road, Suite 111,
and authorizing the Mayor to sign.

Introduction:
The purpose of this agenda item is to ask Council to approve an Ordinance for case S-1264-C, and to
authorize the Mayor to sign. On November 17, 2022, this request was recommended for approval by
the Planning and Zoning Commission (6-0). On December 13, 2022, the item was approved by the
Coppell City Council (7-0), subject to the following conditions which have been included in the
ordinance:
1. The hours of operation shall not exceed 10:30 a.m. to 9 p.m. daily.
2. An external grease trap will be required, a minimum of 1,000 gallons.
3. There will be additional comments at the time of Building Permit.
Background:
This 35,000-square foot shopping center was constructed in 1984 and is occupied with a variety of
office, retail, personal service and restaurant uses. On August 14, 2014, the Board of Adjustment
reviewed the characteristics of the tenant mix including hours of operation and granted a speci al
exception of 50 parking spaces for this entire retail center (225 parking spaces required was reduced
to 175 parking spaces) allowing for additional restaurant uses. Since that time Salata opened in a
former bank facility and Wingstop opened in Suite 105. In the attached parking analysis, they indicate
that there is adequate parking to meet their needs and show that it will be in compliance with the
Zoning Ordinance and previous BOA exception.

The proposed hours of operation for this restaurant are daily from 10:30 a.m. to 9:00 p.m. The floor
plan indicates seating for 16. The signage is compliant with the provisions of the Sign Section of the
Zoning Ordinance.
Benefit to the Community:
This will give more dining and employment options to the residents of Coppell.

The City Attorney drafted the ordinance.
Fiscal Impact:
This will generate additional sales tax and business personal property tax.
Recommendation:
The Community Development Department recommends approval of this ordinance.

A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND
DOLLARS ($2,000.00) FOR EACH OFFENSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Planning and Zoning Commission and the governing body of the City
of Coppell, Texas, in compliance with the laws of the State of Texas and pursuant to the
Comprehensive Zoning Ordinance of the City of Coppell, have given requisite notices by publication
and otherwise, and after holding due hearings and affording a full and fair hearing to all property
owners generally, and to all persons interested and situated in the affected area and in the vicinity
thereof, the said governing body is of the opinion that Zoning Application No. S-1264-C should be
approved, and in the exercise of legislative discretion have concluded that the Comprehensive Zoning
Ordinance and Map should be amended.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Comprehensive Zoning Ordinance and Map of the City of Coppell,
Texas, duly passed by the governing body of the City of Coppell, Texas, as heretofore amended, be
and the same is hereby amended by granting a change in zoning from C (Commercial) to S-1264-C
(Special Use Permit-1264-Commercial), to allow a 1,200-square-foot restaurant with
approximately 16 seats and internal food and beverage pick-up service on real property located at
150 South Denton Tap Road, Suite 111, as described in Exhibit “A” attached hereto and made a part
hereof for all purposes.

SECTION 2. That the Property will be used and developed as a restaurant as provided in the
Code of Ordinances, is hereby approved subject to the following special conditions:
A. The hours of operation shall between 10:30 a.m. to 9:00 p.m. daily.
B. An external 1000-gallon minimum grease trap system shall be installed and maintained
as approved and permitted in accordance with the Code of Ordinances.
SECTION 3. That the Site Plan, Floor Plan and Sign Plan, attached hereto as Exhibits “B”
though “D”, respectively, shall be deem special conditions for such development; failure to comply
with the special conditions may result in revocation of the certificate of occupancy and/or revocation
of the special use permit.
SECTION 4. That the above property shall be used only in the manner and for the purpose
provided for by the Comprehensive Zoning Ordinance of the City of Coppell, as heretofore amended,
and as amended herein.
SECTION 5. That the development of the property herein shall be in accordance with
building regulations, zoning ordinances, and any applicable ordinances except as may be specifically
altered or amended herein.
SECTION 6. That all provisions of the Ordinances of the City of Coppell, Texas, in conflict
with the provisions of this ordinance be, and the same are hereby, repealed, and all other provisions
not in conflict with the provisions of this ordinance shall remain in full force and effect.
SECTION 7. That should any sentence, paragraph, subdivision, clause, phrase or section of
this ordinance be adjudged or held to be unconstitutional, illegal or invalid, the same shall not affect
the validity of this ordinance as a whole, or any part or provision thereof other than the part so decided
to be unconstitutional, illegal or invalid, and shall not affect the validity of the Comprehensive Zoning
Ordinance as a whole.

SECTION 8. An offense committed before the effective date of this ordinance is governed
by prior law and the provisions of the Comprehensive Zoning Ordinance, as amended, in effect when
the offense was committed and the former law is continued in effect for this purpose.
SECTION 9. That any person, firm or corporation violating any of the provisions or terms
of this ordinance shall be subject to the same penalty as provided for in the Comprehensive Zoning
Ordinance of the City of Coppell, as heretofore amended, and upon conviction shall be punished by a
fine not to exceed the sum of Two Thousand Dollars ($2,000.00) for each offense; and each and every
day such violation shall continue shall be deemed to constitute a separate offense.
SECTION 10. That this ordinance shall take effect immediately from and after its passage
and the publication of its caption, as the law and charter in such cases provide.

Introduction:
The purpose of this agenda item is to replace the outdoor competition pool plaster at The CORE. With
facility-wide attendance over 230,000 each year, The CORE is heavily used by the residents of
Coppell. The outdoor competition pool provides space for users to lap swim, open swim, participate
in aquatic fitness classes and swim lessons.
Background:
The competition pool plaster that was installed in 2012 has begun to show wear and tear and has
become an ongoing maintenance issue. Replacement of the competition pool plaster is important due
the wear on the surface from use and chemicals, ensuring it is not impacting the overall structure of
the pool. The new material would be Diamond Brite Blue Quartz that will result in a longer life span
of the product. This project would also include installation of additional depth markers ensuring health
and safety codes are met.
The rising costs of materials and labor impacted the cost of this project from the amount budgeted in
the 2022-2023 CRDC Work Plan.
Benefit to the Community:
The replacement of the competition pool plaster will allow for a safer surface for pool users and
ensure health and safety codes are met.

Introduction:
A concept plan for this site was approved in October of 2022 for a combination of retail, restaurant,
offices, medical office, banquet center, and daycare on approximately 10 lots. This item is to approve a
newly revised concept plan which still identifies a variety of retail, restaurants, and a medical office
building; however, some of these buildings have expanded in size, necessitating a revision to the Concept
Plan, including the removal of the banquet center. Had the buildings for lots 3, 4, 9 and 10, matched or
been smaller than the previously approved plans, staff would have processed the plans administratively.
The proposed changes are a result of actual tenants, specifically restaurants needing more building space
than originally proposed.
Background:
On December 15, 2022, the Planning and Zoning Commission recommended APPROVAL (6-0) of PD-
301R3-HC, subject to the same previous conditions, less (k):
1. There may be additional comments during the Detail Engineering review.
2. A final plat will be required prior to permitting for each of the Detail Plans.
3. The TIA will need to updated to reflect the proposed building expansions.
4. A right turn lane be constructed on S. Belt Line Road with this project.
5. Revise the landscape plans and calculations to reflect changes prior to City Council.
6. PD Conditions:

a. All signage shall comply with City regulations.
b. Plans for the linear park shall require staff approval.
c. The focal point artwork shall require staff approval and shall be in place prior to the
issuance of a CO for the buildings at the rear of the property.
d. A P.O.A. shall be required prior to the filing of the final plat.
e. A Detailed Site Plan shall be required for the development of any of the lots.
f. A Tree Survey and tree mitigation, if any, shall be required at the time of Detail Planned
Development.
g. Daycare shall be allowed and shall not require a circular drive.
h. Parking shall be allowed in the front yard as shown.
i. Restaurants with drive throughs shall be allowed as shown on the concept plan.
j. To allow the monument signs as presented.
k. To allow a banquet hall.

This will give additional office, retail, restaurant and medical office opportunities to the residents of
Coppell.

HISTORY: Over the last decade or so, this property has been intermingled with other
surrounding sites conceptually such as the QuikTrip and a multi-family request but
has not had any plans or change in zoning approved until 2020 when Dave and
Busters came forward with a proposal to build their headquarters on a 6-acre portion
of the property, but those plans fell through. A Springhill Suites hotel was approved
at the southern end of this site along Hackberry Road. A concept plan for this site

was in October of this year for a combination of retail, restaurant, offices, medical
office, banquet center, and daycare on approximately 10 lots.
HISTORIC COMMENT: This property has no noted historical significance.
TRANSPORTATION: South Belt Line Road is a six-lane divided thoroughfare built within a 110-foot
right-of-way. Dividend Drive is a four-lane divided thoroughfare and Hackberry
Road is a two-lane street.

COMPREHENSIVE PLAN:
Coppell 2030, A Comprehensive Master Plan, shows this property as appropriate
for Freeway Special District.
DISCUSSION: This 16.766-acre tract stretches along the east side of S. Belt Line Road from
Dividend Drive to Hackberry Road. The previously approved concept plan
identified 10 lots ranging in size with a variety of retail, restaurant, and a medical
office building fronting on S. Belt Line Road. The new concept plan still identifies
a variety of retail, restaurants and a medical office building; however, some of these
buildings have expanded in size, necessitating a revision to the Concept Plan. Had
the buildings for lots 3, 4, 9 and 10, matched or been smaller than the previously
approved plans, staff would have processed the plans administratively. The
proposed changes are a result of actual tenants, specifically restaurants needing
more building space than originally proposed. Starbucks is proposed to occupy the
endcap of Lot 10. The building on Lot 9 will also have a retail component in
addition to the medical portion and almost doubled in size from 4,000-sf to 7,530-
sf. The restaurants for Lots 3 and 4 required additional room, expanding the
buildings up to 2,000-sf. All of these changes create a domino effect on the overall
site.
The three lots at the rear of the property are still proposed to contain larger
buildings, ranging from one to three stories in height. Some of the uses for these
buildings have changed, such as the banquet hall was eliminated and converted to
professional office space. The daycare facility with an outdoor shaded children’s
play area proposed at the rear of the building seven is still being proposed. Required
parking for this site was recalculated per lot. According to the new Concept Plan
and revised uses, they are meeting their overall parking requirements for the
development and will have a shared parking agreement between the lots.
The center spine road going north to south from Dividend Drive to Hackberry Road
will be constructed with the first phase to allow for the development of the lots
fronting S. Belt Line Road. The other driveway approaches on Belt Line will also

be part of the first phase of development, allowing for cross access and fire lane
requirements.
Building Elevations
The only change to the elevations previously presented is for the building to be
constructed on Lot 9. This site and building were expanded, as previously
mentioned, from 4,000-sf to 7,530-sf to allow for a multi-tenant building for
medical and retail uses. The elevation for this building mirrors the others approved
sharing common design elements and materials. There are three different bricks to
be utilized, one is gray while the other two are more beige in color. In addition to
the brick, the facades will be a combination of stucco and architectural panels with
a metal coping and awnings, as well as glazing. Because there are a variety of
materials and colors, each building will share a common theme. Staff would expect
that the restaurants follow these colors and materials.
Landscaping
This conceptual landscaping for the site has not changed significantly.
Modifications have been made to adjust to the property line changes. The
landscape buffer along S. Belt Line Road will still range from 30-60 feet in depth
and 30-feet along Dividend and Hackberry. Overstory trees will be placed in this
landscape buffer along with a variety plants, shrubs and ground cover placed in a
meandering landscape bedded area. The same design is proposed to extend along
the Dividend Drive frontage. Additional overstory trees are proposed along the
remaining perimeter and parking areas of each lot.
Dividing the front half of the site from the back portion will be an enhanced linear
park area. The enhanced landscaping will start from the main entrance from S. Belt
Line Road westward, then at the center of the site it will spread north and south.
This area will be amenitzed with a five-foot sidewalk, benches and arbors situated
along the path. Grass, trees, shrubs, and seasonal color will line the path. The path
extends to the Springhill Suites site on Hackberry. The applicant is proposing to
install this with the first phase of construction.
One of the PD conditions will require that the details of the focal point area require
staff approval and shall be in place prior to the CO of the buildings at the rear of
the property. This site exceeds the amount of landscaping required by ordinance,
but the landscape tabulation charts need to be updated to reflect the changes.
Access
Access is still the same as previously conceptually approved with two driveway
entrances are proposed for this site along Dividend Drive, one along Hackberry and
three along S. Belt Line Road.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of the request subject to the same previous conditions, less (k):
1. There may be additional comments during the Detail Engineering review.
2. A final plat will be required prior to permitting for each of the Detail Plans.
3. The TIA will need to updated to reflect the proposed building expansions.

4. A right turn lane be constructed on S. Belt Line Road with this project.
5. Revise the landscape plans and calculations to reflect changes prior to City Council.
6. PD Conditions:
a. All signage shall comply with City regulations.
b. Plans for the linear park shall require staff approval.
c. The focal point artwork shall require staff approval and shall be in place prior to the issuance of a
CO for the buildings at the rear of the property.
d. A P.O.A. shall be required prior to the filing of the final plat.
e. A Detailed Site Plan shall be required for the development of any of the lots.
f. A Tree Survey and tree mitigation, if any, shall be required at the time of Detail Planned
Development.
g. Daycare shall be allowed and shall not require a circular drive.
h. Parking shall be allowed in the front yard as shown.
i. Restaurants with drive throughs shall be allowed as shown on the concept plan.
j. To allow the monument signs as presented.
k. To allow a banquet hall.

Introduction:
The site is located at the northeast corner of SH 121 and N. Coppell Road. In 2019, the original plan to
build a storage facility with retail space did not materialize and the property was sold. The current
owner/developer has plans to construct three office/retail buildings on-site. Each building is proposed to
be two-stories and 9,000-sf. with an overall 23,000-sf for office and 4,000-sf for retail. While the parcel
is approximately 2.7 acres, it has a non-traditional shape, angled on the west side and further up on the
east side. The northern most portion of the site is in the floodplain and is not developable.
Background:
On December 15, 2022, the Planning and Zoning Commission recommended APPROVAL (6-0) of PD-
299R-C, subject to the following conditions:
1. There may be additional comments during the Detail Engineering review.
2. A Final Plat is required and cannot be filed until zoning is approved.
3. Tree removal permit and tree mitigation fees will be required prior to construction.
4. Update the plans to list the PD conditions:
a. Allow for the buildings and parking to be located as shown on the Site Plan.
b. Allow the masonry screening wall to end as shown.
c. Building signage must conform with City Sign ordinances.
Benefit to the Community:
This will give additional office and retail opportunities to the residents of Coppell.

HISTORY: This parcel is the former site of a mobile home park which was vacated when
Verizon constructed a mid-rise office building just south of this request in the late
90’s. In April of 2004, a request for a Special Use Permit to allow a miniature golf
course, batting cages, and ancillary uses (indoor amusement and food service) on
5.87 acres of property was approved by Planning Commission. In May, the case
was approved by City Council, but the project was never constructed.
In 2008, PD-244-TH-2 was approved just east of the subject property which allowed
24 detached townhouse units, known as Willow Park, and to amend the Land Use
Plan of the 1996 Comprehensive Plan from “Freeway Commercial and Light
Industrial/Showroom” to “Residential – Medium Density.”
In 2019, PD-299-C was approved to construct a 5,100-sf office and 17,000-sf of
storage area and amended the Land Use Map from “Urban Residential
Neighborhood” to “Freeway Special District”. This project was not constructed.

TRANSPORTATION: SH 121 is a freeway, built to standard.
Coppell Road is an improved, two-lane, concrete roadway classified as a C2U
contained within a 50 to 60-foot right-of-way.

COMPREHENSIVE PLAN:
The 2030 Comprehensive Plan was amended to Freeway Special District in 2019.
DISCUSSION: Site Plan
The Site is located at the northeast corner of SH 121 and N. Coppell Road. While
the lot is approximately 2.7 acres, it has a non-traditional shape, angled on the
west side and further up on the east side where it abuts the residential patio
homes. The northern most portion of the site is in the floodplain and is not
developable. The original plan to build a storage facility with retail space did not
materialize and the property was sold. The current developer has plans to
construct three office/retail buildings on-site. Each building is proposed to be
two-stories and 9,000-sf. There is one building located on the corner of N.
Coppell Road and SH 121 and fronts N. Coppell Road; the second building is
located to the northeast of the first building with the front facing SH 121,
approximately 83 feet from the common property line with the residential; and the
third building is on the north side of the property and faces into the lot, with the
side of the building being approximately 30-ft from the common property line.
Each building is parked for both retail and office uses, with an overall 23,000-sf
for office and 4,000-sf for retail and 97 parking spaces required and provided.
The parking space are located around the middle building. The buildings were
situated on the site to provide a buffer from the adjacent residential units. A
masonry screening wall that will match the existing residential wall is also
proposed to be constructed along the eastern perimeter up to the Erosion Hazard
Setback line, short of the entire perimeter. Staff supports this since the northern
portion of the site will remain in its natural state with the trees to remain as well
as the northern area being located in the floodplain and being undevelopable.
Access to the site will be provided by a driveway on N. Coppell Road and a
second driveway on the SH 121 frontage road. Due to the irregular shape of the
lot and the fact that this is a corner lot with double frontage, the building and
parking is proposed to be located as shown within the front 60-ft setback. Staff is
supportive of this condition as the lot shape and double frontage is a hardship.

Building Elevations & Signage
The architect worked strategically to provide buildings that would be attractive
and still provide privacy to the residential neighbors. The three buildings will be
very similar with slight changes depending on the location on site, the idea being
to provide for additional privacy for the neighbors. The buildings will contain
two different brick colors and large windows in front of the buildings with a metal
canopy. A brick cornice will line the top of the building which will be 35-ft in
height at the top of the building which includes a parapet. No plans were
submitted for wall signage; therefore, signs must conform to standard City sign
regulations. A monument sign is proposed which staff will require the brick to
match that of the building. The sign is proposed to be six feet in height and ten
feet in width, with aluminum channel letters that are backlit. It is proposed to be
located at the corner of Coppell Road and SH 121.
Landscaping
The property is heavily treed, with over 2,100 caliper inches of protected trees on
this less than three-acre site. The proposal identifies that the majority of trees
along the perimeter of the site will remain, while the trees located interior to the
site will need to be removed to allow for the buildings and associated parking.
The northern portion of the site which is also heavily treed and located in the
floodplain will remain undisturbed. Approximately 52 trees will be planted on-
site and upgraded to a 4” caliper. A large number of trees will be planted along
the perimeter, specifically along the common property line with the residential.
These trees along with the proposed screening wall and placement of the
buildings will help with privacy for the residents. Given the size and age of the
trees to be removed, the tree mitigation fees are estimated to be approximately
$264,700, even applying the allowed preservation credit and upsizing of overstory
trees to be planted with this development.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of the request subject to:
1. There may be additional comments during the Detail Engineering review.
2. A Final Plat is required and cannot be filed until buildings have been removed and zoning is approved.
3. Tree removal permit and tree mitigation fees will be required prior to construction.
4. Update the quantity of proposed plants on the landscape plans.
5. Update the plans to list the PD conditions:
a. Allow for the buildings and parking to be located as shown on the Site Plan.
b. Allow the masonry screening wall to end as shown.
c. Building signage must conform with City Sign ordinances.
