PRESENT: Chairman Edmund Haas, Commissioner Freddie Guerra,
Commissioner Sue Blankenship, Commissioner Ed Maurer, Commissioner
Robinson, and Commissioner Jim Walker.
Also present were Mary Paron-Boswell, Senior Planner; Matt Steer,
Development Services Administrator; Kumar Gali, Engineering Assistant
Director; and Kami McGee, Planning Secretary.
Notice is given that the Capital Improvements Advisory Committee of the City of
Coppell, Texas, met in Regular Called Session at 6:45 p.m. on Thursday, March 19,
2020, at Town Center, 255 E. Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may
be convened into closed Executive Session for the purpose of seeking confidential
legal advice from the City Attorney on any agenda item listed herin.
The City of Coppell reserves the right to reconvene, recess or realign the Work
Session or called Executive Session or order of business at any time prior to
adjournment.
The purpose of this meeting was to consider the following items:

Chairman Haas advised that no one signed up to speak during Citizen's
Appearance.
3.Consider approval of the February 20, 2020 minutes.
A motion was made by Commissioner Walker, seconded by Commissioner
Maurer, to approve the minutes. The motion passed unanimously, (6,0).
4.CONTINUED FROM FEBRUARY 20, 2020: Consider approval of
making a recommendation to City Council concerning the Land Use
Assumptions, Water and Wastewater Capital Improvement Plans,
Roadway Capital Improvement Plan, and the proposed Roadway, Water
and Wastewater Impact Fees.
STAFF REP.: Kumar Gali
Kumar Gali, Assistant Director of Public Works-Engineering, presented the case
with exhibits. Mr. Gali stated that staff is recommending APPROVAL of a
recommendation to City Council on the Land Use Assumptions; Water and
Wastewater Capital Improvement Plans; Roadway Capital Improvement Plan;
the associated Impact Fee and the proposed Water and Wastewater Impact
Fees.
Representatives from Birkhoff, Hendricks, & Carter, L.L.P and Lee Engineering
answered the committee's questions and provided the additional information
on the methodology requested from the February 20, 2020 meeting.
A motion was made by Chairman Haas, seconded by Committee Member
Robinson, to recommend approval to City Council concerning the Land Use
Assumptions. The motion passed unanimously, (6,0).
A motion was made by Committee Member Walker, seconded by Committee
Member Guerra, to recommend approval to City Council concerning the Water,
Wastewater and Roadway Capital Improvement Plans. The motion passed
unanimously, (6,0).
A motion was made by Chairman Haas, seconded by Committee Member
Walker, to recommend approval to City Council to collect Water impact fee at
1,328 per service unit, Wastewater impact fee at $446 per service unit and
Roadway impact fee at $178 per vehicle mile. The motion passed unanimously,
6,0).
