2040: Enhance the Unique 'Community Oasis' Experience
Introduction:
The purpose of this agenda item is to discuss the current design of City-owned medians and provide
information on proposed median designs in conjunction with future street improvement projects.
Background:
In 2014, the Parks and Recreation Department adopted a Streetscape Master Plan in support of the
Coppell 2030 Plan. The 2030 Plan specifically provided strategies for a beautiful, green city with
attractive and consistently maintained corridors, streets, alleys, and streetscapes which add value to
the community. At this time, the City had already begun incorporating “green” concepts including
xeriscapes with low water use plant materials, well-fed irrigations systems, and a variety of landscape
materials that added texture and interest to the visual experience.
The median planting design used for Sandy Lake Road began to give the community a unique identity
in its appearance and practicality. Sandy Lake Road was used as a template as the City improved
roadways and added municipal facilities to its inventory. After the adoption of the Streetscape Master
Plan, medians along Denton Tap, Parkway, Freeport, and Bethel followed the same design aesthetic.
As more street improvement projects have median designs included (ex: South Beltline and Royal
Lane), the City has begun to investigate whether the current median design and standard plant
materials are the most effective option. Since the original adoption of the plan, water conservation
has become even more critical. The drought conditions experienced during the summer of 2022
identified areas where the City consumes large amounts of water, and medians are a major portion of
the City’s water usage. Making adjustments to these new medians by incorporating additional

drought-tolerant materials and hardscapes will benefit the City by reducing irrigation needs, as well
as saving time and resources in maintenance activities.
Benefit to the Community:
Shifting new medians to more drought-tolerant materials and increased hardscaped areas will still
achieve a similar aesthetic to the City’s current medians, while significantly reducing the need for
additional water consumption.

PROCLAMATION
WHEREAS, throughout the history of our great nation, the principles of our founding fathers
included Christianity as one of the building blocks of American society; and
WHEREAS, Christianity recognizes that faith is an important part of a community’s spiritual,
moral, and social growth; and
WHEREAS, the Christian faith celebrates Easter hope and reminds people around the world of
the presence of a faithful God who offers unconditional love; and
WHEREAS, Jesus Christ teaches “Love the Lord your God with all your heart and with all your
soul and with all your mind and with all your strength” and His second teaching is “Love your
neighbor as yourself”; and
WHEREAS, the citizens of Coppell have a rich history of volunteerism in service to one another
as well as those outside of our community; and
WHEREAS, citizens of Coppell humbly contribute their time, their resources, and their witness
to bring relief to those in need within Coppell and the surrounding communities; and
WHEREAS, Christianity believes that God created nations throughout the earth and made
humans to live in this world in peace and joy to act as guardians of His creation; his son, Jesus
Christ, continues to inspire people around the world and gives hope and confidence to his
followers.
NOW, THEREFORE, I, Wes Mays, Mayor of the City of Coppell, do hereby proclaim the
month of April 2023 as
“CHRISTIAN FAMILY MONTH”
in the City of Coppell and call upon all citizens to rejoice in the contributions of the Christian
community.

motion passed by an unanimous vote.
B.Consider approval of accepting the resignation of Sekhar Katkam from
the Library Advisory Board and appointing alternate member, Carly
Brenner, to a regular member for the remainder of the unexpired term;
and appointing Sandra Johnson to an alternate member to fill the
unexpired term.
A motion was made by Councilmember Mark Hill, seconded by
Councilmember Cliff Long, that Consent Agenda Items A-D be approved. The
motion passed by an unanimous vote.

C.Consider approval to enter a contract with McMahon Contracting, L.P.;
for the reconstruction of Thweatt Park Pond; in the amount of
$414,041.62; as provided for in the CRDC and DUD funds; and
authorizing the City Manager to sign any necessary documents after
approval by the City Attorney.
A motion was made by Councilmember Mark Hill, seconded by
Councilmember Cliff Long, that Consent Agenda Items A-D be approved. The
motion passed by an unanimous vote.
D.Consider approval of an agreement between the City of Coppell and the
Coppell Arts Center Foundation for a study to be completed by the
DeVos Institute of Arts Management, in the amount of $65,000.00 plus
reasonable travel expenses not to exceed $4,000.00, funded by the
Coppell Arts Center Foundation and the general fund budget; and
authorizing the City Manager to sign any documents.
A motion was made by Councilmember Mark Hill, seconded by
Councilmember Cliff Long, that Consent Agenda Items A-D be approved. The
motion passed by an unanimous vote.

The Moore Road Boardwalk project is underway. A portion of the trail between
the Andy Brown East Pond and Moore Road Pond is currently closed for site
preparation. Magnolia fisheries will begin dewatering the pond and relocating
fish tomorrow.
On South Belt Line, concrete continues to be poured.

Consider approval to purchase Microsoft Enterprise Licensing from SHI, DIR
contract # DIR TSO-4092 in the amount of $270,513.15 as budgeted; and
authorizing the City Manager to sign any necessary documents.
Introduction:
The Microsoft Enterprise Agreement (EA) allows the City of Coppell to use a defined number of
licenses for all Microsoft products and perform a true-up at the end of each year. This allows
Enterprise Solutions to order new software licenses for each new installation and then do a mass
update at the end of the year. This facilitates the deployment process and reduces the amount of
paperwork required to keep track of licenses for compliance purposes.
Background:
The City of Coppell has been using the Microsoft EA since 2014 and is required to do a new
agreement every three years. The Microsoft EA, and the associated Subscription Assurance (SA)
offer benefits outside of the software that is used on every computer in the City of Coppell. This
agreement also includes various other benefits like training vouchers for technical training, reduced
pricing for home use of selected Microsoft software, the ability to upgrade or downgrade licenses
based on specific needs, and access to Microsoft’s TechNet portal for early access to software and
problem resolution.
If these features were purchased individually, they would cost substantially more than as part of the
SA bundle. If we do not extend our Microsoft EA, the City of Coppell will have to purchase licenses
for all the Microsoft products that are currently being used at retail prices. This cost for procuring all
these licenses would be substantially more than the renewal cost of the EA. As per the agreement,
we are required to do an annual true-up to cover any new software, computers that may be added in
addition to the annual subscription.

This will be a three-year agreement with an estimated total cost of $811,539.45. Year one includes
the Subscription Assurance (SA) fee of $270,513.15 with a possibility of a “true-up”. A “true-up” is
the cost associated to adding or subtracting licenses during the contract period. The costs associated
to the “true-up” are determined in each of the contract year periods. The estimated costs associated
to adding or removing licenses is approximately $15,000 per year. Microsoft does not sell directly to
municipalities and requires the City to work through resellers for their licensing and products. SHI
has been a valuable partner to help confirm the proper licensing for our needs. This contract was
procured through the Texas Department of Information Resources (DIR) which offers cooperative
bidding services to local governments.
Benefit to the Community:
The main benefit to the community would be providing all employees the software needed to be able
to do their day-to-day jobs.
Procurement Review:
The Procurement Division has reviewed the documents and determined that this is an appropriate
method of contracting with the vendor.
Fiscal Impact:
The fiscal impact of this purchase is $270,513.15, as budgeted in the Enterprise Solutions Department
of the General Fund.
Recommendation:
The Enterprise Solutions Department recommends approval.

Introduction:
The Nutanix Cloud Infrastructure (NCI) is a Hyperconverged Infrastructure (HCI) allows the City of
Coppell to combine disparate datacenter hardware using locally attached storage resources . NCI
converges the entire datacenter stack, including server compute, storage, storage area networking,
and virtualization. This allows Enterprise Solutions to have a single pane of glass for administration
of the datacenter. The administration software is highly intuitive, which allows for simplified
management by the City of Coppell Systems Administrators.
Background:
The City of Coppell has been using disparate servers, storage area networks and virtualization
software for at least a decade now and is currently over the compute and storage threshold. With more
application systems coming on-line, and the growth of current systems, Enterprise Solutions is tasked
with continuing to provide new and existing services to all City of Coppell departments. This helps
reduce our technology sprawl and free up technical resources to focus on high value activities.
By utilizing NCI, it will allow Enterprise Solutions to deliver the needed resources as well as a disaster
recovery solution to protect critical city services. This improves our system availability against
hardware failures, disasters, and attackers as well as cuts capital and operational expenses with an
integrated solution. NCI is very flexible and scalable as nodes can be added on the fly as the City of
Coppell software needs change. Built-in native integrations to public clouds allows NCI to manage
private and public clouds as one.

NCI provides a complete set of enterprise and cloud features enabling customers to replace traditional
infrastructure and extend to the cloud. Features and benefits are enterprise-grade data services,
consolidated data storage, data protection and disaster recovery, integrated security, virtualization,
virtual networking, and management and analytics. NCI delivers the power of simplicity and allows
Enterprise Solutions to manage applications, data, and security across the entire datacenter and multi-
cloud environments.
Multiple HCI products were evaluated by utilizing vetted solution providers through the State of
Texas Department of Information Resources (DIR). This solution was chosen as the best solution
based on the technology features, usability, and overall cost. For this purchase we have identified
Unique Digital, a Converge Company as our value added reseller. Value added resellers can provide
the technology solution, and installation to get the best pricing and are preferred by most solution
providers. This will be a five-year agreement with a total cost of $603,956.36. This cost includes all
the hardware, software, support, and licensing for five years.

The benefit to the community would be providing all employees and citizens with the applications
and services needed to be able to do their day-to-day jobs.

The purpose of this agenda item is to seek approval from Council for purchase of one (1) Interceptor
Utility Hybrid through The Interlocal Purchasing System (TIPS) #210907 from Silsbee Ford for
replacement of an existing Fire Inspector vehicle. The Ford Interceptor Utility Hybrid is the fire
department version of a Ford Explorer Hybrid.
Background:
To operate a clean, efficient, and reliable fleet, Public Works sets an initial life expectancy on all
vehicles & equipment introduced into the fleet. During its service life, each vehicle & piece of
equipment is subject to close monitoring of availability, operating cost, accumulated miles/hours,
condition, obsolescence, and the ability to perform required tasks. The vehicles being replaced have
reached the end of useful service life and it has been determined that replacement is necessary.
Benefit to the Community:
This Fire Inspector vehicle is an essential piece of equipment used by the Fire Department to perform
their daily duties that provide public safety in the community.

restaurant, on 0.97 acres of property, located on the south side of SH 121, between

Introduction:
In 2019, City Council approved a Concept Plan for a gas station, hotel, retail, restaurant, and office uses
on 8.6 acres. The endcaps of the block have been spoken for with the existing QT (QuikTrip) being
approved in 2019 and approval of a Sheraton Four Points Hotel in 2020, which has yet to be constructed.
The western portion of the block is proposed to contain this proposed Popeyes Chicken restaurant
adjacent to the hotel and a proposed Starbucks adjacent to the QT.
Background:
This site will have a sit-down component as well as a drive-through. There are two drive-through lanes
proposed with approximately six stacking spaces each. The building itself will be approximately 2,571-
sf. There are 26 parking spaces proposed. The majority of the parking spaces will be located interior to
the site with eight parking spaces on the SH 121 frontage side. An access road to the rear of the site will
provide additional connection and circulation.
On February 16, 2023, the Planning and Zoning Commission recommended APPROVAL of PD-295R2-
HC, subject to following conditions:
1. There may be additional comments during the Detail Engineering review.
2. Revise the landscape plans and calculations to reflect changes.
3. PD Conditions:
a. Allow for the attached building signage of 62.3-sf as shown on the elevations.
b. All other signage shall comply with City regulations.
c. Plans for the linear park shall require staff approval.
d. Trash enclosures should match the brick on the building and have a pedestrian opening.

This will give additional restaurant opportunities to the residents of Coppell.

HISTORY: In 2003, the City Council revised the Future Land Use Plan, allowing the rezoning
of property along the freeways from Light Industrial to Highway Commercial in
order to “allow the landowners significant flexibly in development options to take
advantage of the highway access while assuring compliance with the vision for the
City’s most visible corridors”. The 2030 Comprehensive Plan reinforced this vision
by designating this property as Freeway Special District.
In 2019, City Council approved a Concept Plan for a gas station, hotel, retail,
restaurants and office uses on 8.6 acres, and a Detail Site Plan for a QT convenience
store with gas pumps fronting on Freeport Parkway. The QT gas station has since
been constructed. In August of 2020, City Council approved a Detail Site Plan for
a 73,190-sf Sheraton Four Points Hotel, which has not yet been constructed.

HISTORIC COMMENT: This property has no noted historical significance.
TRANSPORTATION: SH 121 is a state highway built to standard.
Freeport Parkway is a six-lane divided thoroughfare.
Northwestern Drive is a local street.
SURROUNDING LAND USE & ZONING:

South: Vacant Land – Approved for Sheraton Four Points Hotel (PD-295R-HC)

COMPREHENSIVE PLAN:
Coppell 2030, A Comprehensive Master Plan, shows this property as appropriate
for Freeway Special District.
DISCUSSION: The endcaps of the block have been spoken for with the existing QT (QuikTrip)
and approval of a Sheraton Four Points Hotel which has yet to be constructed. The
western portion of the block is proposed to contain this proposed Popeyes Chicken
restaurant adjacent to the hotel and a proposed Starbucks adjacent to the QT. The
original proposal showed a focal point area that contained a walkway linear park
that went down the center of the site and connected the QT site to the now hotel
site. This area would be amenitized and one of the PD conditions will require that
the details of the focal point area require staff approval and shall be in place with
the development of the buildings at the eastern portion of the property. The
property itself will need to be replatted to align with the proposal and prior to any
permits granted for construction.
Site Plan
The existing driveway from SH 121 frontage road will serve as the main entrance
to the site. As the rest of the block develops, additional driveways, access
easements and fire lanes will connect the different developments on this site. This
site will have a sit-down component as well as a drive-through. There are two
drive-through lanes proposed with approximately 6 stacking spaces each. The
building itself will be approximately 2,571-sf. There are 26 parking spaces
proposed. The majority of the parking spaces will be located interior to the site
with eight parking spaces on the SH 121 frontage side. An access road to the rear
of the site will provide additional connection and circulation. The double drive-
through does put a slight curve in the access road to the rear of the site.
Building Elevations
The building itself will be approximately 2,571-sf and rectangular in shape. The
materials will be a combination of brick, EIFS and Nichiha fiber cement designed
to look like vintage wood with a storefront frame. One of the bricks is Royal
Birkdale and matches the one to be used on the Starbucks and the other brick

matches the accent brick on the QT, so that the buildings will complement one
another. Large windows will also make up the front and side portion of the building
with a combination of EIFS, brick and Nichiha. A gray metal canopy will also
accentuate the building as well as a parapet centered on the building. The side of
the building with the drive-through will also be a combo of EIFS, brick and Nichiha
with two windows at the drive-through covered by a canopy to provide shelter from
the elements.
Landscaping
This site is less than two acres and requires 30% landscaping on-site which can
include up to 5% enhanced paving. The SH 121 frontage has a landscape area that
is approximately 22-ft in depth, and larger outside of the parking area. Additional
landscaping is provided surrounding the drive through area and along the main
drive separating this site from the proposed Starbucks and the proposed hotel.
Approximately 22 trees will be planted on site. Additional shrubs and groundcover
will line the landscape areas around the entire site. The landscape exhibits will be
updated to reflect the revised calculations.
Signage
The monument sign proposed is 22-sf with a brick base that will match the building.
They are requesting a variance to the allowable building signage area. Typically,
the allowable building signage is calculated as 1-sf of signage for each linear foot
of front facade. In this case the front façade is approximately 35 feet. They are
requesting to use the side elevation (84 -lf) for this calculation. This request was
previously approved for Hat Creek Burger. This would be spread out to allow for
their logo on the front of the building (39.8-sf), another sign along the drive-through
elevation (14.5-sf) and a smaller sign (7.99-sf) along the other side entrance, for a
total of 62.3-sf. They did submit some additional signage (directional, bottom
mount blade sign, 8-ft monument, clearance pole) that does not meet city ordinance.
Staff will require that all other signage meet city ordinances.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of the request subject to the following conditions:
1. There may be additional comments during the Detail Engineering review.
2. Revise the landscape plans and calculations to reflect changes prior to City Council.
3. PD Conditions:
a. Allow for the attached building signage of 62.3-sf as shown on the elevations.
b. All other signage shall comply with City regulations.
c. Plans for the linear park shall require staff approval.
