AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDINGTHE
CODE OF ORDINANCES, AS HERETOFORE REPEALING CHAPTER 3
‘CITY DEPARTMENTS’, ARTICLE 3-1 ‘WATER DEPARTMENT’,
SECTION 3-1-5 ‘WATER RATES; MONTHLY’ IN ITS ENTIRETY AND
REPLACING IT WITH NEW CHAPTER 3, ‘CITY DEPARTMENTS’,
ARTICLE 3-1 ‘WATER DEPARTMENT’, SECTION 3-1-5 ‘WATER
RATES; MONTHLY’; BY PROVIDING A NEW RATE FOR MONTHLY
METER BASE RATE AND VOLUME; BY REPEALING CHAPTER 3
‘CITY DEPARTMENTS’, ARTICLE 3-2, ‘SEWER DEPARTMENT’,
SECTION 3-2-2, ‘SEWER RATES (MONTHLY)’ IN ITS ENTIRETY AND
REPLACING IT WITH A NEW ARTICLE 3-2, ‘SEWER DEPARTMENT’,
SECTION 3-2-2, ‘SEWER RATES (MONTHLY); PROVIDING A
REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Coppell has previously enacted water and sewer rates for both
residential and non-residential for delivery and use of the municipal water and wastewater systems;
and
WHEREAS, the City Council finds that the need has arisen to provide new water rates
and new wastewater rates to insure continuous and quality service; and
WHEREAS, the City Council has adopted an increasing block rate structure to encourage
water conservation throughout the year.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Code of Ordinances of the City of Coppell, Texas, be and the same
is hereby, amended by repealing Chapter 3 ‘City Departments’, Article 3-1 ‘Water Department’,
Section 3-1-5 ‘water rates; monthly’ in its entirety and replacing with a new Chapter 3, ‘City
Departments’, Article 3-1, ‘Water Department’, Section 3-1-5, ‘Water Rates (Monthly), to read as
follows:

A. Residential: The monthly rates or charges for water service furnished by the City
waterworks system for single-family dwellings shall be as follows:
1. Single-Family:
The Meter Base Rate for the first 1,000 gallons (minimum) shall be as follows:

The monthly rates or charges for water service furnished by the city waterworks
system for non-single-family dwellings, such as mobile home parks wherein there is
one master meter which serves more than one unit, shall be the same rates as set forth
in the residential base rate section above. The meter shall be charged the base rate
for a Type "A" ⅝ inch meter, regardless of actual meter size multiplied by the number
of units served at the location. The first 1,000 is included in the base rate. All usage

over 1,000 gallons will be billed at $3.56 per 1,000 gallons and not based on the
residential tier rate schedule.
B. Commercial and Industrial: The monthly rates or charges for water service
furnished by the city for apartment or multi-family complexes, hotels, motels,
office buildings, townhouses, and condominiums, and commercial or industrial
uses shall be based upon a meter base rate as set out below. In the event that city
ordinance requires installation of a meter strictly for fire protection, that meter shall
be charged the base rate for a Type "A" ⅝ inch meter, regardless of actual meter
size.

C. Irrigation Meters: The Monthly rates or charges for water service furnished by the
City for commercial irrigation meters shall be based upon a meter base rate as set
out below, plus a volume rate of $3.77 per 1,000 gallons consumption up to 25,000
gallons and $7.84 per 1,000 gallons of consumption in excess of 25,000 gallons.

SECTION 2. That the Code of Ordinances of the City of Coppell, Texas, be, and the same
is hereby amended by repealing Chapter 3 ‘City Departments’, Article 3-2, ‘Sewer Department’,
Section 3-2-2, ‘Sewer Rates (Monthly)’ in its entirety and replacing it with a new Article 3-2,
‘Sewer Department’, Section 3-2-2, ‘Sewer Rates (Monthly)’, to read as follows:
“CHAPTER 3 CITY DEPARTMENTS
ARTICLE 3-1. – WATER DEPARTMENT

Sec. 3-2-1. – Connection to sewer required . . . . .
Sec. 3-2-2 Sewer Rates (Monthly)
A. The monthly rates charged for services furnished by the Sanitary Sewer
System of the City shall be based upon the amount of metered water which
is furnished during the month as follows:
(1) Residential: First 1,000 gallons (minimum) $24.30. All over
1,000 gallons $2.43 per 1,000 gallons total charged
of sewer consumption shall be based on winter
averaging.

(2) Winter averaging shall mean the average water usage for the months
of November, December, January, February, and March proceeding
April of each year. This five-month period shall be used as the basis
for calculating a residential customer's monthly volume consumption
after removing the highest use month and lowest use month from the
calculation. The remaining three months shall be averaged to
determine a monthly volume consumption for sewer services billing
purposes. This calculation will be added to the first 1,000 gallon
minimum to determine total sewer service billing.
(3) New customers shall be assigned the city-wide sewer volume average
until a winter average is established for the account during the
months stated above.
B. Commercial,
Industrial, and Non-

C. Sewer Service Only

$46.17 for those sewer customers who are
not connected to the City’s water system.”
SECTION 3. That all provisions of the Code of Ordinances of the City of Coppell, Texas,
in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other
provisions not in conflict with the provisions of this ordinance shall remain in full force and effect.
SECTION 4. That should any word, phrase, paragraph, section or portion of this
ordinance or of the Code of Ordinances, as amended hereby, be held to be void or
unconstitutional, the same shall not affect the validity of the remaining portions of said ordinance
or of the Code of Ordinances, as amended hereby, which shall remain in full force and effect.
SECTION 5. That this ordinance shall become effective from and after its passage and the
rates established herein shall be effective on February 1, 2024.
