Notice is hereby given that the Parks and Recreation Board of the City of Coppell,
Texas, met in the 2nd Floor Conference Room at 6:30 pm at 255 E. Parkway Boulevard.
As authorized by Section 551.127, of the Texas Government Code, one or more
appointed board member or employees may attend this meeting remotely using
videoconferencing technology.
The purpose of this meeting was to consider the following items:

1. Call To Order
Chair Paschal called the meeting to order at 6:32 pm.

2. Citizens' Appearance
Phillip Houm, 246 Dogwood Trail, expressed his concerns in regards to the
redevelopment of the dog park.
This agenda item provides an opportunity for citizens to address the Board on any matter.
Anyone wishing to address the Board should register prior to the start of the meeting. There is
a two (2) minute time limit for each citizen to speak, additional time may be granted by the
Board.
The Board is not permitted to take action on any subject raised by a speaker during Citizens’
Appearance.
3. Approval of minutes: February 6, 2023
A motion was made by Boardmember Bryan, seconded by Boardmember
Arnold, that this agenda item be approved. The motion carried by a unanimous
vote.
4, Presentation by Layne Cline, Parks Projects Manager, regarding park projects.
Layne Cline, Parks Project Manager, gave a presentation in regards to the
status of current and upcoming park projects.
5. Discussion regarding Sports Council request for fencing at Wagon Wheel Park
Jessica Carpenter informed the Board of the request made by the Sports
Council in regards to the installation of a fence around the soccer practice
fields at Wagon Wheel Park. The Board recommended to move forward with
the project.
6. Youth Advisor's Report
Youth Advisor Enaika Krishnami and a group of teen volunteers have been
helping to maintain the Angel of Hope Garden at Rolling Oaks.
7. Director's update regarding upcoming events, projects, and
departmental developments
Jessica Carpenter gave an update regarding upcoming events, project status
and departmental activities.
8. Discussion regarding future agenda items.
Chair Paschal advised that there are no items at this time.

There being no further business to come before the Parks and Recreation
Board, the meeting was adjourned at 7:34 pm.
