ORDINANCE NO. 86360
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, ANNEXING THE
HEREINAFTER DESCRIBED TERRITORY INTO THE CITY OF COPPELL, TEXAS, AND
EXTENDING THE BOUNDARY LIMITS OF THE CITY TO INCLUDE SAID HEREINAFTER
DESCRIBED PROPERTY WITHIN THE CITY LIMITS AND GRANTING TO ALL
INHABITANTS AND OWNERS OF SAID PROPERTY, ALL THE RIGHTS AND PRIVILEGES
OF OTHER- CITIZENS AND BINDING ALL INHABITANTS BY ALL THE ORDINANCES,
ACTS, RESOLUTIONS AND REGULATIONS OF THE CITY; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING THE EFFECTIVE DATE OF SAID ORDINANCE.
WHEREAS, the City Council of the City of Coppell, Texas, finds that the
hereinafter described territory is contiguous and adjacent to the corporate limits of
the City of Coppell, and does not exceed one-haft mile in width; and
WHEREAS, the Building Official of the City prepared a service plan for the area,
a copy of which is attached hereto as Exhibit 'A"; and
WHEREAS, after notice was duly given, publie hearings on the proposed annexation
were held by the City Council all in compliance with Article 970-A, Vernon's Annotated
Civil Statutes of the State of Texas; and
WHEREAS, the City Council has concluded that such area should be annexed into
and made a part of the City of Coppell, Texas:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:

annexed into and made a part of the corporate limits of the City of Coppell, Texas,
and the same shall hereafter be included within the territorial iimit~ of said City, and
the inhabitants thereof shall hereafter be entitled to all rights and privileges of other
citizens of the City, and shall be bound by the ordinances, acts, resolutions and
regulations of the City of Coppell, Texas.
Said territory hereby annexed is listed below as "Tracts 3 and 4", being the Tracts 3 and
4 shown on that certain plat prepared by Ginn Inc., dated March 1986 and marked (J-
302) and being described as follows:

Abstract 1521 of Dallas County, Texas, and being more
~particularly that tract of land located at the northeast 7~'/k
~.c6rner of the intersection of Belt Line Road (120' ROW) with,k
Hackberry Road (80' ROW), described by metes and bounds as
follows:
BEGINNING at a point which bears N 0 degrees 17'22" E a
distance of 70.!2~ feet and S S9 degrees 42'38" E a distance
of 60.00 feet from the intersection of the centerlines of
Belt Line Road (120' ROW) and Hackberry Road (80' ROW), said
point being on-the east line of Belt Line Road and the most
westerly southwest corner of this tract;
THENCE N 0 degrees 17'22" E along the east line of Belt Line
Road a distance of 1932.07 feet to the northwest corner of
this tract;
THENCE S 89 degrees 42'38" E a distance of 620.00 feet to the
northeast corner of this tract;
THENCE S 0 degrees !7'22" W a distance of 1960.75 feet to a
point in the north line of Hackberry Road and being the
southeast corner of this tract;
THENCE N 89 degrees 49'58" W along the north line of
Hackberry Road a distance of 590.00 feet to the most
southerly southwest corner of this tract;
THENCE N 44 degrees 46'18" W a distance of 42.38 feet to the
Point of Beginning and containing 27.907 acres, more or less.
TRACT 4:
BEING a tract of land situated in the J. L Whitman' Survey,
Abstract 1521 of Dallas County, Texas, and b~_ng more
particularly known as Hackberry Road (80' ROW) and described
by metes and bounds as follows:
BEGINNING at a point which bears N 0 degrees 17'22~ E a
distance of 40.00 feet and S 89 degrees 49'58" E a distance
of 90.00 feet from the intersection of the centerlines cf
Belt Line Road (120' ROW} and Hackberry Road (80' ROW) and.
being on the north line of Hackberry Road;
THENCE S 89 degrees 49'58" E along the north line of
Hackberry Road a distance of 590.00 feet;
THENCE S 0 degrees 17'22" W a distance of 80.00 feet to a
point on the south line of Hackberry Road; ·
THENCE N 89 degrees 49'58" W along the south line of
Hackberry Road a distance of 590.00 feet;
THENCE N 0 degrees 17'22" E a distance of 80.00 feet to the
Point of Beginning and containing 1.084 acres, more or less.
SECTION 2. It is the intention of the City to annex only that territory which
is legally subject to being annexed by the City and should any portion of the above
described territory be not subject to legal annexation by the City of Coppell, Texas,
such fact shall not prevent the City from annexing such portion of said territory which
is subject to legal annexation by the City of Coppe]l, Texas. Therefore, if any provision
or portinn of t~e territory herein described is held to be invalid by a court of competent
jurisdiction, such provision or portion of land shall be deemed as separate, distinct and
independent and such holding shall not affect the ;'al!dity of the remaining provisions
of this ordinance or portions of land annexed by this ordinance.
SECTION 3. This ordinance shall take effect from and after its pasage as the
law in such cases provides.

When annexed the services proposed to be provided by the City of Coppell shall
be as follows:
Police and Fire services will be provided immediately to the same extent as
provided other areas already in the city.
Zoning protection will be provided immediately to the same extent as provided
other areas already in the city.
Subdivision regulation protection will be provided immediately to the same extent
as provided other areas already in the city.
Garbage collection will be provided immediately to the same extent as provided
other areas already in the city.
City inspection and enforcement of building, electrical and other ordinances will
be enforced immediately to the same extent as enforced in other areas already in the
city, thereby protecting the health and safety of persons and property in the area.
Gas, electric and telephone services will be provided through city franchise.
Connection to existing water and sewer lines will be provided in accordance with
City ordinances, policies and regulations and upon connection such services will be
provided at the same rates as charged others within the city. Extension of water and
sewer into areas will be done in accordance with city ordinances, policies and regulations
as development, improvement or construction commences within the area and in
accordance with city policy as to city participation.
