The City Council of the City of Coppell met in Special Called Session at 6:00 p.m., at the City of Coppell's Senior and Community Center, 345 W. Bethel Road, Coppell, Texas. Call to Order1. Mayor Wes Mays called the meeting to order, determined that a quorum was present and convened into the Special Called Session at 6:02 p.m. Citizens’ Appearance Persons wishing to speak on any matter other than an item scheduled on the agenda must sign a register with the City Secretary and list their residence address. 2. Mayor Wes Mays asked for those who signed up to speak: 1) Chris Collins, 564 S. Coppell Road, spoke in regards to the future of Old Page 1City of Coppell, Texas City Council Minutes March 30,2023 Town. 3. Old Town Community Conversation with public input and participation. • Presentation by staff and The Retail Coach. • Community input tabletop discussions. Presentation: Matt Steer, Development Services Administrator,made a presentation regarding the history of Old Town from 1996 to present day. Presentation: Charles Parker, Project Director for The Retail Coach,made a presentation regarding retail market trends and outlook. Consultant Randy Pennington facilitated the tabletop discussions and participating members of the public provided input. Tabletop Discussion Questions: -Has the Old Town area achieved what it was designed to achieve? Why or Why not? -What is your vision for Old Town in 10 years? How does it look? How does it feel? What types of business or other development is there? -What must go right for the City to achieve your vision? -What can't go wrong for the City to achieve your vision? 4. Work Session discussion regarding Old Town Coppell. Consultant Randy Pennington facilitated the discussion regarding Old Town and the public's input. City Council Discussion Questions: -What do you hear as the desired future of Old Town? -What would you like to happen next with our discussion around Old Town? -Are there any action items that you need as the result of tonight's discussion?
