Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session, Work Session will follow immediately
thereafter, and Regular Session will begin at 7:30 p.m., to be held at Town Center, 255 E.
Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
As authorized by Section 551.127, of the Texas Government Code, one or more
Councilmembers or employees may attend this meeting remotely using videoconferencing
technology.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
called Executive Session or order of business at any time prior to adjournment.

information concerning debt and credit ratings. The purpose of this agenda item is to provide context,
history, and background on the City’s debt strategy and its corresponding impact on the City’s credit
rating.

Jason periodically visits the Council to share information concerning debt and credit rating
information.

A motion was made by Councilmember Don Carroll, seconded by
Councilmember Kevin Nevels, that Consent Agenda Items A through G be
approved. The motion passed by an unanimous vote.
B.Consider approval of a Resolution amending the Master Fee Schedule,
by amending Chapter 15, Coppell City Code (Buildings), by adding
Section 12, to provide an exemption for payment of building fees for
public funded educational institutions; and providing an effective date;
and authorizing the Mayor to sign.
A motion was made by Councilmember Don Carroll, seconded by
Councilmember Kevin Nevels, that Consent Agenda Items A through G be
approved. The motion passed by an unanimous vote.

C.Consider approval of an Interlocal Agreement between the City of
Coppell and the Denton County Fire Marshal’s Office for the purpose of
providing arson detection, investigative, and prosecutorial services; and

Councilmember Kevin Nevels, that Consent Agenda Items A through G be

D.Consider approval of a purchase of office furniture for the Cozby Library
and Community Commons from Office Depot Professional (ODP)
Business Solutions Workspace Interiors through OMNIA, Contract
Region 4. Contract #R191812, in the amount of $94,548.49, as
budgeted; and authorizing the City Manager to sign any necessary
documents.
A motion was made by Councilmember Don Carroll, seconded by
Councilmember Kevin Nevels, that Consent Agenda Items A through G be
approved. The motion passed by an unanimous vote.

E.Consider approval of funding the remainder of the design of the Veterans
Memorial project, in the amount of $67,600.00, as provided for in the
Coppell Recreation Development Corporation (CRDC) fund.
A motion was made by Councilmember Don Carroll, seconded by
Councilmember Kevin Nevels, that Consent Agenda Items A through G be
approved. The motion passed by an unanimous vote.
F.Consider award of City of Coppell Request for Proposals (RFP) #206
and approval of a consulting agreement with HUB International for
employee benefits consulting in the amount of $99,500.00; and
authorizing the City Manager to sign any necessary documents.
A motion was made by Councilmember Don Carroll, seconded by
Councilmember Kevin Nevels, that Consent Agenda Items A through G be
approved. The motion passed by an unanimous vote.
G.Consider approval of an Ordinance for PD-108R5R2-H, a zoning change
request from PD-108R5R-H, to allow for an 8,664-sf building addition
and associated parking to the Coppell Service Center, located at 816 S.
Coppell Road; and authorizing the Mayor to sign.
A motion was made by Councilmember Don Carroll, seconded by
Councilmember Kevin Nevels, that Consent Agenda Items A through G be
approved. The motion passed by an unanimous vote.

11.PUBLIC HEARING:
Consider approval of a zoning change request from SF-12
(Single-Family 12) to PD-315-SF-12 (Planned Development- 315-
Single-Family-12), to allow for an 11,994-sf fire station and associated
parking for Fire Station 5, located at 157 S. Moore Road.
Development Services Administrator Matt Steer gave a presentation to City
Council. Fire Chief Kevin Richardson was present to answer any questions of
City Council.
Mayor Wes Mays opened the Public Hearing and stated that no one had signed
up to speak.
A motion was made by Councilmember Don Carroll, seconded by
Councilmember Kevin Nevels, to close the Public Hearing and approve this
agenda item subject to the following conditions:
1. To allow parking in the front yard.
2. To approve the landscape plan as presented.
3. To allow a 2-ft encroachment of the building in the side yard setback.

12.PUBLIC HEARING:
Consider approval of PD-316-MF-2, Roers Coppell, Lot 2, Block 1 GTE
Shared Services Center Addition, a zoning change request from HC to
PD-316-MF-2 (Planned Development 316-Multifamily-2) and land use
map amendment from Freeway Special District to Residential Urban
Neighborhood to allow a 217-unit, four (4) story, age restricted 55+
senior living facility on approximately 9.9 acres located on the west side
of North Coppell Road and north of Canyon Drive, at the request of Roers
Companies, being represented by Blaze Bownds, Kimley-Horn.
Development Services Administrator Matt Steer gave a presentation to City
Council.
Logan Schmidt, representative of the applicant, Roers Companies, 2 Carlson
Pkwy N #400, Plymouth, MN 55447, was present to answer any questions of City
Council.
Mayor Wes Mays opened the Public Hearing and asked for those who signed
up to speak:
1) Scott Schwab, 259 Stanton Court, spoke in favor of the zoning change
request.
2) Hemant Goyat, 525 Abbey Court, spoke against the zoning change request.
3) Mani Jonnalagadda, 716 Westminster Way, spoke against the zoning change
request.
4) Jack Henderson, 617 Pheasant Lane, spoke against the zoning change
request.
A motion was made by Councilmember Kevin Nevels, seconded by Mayor Pro
Tem John Jun, to close the Public Hearing and approve the agenda item
subject to the conditions presented.

Consider approval of an amendment to Chapter 12, Article 30 (S or
SUP, Special Use Permits) Charity House or Transitional Housing Code,
to consider text change amendments to the Code of Ordinances,
Chapter 12 - “Zoning”, Article 30 “S or SUP, Special Use Permits” of the
code of ordinances by amending section 12-30-5 “SF-ED” Single Family
Estate District of said Chapter and Article by amending uses to include a
“Charity House or Transitional Housing”; amending Section 12-30-6
Single Family-18 (SF-18), SingleFamily-12 (SF-12), Single Family-9
(SF-9) and Single-Family-7 (SF-7) to include a “Charity House or
Transitional Housing”; amending Section 12-30-13A, “H” Historic, of said

Chapter and Article to add “Charity House or Transitional Housing” as a
use when part of a Single-Family Residential Development or Mixed-Use
Development, except when a part of Live-Work Units; and to amend

readopting, ratifying, republishing and extending Chapter 9 of the Code

and authorizing the Mayor to sign.
Recreation Coordinator Daniel Weyandt gave a presentation to City Council.

15.
S. Belt Line – All lanes are open. There is still some landscaping and sidewalk
left to do so there may be some lane closures at times to complete this work.
DART - Currently working on the Freeport Parkway Crossings and has
completed the Royal lane crossing.
Woodhurst – The contractor is continuing to install utilities from the cul de sac
to Duck Pond Park and will begin paving that section in the next couple of
weeks.
500 Southwestern (The Hangar, Art Annex) - The remodel is complete and the
resident companies are beginning to move in.

Village Parkway Ground Storage Tank Rehab – The interior coating on the
large tank is complete and is in the curing process. We anticipate filling the
tank back up late next week.
Neighbors Helping Neighbors is happening from 8 a.m. to noon this Saturday,
April 13th. The most recent count is 45 projects and 188 volunteers. We could
still use a few volunteers so we would love to have anyone interested in
participating to sign up. Visit www.coppelltx.gov to register as a volunteer.
Fun, Food and Grooves is this Friday, April 12th. Come out to the Coppell Arts
Center at 5:00 p.m. to enjoy food, music and beautiful weather. Waffle
O’liciious and Tacos, Bites and Beats will arrive at 5:00 p.m. to sell food, and
alcohol will be available to purchase. The band, Elevation, will start playing
at 5:30 p.m.

Early voting starts Monday, April 22, at Town Center. Included on the ballot is
Coppell's special election for Place 5. Election Day is May 4.

Department for a successful "Total Eclipse of the Park" event that was held
Monday, April 8.

Introduction:
Reinvestment Zone No. 116 is being created for Fulgent Genetics, Inc. at the property located at 1111
S. Freeport Parkway.
Background:
Fulgent Genetics, Inc. is a publicly traded company that operates sub-specialty pathology
laboratories in California, Georgia, Massachusetts, New York and Texas. The location at 1111 S.
Freeport Parkway will perform cancer diagnostic testing on patient samples. The company performs
the technical laboratory services as well as the professional interpretation by their sub- specialty
trained pathologists. This particular facility will service dermatology pathology, gastro- intestinal
pathology, breast pathology, urological pathology and surgical pathology.
Fulgent is looking to purchase the building located at 1111 S. Freeport Parkway. The building
totals 98,000 square feet in size. The building was completed in 1998, and the current appraised
value for the building improvements alone is $13,786,430. It served as the location for Avaya Inc.
for 20 years prior. Fulgent Genetics Inc. will purchase the building and invest an additional
$5,000,000 in tangible personal property. Fulgent will have 230 full-time employees, and will also
generate hotel room nights throughout the year.
In order to grant a tax abatement, a reinvestment zone must be created by ordinance. In order to
create a reinvestment zone by ordinance, a public hearing must be held. This item satisfies both of
those requirements. The public hearing is held to determine if the improvements in the zone are
feasible, practical and of benefit to the land. The ordinance will create Reinvestment Zone No. 116.

The Public Hearing Notice was published in The Rambler on Saturday, April 13, 2024. The public
hearing is for the designation of a reinvestment zone for Fulgent Genetics Inc., property described
as Gateway Business Park 2, Block A, Lot 2 (6.8264 acres), located south of Fritz Drive and west of
Freeport Parkway.
The tax abatement agreement that coincides with this Reinvestment Zone will be brought forward to
City Council for approval at the May 28, 2024, meeting after notice has been posted on the City’s
website for 30 days. A Tax Abatement Agreement will also be brought forward at that time. The City
is offering the following incentive package: a 5-year, 75% abatement on the City’s portion of taxes on
the furniture, fixtures and equipment.
Benefit to the Community:
Fulgent Genetics will provide tax dollars and generate hotel nights.

NOTICE OF PUBLIC HEARING
OF DESIGNATION OF REINVESTMENT ZONE
A PUBLIC HEARING will be conducted by the City Council of the City
of Coppell, Texas, in the Council Chambers, Town Center, 255
Parkway Boulevard, Coppell, Texas on the 23rd day of April, 2024,
at 7:30 P.M., to consider designation of the property described as
Gateway Business Park 2, Block A, Lot 2 (6.8264 acres) located
south of Fritz Drive and west of Freeport Parkway, Coppell, Texas,
Fulgent Genetics, Inc., as a Reinvestment Zone under Chapter 312
of the Texas Property Tax Code.
The Council will seek to determine whether the improvements sought
to be made in the zone are feasible and practical and will be a
benefit to the land included in the zone and to the City after the
expiration of a tax abatement agreement to be entered into pursuant
to Section 312.204 of the Texas Property Tax Code.
At the hearing, interested persons are entitled to speak and present
evidence for or against the designation.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
COPPELL, DALLAS COUNTY, TEXAS, DESIGNATING REINVESTMENT
ZONE NO. 116 (FULGENT GENETICS, INC.); PROVIDING ELIGIBILITY
OF THE ZONE FOR COMMERCIAL-INDUSTRIAL TAX ABATEMENT;
CONTAINING FINDINGS THAT THE AREA QUALIFIES TO BE
DESIGNATED AS A REINVESTMENT ZONE AND THE IMPROVEMENTS
SOUGHT ARE FEASIBLE AND PRACTICABLE AND OF BENEFIT TO
THE LAND AND THE CITY; PROVIDING FOR A SEVERABILITY
CLAUSE; PROVIDING FOR A REPEALING CLAUSE; AND PROVIDING
FOR THE EFFECTIVE DATE OF SAID ORDINANCE.
WHEREAS, the City Council of the City of Coppell, Texas, has caused notice to be published
in a newspaper having general circulation in the City and has delivered such notice to the presiding
officer of the governing body of each taxing unit that includes in its boundaries real property described
herein; and
WHEREAS, the City Council of the City of Coppell, Texas, has conducted a public hearing
on the designation of the area described herein as a reinvestment zone at which interested parties were
allowed to speak and present evidence for or against the designation;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, DALLAS COUNTY, TEXAS:
SECTION 1. That the City Council of the City of Coppell, Texas, finds that the area described
herein will, if designated as a reinvestment zone, be reasonably likely to contribute to the retention or
expansion of primary employment, or to attract major investment in the zone that will be of benefit to
the property and contribute to the economic development of the City. The City Council further finds
that the improvements sought are feasible and practicable and would be of benefit to the land to be
included in the zone and to the City after the expiration of a tax abatement agreement.
SECTION 2. That pursuant to the provisions of Section 312.201 of the Texas Tax Code, the
real property described in Exhibit “A” and made a part hereof for all purposes, is hereby designated
as a reinvestment zone and for identification is assigned the name “Reinvestment Zone No. 116” or
“Fulgent Genetics, Inc. Zone”.

SECTION 3. That the property within Reinvestment Zone No. 116 is eligible for
commercial-industrial tax abatement effective on January 1, 2024.
SECTION 4. That should any word, sentence, paragraph, subdivision, clause, phrase or
section of this ordinance be adjudged or held to be void or unconstitutional, the same shall not affect
the validity of the remaining portions of said ordinance or as amended hereby, which shall remain in
full force and effect.
SECTION 5. That all ordinances of the City of Coppell in conflict with the provisions of this
ordinance shall be, and the same are hereby, repealed; provided, however, that all other provisions of
said ordinances not in conflict herewith shall remain in full force and effect.
SECTION 6. That this ordinance shall take effect immediately from and after its passage and
the publication, as the law and charter in such cases provide.
