The City Council of the City of Coppell met in Regular Session on Tuesday, July 25, 2023, at 7:00 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. Call to Order1. Mayor Pro Tem John Jun called the meeting to order, determined that a quorum was present and convened into the Work Session at 7:00 p.m. Work Session (Open to the Public) 1st Floor Conference Room2. A.Discussion regarding agenda items. B.Discussion regarding an Interlocal Agreement with the City of Lewisville for the construction of an office warehouse use. Presented in Work Session. Regular Session Page 1City of Coppell, Texas July 25, 2023City Council Minutes Mayor Pro Tem adjourned the Work Session at 7:13 p.m. and reconvened into the Regular Session at 7:30 p.m. Invocation 7:30 p.m.3. Pastor Caleb Brimmage, with First United Methodist Church, gave the invocation. Pledge of Allegiance4. Mayor Pro Tem led the audience in the Pledge of Allegiance. Citizens’ Appearance5. No one signed up to speak. Consent Agenda6. A.Consider approval of the Minutes: July 11, 2023, July 13, 2023 and July 18, 2023. A motion was made by Councilmember Kevin Nevels , seconded by Councilmember Brianna Hinojosa-Smith, that the Consent Agenda Items A through D be approved. The motion passed by an unanimous vote. B.Consider accepting the resignation of Megan Forbes from the Smart City Board. A motion was made by Councilmember Kevin Nevels , seconded by Councilmember Brianna Hinojosa-Smith, that the Consent Agenda Items A through D be approved. The motion passed by an unanimous vote. C.Consider approval of a Resolution denying a proposed application filed on June 29, 2023, by Oncor Electric Delivery Company LLC (Oncor) to amend its Distribution Cost Recovery Factor (“DCRF”) and Update Mobile Generation Riders, to increase distribution rates within the city; to authorize participation in the matter with the Cities Serviced by Oncor (OCSC); and authorizing the Mayor to sign. A motion was made by Councilmember Kevin Nevels , seconded by Councilmember Brianna Hinojosa-Smith, that the Consent Agenda Items A through D be approved. The motion passed by an unanimous vote. Enactment No: RE 2023-0725.1 D.Consider approval of an Interlocal Agreement renewal between the City of Coppell and Coppell Independent School District for School Resource Officer protection services for the 2023-2024 school year, as budgeted in the Crime Control District Fund, in the amount of $1,019,037.00; and authorizing the Mayor to sign. The motion passed by an unanimous vote. End of Consent Agenda City Manager Reports, Project Updates, Future Agendas, and Direction from Work Session 7. Moore Road Boardwalk – The contractor has completed installing all the beams and walking tread for the boardwalk itself. The handrail contractor is working fast on installing the handrail on top of the tread. We are close to 85% project completion. The Duck Pond Park Improvements – Work continues as the contractor has completed the outfall structure and is beginning to work on the southern pond edge stone wall. This park is closed to the public for the duration of the project. Thweatt Park – Work continues on installing the in-ground storm pipe from the creek to the pond. This park is closed to the public for the duration of the project. S. Belt Line – The contractor continues installation of the median irrigation / landscaping. Striping continues and lanes will begin to open on Wednesday with all lanes open by Friday from Dividend to Southwestern. The final phase from Hackberry to 635 will begin in the coming weeks and will take 4-6 months to complete. Moore Rd. Pavement Repair - Moore Road traffic control and mobilization is underway in the school zone and will be continuing until school starts. This is the Sandy Lake and Moore Road project that has been ongoing in partnership with Dallas County. DART - This is the MacArthur track work, continuing storm drain relocations, and pavement repair. They will begin shutting down Royal Lane next week to install the tracks there. Village Parkway Pump Station Generator – The second feed is up and running, the backup generator is operational, and the permanent generator will be delivered by the end of August. Mayor and Council Reports on Recent and Upcoming Events.8. The final budget workshop is this Thursday, July 27th at 6:00 pm in Town Center in the 2nd Floor Conference Room. Celebrate the end of Summer Reading with games, face painting, free burgers, while supplies last at the Library August 5th from 11:30 – 1:30 pm.
