Notice is hereby given that the Crime Control and Prevention District met on Tuesday,
May 24, 2022 at 5:32 p.m. in Council Chambers at Town Center, 255 E. Parkway
Boulevard, Coppell, Texas.
Also present were City Manager Mike Land, City Secretary Ashley Owens, Police Chief
Danny Barton, Finance Director Kim Tiehen, and Budget Officer Tamara Smith.
Call to Order1.
A quorum was present at 5:32 p.m., President John Jun called the meeting to
order.
Citizens’ Appearance2.
President John Jun advised that no one signed up to speak for Citizens'
Appearance.

Presentation: Tamara Smith, Budget Officer, made a presentation to the Crime
Control and Prevention Board.

4.Consider approval of minutes for May 25, 2021.
A motion was made by Board member Kevin Nevels, seconded by Board
member Biju Mathew, that this Agenda Item be approved. The motion passed
by an unanimous vote.
5.Review of the Crime Control Prevention District budget for FY
2022-2023.
Presentation: Tamara Smith, Budget Officer, made a presentation to the Crime
Control and Prevention Board.
6.PUBLIC HEARING:
A public hearing on the FY 2022-2023 Proposed Budget for the Crime
Control and Prevention District.
President John Jun opened the Public Hearing and advised that no one signed
up to speak. A motion was made by Board member Kevin Nevels, seconded by
Board member Brianna Hinojosa-Smith, to close the Public Hearing. The
motion passed by an unanimous vote.
7.Adoption of the Fiscal Year 2022-2023 Budget for the Crime Control and
Prevention District.
A motion was made by Board member Kevin Nevels, seconded by Board
member Mark Hill, that this Agenda item be approved. The motion passed by
an unanimous vote.
8.Review of the budget calendar for the Crime Control and Prevention
District.
Presentation: Tamara Smith, Budget Officer, made a presentation to the Crime
Control and Prevention Board.
9.Consider election of President and Vice President.
A motion was made by Board member Don Carooll, seconded by Board
member Mark Hill, to nominate Kevin Nevels as President. The motion passed
by an unanimous vote.
A motion was made by Board member Kevin Nevels, seconded by Board
member Brianna Hinojosa-Smith, to nominate Don Carroll as Vice President.
The motion passed by an unanimous vote.
Adjournment10.
There being no further business before the Board, the meeting was adjourned
at 5:47 p.m.

Crime Prevention District Special Revenue
The Crime Prevention District special revenue fund is restricted to crime prevention programs and services.
Revenues come primarily from the ¼ cents sales tax, which are expected to decrease due to changes at the
State level. Expenditures in FY2024 include the School Resource Officer program, jail services, and the joint
emergency dispatch center.

Performance Measures

Mission
The Crime Prevention District facilitates the Coppell Police Department's efforts to maintain a safe
community environment. This is accomplished by providing quality programs and services such as our School
Resource Officers, Community Services Crime Prevention Officer programs and jail services. The district also
provides funding for public safety communications, which is done in collaboration with our partner cities
through the North Texas Emergency Communications Center (NTECC).

Support the CISD and provide education to the younger citizens of Coppell with the School Resource Officer
program, youth engagement programs, and various safety education classes, including the self‐defense for
women course offered to high school senior girls.
Continue to engage our citizens through our perennially award‐winning National Night Out program.

*The reduction in the number of schools with a dedicated SRO is the result of Coppell ISD moving Coppell Middle School West to Cypress Waters.
Cypress Waters is located in the City of Dallas, the Dallas County Sheriff’s Office is providing SRO coverage. There is no reduction in the number of
SRO’s provided to Coppell ISD by City of Coppell.
