The City Council of the City of Coppell met in Regular Session on Tuesday, February 28, 2023 at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. Call to Order1. Mayor Wes Mays called the meeting to order, determined that a quorum was present and convened into the Executive Session at 5:30 p.m. Executive Session (Closed to the Public) 1st Floor Conference Room2. Mayor Wes Mays adjourned the Executive Session at 6:20 p.m. and convened into the Work Session at 6:23 p.m. A.Discussion regarding agenda items. B.Receive a legislative update. C.FOARD Task Force presentation regarding the village concept. Presented in Work Session. Regular Session Mayor Wes Mays adjourned the Work Session at 7:33 p.m. and reconvened into the Regular Session at 7:41 p.m. Invocation 7:30 p.m.4. Beth Kellner with the First United Methodist Church gave the invocation. Pledge of Allegiance5. Mayor Wes Mays led the audience in the Pledge of Allegiance. Citizens’ Appearance6. Mayor Wes Mays asked for those who signed up to speak: 1) Barbara Bailey, 232 Plantation Drive, spoke in regards to curbs and sidewalks. Consent7. A.Consider approval of the Minutes: January 24, 2023, and February 14, 2023. A motion was made by Councilmember Mark Hill, seconded by Councilmember Cliff Long, that Consent Agenda Items A-D be approved. The motion passed by an unanimous vote. B.Consider approval of accepting the resignation of Sekhar Katkam from the Library Advisory Board and appointing alternate member, Carly Brenner, to a regular member for the remainder of the unexpired term; and appointing Sandra Johnson to an alternate member to fill the unexpired term. A motion was made by Councilmember Mark Hill, seconded by Councilmember Cliff Long, that Consent Agenda Items A-D be approved. The motion passed by an unanimous vote. Page 2City of Coppell, Texas February 28, 2023City Council Minutes C.Consider approval to enter a contract with McMahon Contracting, L.P.; for the reconstruction of Thweatt Park Pond; in the amount of $414,041.62; as provided for in the CRDC and DUD funds; and authorizing the City Manager to sign any necessary documents after approval by the City Attorney. A motion was made by Councilmember Mark Hill, seconded by Councilmember Cliff Long, that Consent Agenda Items A-D be approved. The motion passed by an unanimous vote. D.Consider approval of an agreement between the City of Coppell and the Coppell Arts Center Foundation for a study to be completed by the DeVos Institute of Arts Management, in the amount of $65,000.00 plus reasonable travel expenses not to exceed $4,000.00, funded by the Coppell Arts Center Foundation and the general fund budget; and authorizing the City Manager to sign any documents. A motion was made by Councilmember Mark Hill, seconded by Councilmember Cliff Long, that Consent Agenda Items A-D be approved. The motion passed by an unanimous vote. End of Consent Agenda 8.Consider acceptance of the Annual Comprehensive Financial Report (ACFR) for the fiscal year ending September 30, 2022. A motion was made by Councilmember Kevin Nevels, seconded by Councilmember Don Carroll, that this item be approved. The motion passed by an unanimous vote. City Manager Reports - Project Updates and Future Agendas9. City Manager gave the following project updates: The Moore Road Boardwalk project is underway. A portion of the trail between the Andy Brown East Pond and Moore Road Pond is currently closed for site preparation. Magnolia fisheries will begin dewatering the pond and relocating fish tomorrow. On South Belt Line, concrete continues to be poured. Mayor and Council Reports10. Report by Mayor and City Council on recent and upcoming events.
