RE 2023-1212.2 Master Fee Schedule1 RESOLUTION NO. 2023-1212.2 A RESOLUTION OF THE CITY OF COPPELL, TEXAS, AMENDING RESOLUTION NO. 010996.3, THE MASTER FEE SCHEDULE, AS AMENDED, BY AMENDING THE GARBAGE COLLECTION FEES, IN PART; AMENDING FOR THE ADDITION OF A SEPARATE SPECIAL USE PERMIT FEE FOR SHORT-TERM RENTALS AND A 50% DISCOUNT FOR ANY SPECIAL USE PERMIT FOR ANY SHORT-TERM RENTAL APPLICANT AGE 65 OR OLDER; AMENDING TO CHANGE THE CALCULATION METHOD USED TO DETERMINE THE ENGINEERING REVIEW FEE, ENGINEERING INSPECTION FEE, AND BOTH THE WATER AND SEWER TAP INSPECTION FEES; AND PROVIDING A REPEALING CLAUSE AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Coppell, Texas, previously adopted Resolution No. 010996.3 to provide for general and special fees and charges to be assessed and collected by the City, as authorized by the Code of Ordinances and other applicable codes, ordinances, resolutions, and laws; and WHEREAS, the City Council of the City of Coppell desires to amend certain fees as set forth therein as authorized by law; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That the Master Fee Schedule section entitled “Garbage Collection Fees” be amended, in part to read as follows: Garbage Collection Fees (Effective January 1, 2024) Solid Waste and Recycling (Includes Yard Trimmings and At Your Door HHW Fees) 1. That the Master Fee Schedule section entitled “Chapter 12, Coppell City Code (Zoning)” be amended, in part to add the following fee: Special Use Permit for Short-Term Rental $500 Special Use Permit for Short-Term Rental- Applicant 65 or older $250 (50% discount) SECTION 3. That the Master Fee Schedule section entitled “Chapter 13, Coppell City Code (Subdivision Regulations)” be amended, in part to remove the following fee method: The Developer shall pay 4% of the cost of the items to be permitted and inspected by the Engineering Department and dedicated to the City. The Developer shall pay 3% of the cost of the items to be inspected by the Engineering Department, but not dedicated to the City, such as parking lots, private utilities, private drainage systems, and so forth. If the development is nonresidential and the building is 5,000 square feet or less, then the Developer shall pay 2% of the cost of the item to be permitted and inspected by the Engineering Department and dedicated to the City. If the development is nonresidential and the building is 5,000 square feet or less, then the Developer shall pay 1% of the cost of the items to be inspected by the Engineering Department, but not dedicated to the City such as parking lots, private utilities, private drainage systems, and so forth. 4 And adding the following fee method: Engineering Review Fee: $150/hour, with a minimum of 4 hours This fee was determined by taking into consideration the following information: Paving improvements: 1 hr/5,000 SF, calculated at $0.03 per square foot Drainage improvements: 1 hr/100 LF, calculated at $1.50 per linear foot Utility improvements: 1 hr/200 LF, calculated at $0.75 per linear foot Sidewalk improvements: 1 hr/2,000 SF, calculated at $0.075 per square foot Grading improvements: 1 hr/75,000 SF, calculated at $0.002 per square foot Utility Taps: Per table below Public Infrastructure not listed: $150/hour (estimated at time of submittal) Additional reviews after three reviews: 20% of original review fee Major plan revision: 50% of original review fee Engineering Inspection Fee: $120/hour, with a minimum of 4 hours This fee was determined by taking into consideration the following information: Paving improvements: 1 hr/1,000 SF, calculated at $0.12 per square foot Drainage improvements: 1 hr/100 LF, calculated at $1.20 per linear foot Utility improvements: 1 hr/100 LF, calculated at $1.20 per linear foot Sidewalk improvements: 1 hr/250 SF, calculated at $0.48 per square foot Grading improvements: 1 hr/20,000 SF, calculated at $0.006 per square foot Utility Taps: Per table below Public Infrastructure not listed: $120/hour (estimated at time of submittal) Additional final walkthrough: 4 hours SECTION 4. That the Master Fee Schedule section entitled “Chapter 3, Coppell City Code” be amended, in part to remove the following fee method: Under Section 3-1-15: Water Tap Inspection Fee: $50.00 Reinspection Fee: $30.00 Under Section 3-2-4: Sewer Tap Inspection Fee: $50.00 Reinspection Fee: $30.00 5 And adding the following fee method which was determined by taking into consideration the information provided under “Chapter 13, Coppell City Code (Subdivision Regulations), Engineering Review Fee and Engineering Inspection Fee”: Sec. 3-1-15 Tapping City Water Mains Water Service and Tap Inspections: Up to 2 Inches 2 hours, $300.00 4 hours, $480.00 Water Service and Tap Inspections: 3 to 6 Inches 3 hours, $450.00 6 hours, $720.00 Water Service and Tap Inspections: 8 Inches and Larger 4 hours, $600.00 8 hours, $960.00 Sec. 3-2-4, Tapping City Sewer Mains Sewer Service and Tap Inspections 2 hours, $300.00 4 hours, $480.00 SECTION 5. That all provisions of the resolutions of the City of Coppell, Texas, in conflict with the provisions of this Resolution, except as noted herein, be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions of this Resolution shall remain in full force and effect. SECTION 6. That should any word, phrase, paragraph, or section of this Resolution be held to be unconstitutional, illegal or invalid, the same shall not affect the validity of this Resolution as a whole, or any part or provision thereof other than the part so decided to be unconstitutional, illegal or invalid, and shall not affect the validity of the Resolution as a whole. SECTION 7. That this Resolution shall become effective immediately from and after its passage as the law and charter in such cases provide.
