OR 87-373 Adopts the Uniform Plumbing Code, 1985 edition AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 87373 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, ADOPTING THE UNIFORM PLUMBING CODE, 1985 EDITION, REGULATING THE INSTALLATION, CONSTRUCTION, ALTERATION, REPAIR, OR REPLACEMENT OF ANY PLUMBING, GAS OR DRAINAGE PIPING WORK OR ANY FIXTURE OR WATER HEATING OR TREATING EQUIPMENT IN A BUILDING OR PREMISES WITHIN THE CITY OF COPPELL, TEXAS; PROVIDING FOR THE ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFORE; PROVIDING CERTAIN AMENDMENTS TO SAID UNIFORM PLUMBING CODE; REPEALING ALL PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; SPECIFICALLY REPEALING ORDINANCE NO. 278 AND AMENDMENTS THERETO; PROVIDING A SEVERABILITY CLAUSE; PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE NOT TO EXCEED THE SUM OF ONE THOUSAND DOLLARS ($1,000.00) FOR EACH OFFENSE AND DECLARING AN EFFECTIVE DATE. WHEREAS, it is deemed necessary to provide minimum standards to regulate the installation, construction, alteration, repair, or replacement of any plu~nbing, gas or drainage piping work or any fixture or water heating or treating equipment in a building or premises within the City to protect public safety, health and welfare; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. TITLE This ordinance shall be known as"THE CITY OF COPPELL PLUMBING CODE," SECTION 2. ADOPTION OF UNIFORM PLUMBING CODE That certain code volume, a copy of which is on file in the office of the City Secretary, being marked and designated as "Uniform Plumbing Code,~ including Appendix, Chapters A, B, C, D, E, G, H and I and Installation Standards, 1985 Edition, published by the International Association of Plumbing and Mechanical Officials, be and the same is hereby adopted as the Plun~bing Code of the City of Coppell, Texas, for regulating the installation, construction, alteration, repair, or replacement of any plumbing, gas or drainage piping work or any fixture or water heating or treating equipment in a building or pren~ises within the City, providing for the issuance of permits and collection of fees therefor; except as portions are hereinafter deleted, modified or amended, a copy of said volume being attached hereto as Exhibit "B" and made a part hereof the same as if fully set out at length herein. SECTION 3. SPECIFIC AMENDMENTS TO UNIFORM PLUMBING CODE The Uniform Plumbing Code adopted by this ordinance and attached hereto as Exhibit "B" is amended as follows: (a) SCHEDULE OF FEES AMENDED The Schedule of Fees, page 4a is hereby amended and the table of fees attached hereto as Exhibit "A" shall be substituted therefor. (b) SECTION Z0.14 LICENSE REQUIRED 1) Unless specifically exempt by the State Act (Section 3 of Article 6Z43-101 V.A.C.S.), as an act permitted to be done without a state license, no person, whether as a master plumber, journeyman plumber, or otherwise, shall engage in, work at, or conduct the business of plumbing in the City unless such person is the holder of a valid state license as required by the State of Texas under Article 6Z43 101 V.A.C.S. It shall be unlawful for any person, firm or corporation to engage in or work at the business of installing plumbing and doing plumbing work except as specifically herein provided unless such installation of plumbing or plumbing work be under the direct supervision and control of a plumber licensed under said Act. There shall be no more than four apprentices working under the direct supervision of each master or journeyman plumber (direct supervision shall mean that the apprentice is on the same job site and within sight of the license holder). Z) It shall be unlawful for any person, firm, or corporation to engage in or work at the business of installing irrigation systems unless such installation of irrigation systems is under the direct supervision and control of a master or journeyman plumber or irrigator or installer licensed by the State of Texas under Article 6Z43-101 or Article 8751 of V.A.C.S. (c) SECTION 711 (a) GREASE TRAPS/INTERCEPTORS All food establishments having a food waste disposal or a discharge of more than fifty gallons per minute shall discharge into a Figure 1 oil and grease interceptor as shown in Exhibit "C". Establishments with a discharge of fifty gallons per minute or less shall discharge into at least a 100 lb. size grease trap. An approved grease interceptor or grease trap complying with the provisions of this section shall be installed in the ~vaste line leading from sinks, drains and other fixtures or equipment in establishments such as restaurants, cafes, lunch counters, cafeterias, bars and clubs, hotel, hospital, sanitarium, factory or school kitchens, or other establishments where grease may be introduced into the drainage or sewage system in quantites that can effect line stoppage or hinder sewage treatment or private sewage disposal. A grease trap is not required for individual dwelling units or for any private living quarters. The following less restrictive measures from Section 711 (b) through Section 713 may be accepted by the Adn~inistrative Authority. (d) DELETE SECTION 80Z (i). (e) SECTION 80Z (1) - SOLVENT CEMENT PLASTIC PIPE JOINTS Solvent Cement Plastic Pipe Joints - Plastic pipe and fittings designed to be joined by solvent cementing shall comply with appropriate IAPMO installation standards. Chemical primers must be colored with a dye when used for drain, waste, and vent material. (f) SECTION 1003 (h) - LAWN SPRINKLING SYSTEMS Lawn Sprinkling Systems shall be equipped with an approved vacuum breaker installed on the discharge side of each of the last valves. The vacuun~ breaker shall be installed at least six (6) inches (15Z.4 ram) above the surrounding ground and above a sufficient number of heads so at no time will the vacuum breaker be subjected to back pressare or drainage. Vacuum breakers may be omitted provided the entire sprinkler system is isolated from the potable water supply by means of an approved factory-assen~bled and tested back flow preyenter. (g) SECTION 1ZlZ (a) - MATERIAL FOR GAS PIPING All pipe used for the installation, extension, alteration, or repair of any gas piping shall be standard weight wrought iron or steel (galvanized or black), yellow brass (containing not more than seventy-five (75) percent copper), or internally tinned or equivalently treated copper of iron pipe size. Approved PE pipe may be used in exterior buried piping systems. SECTION 4. REPEALING CLAUSE All parts of ordinances inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Ordinance No. Z78 and all amendments thereto are hereby specifically repealed. However, the repeal of existing ordinances by this ordinance shall not affect or prevent the prosecution or the punishment of any person for any act done or committed prior to the effective date of this ordinance in violation of any ordinance hereby repealed; and prosecution for such offenses may be instituted and causes presently pending proceeded with in all respects as if such prior ordinance or ordinances had not been repealed. SECTION 5. SEVERABILITY CLAUSE If any article, paragraph or subdivision, clause or provision of this ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any part or provision thereof, other than the part so decided to be invalid or unconstitutional. SECTION 6. PENALTY CLAUSE Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a penalty of fine not to exceed the sum of ONE THOUSAND DOLLARS ($1,000.00) for each offense, and each and every day such offense is continued shall constitute a new and separate offense. SECTION 7. EFFECTIVE DATE This ordinance shall take effect immediately from and after the publication of its caption, as the law in such cases provides.
