CALLING AN ELECTION ON A PROPOSED HOME RULE CHARTER
ORDINANCE NO. 342.1
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, FIXING THE 18TH DAY
OF JANUARY, 1986, AS THE DATE FOR HOLDING AN ELECTION FOR THE PURPOSE
OF DETERMINING WHETHER OR NOT A PROPOSED HOME RULE CHARTER WILL BE
ADOPTED BY THE QUALIFIED ELECTORS OF THE CITY OF COPPELL, TEXAS, FIXING
THE PROPOSITION TO BE SUBMITTED; DESIGNATING THE POLLING PLACE AND THE
HOURS OF VOTING; APPOINTING ELECTION OFFICIALS AND PRESCRIBING THE
MANNER IN WHICH NOTICE OF SUCH ELECTION SHALL BE GIVEN.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS:
SECTION L That in accordance with the provisions of Article 1167, Vernon's
Revised Civil Statutes of the State of Texas, an election is hereby called to be held in
the City of Coppell, Texas on the 18th day of January, 1986, for the purpose of submitting
to the qualified voters of the City the question of whether or not a proposed Home
Rule Charter shall be adopted by the City of Coppell, Texas, as recommended by the
Charter Commission heretofore appointed by the City Council.
SECTION 2. It being impractical to submit each section of the proposed Charter,
the entire Charter shall be voted on as a whole. The proposition to be submitted to
the voters shall be "FOR ADOPTION OF THE CHARTER" or "AGAINST ADOPTION OF
THE CHARTER."
SECTION 3. The polling place for said election shall be the Pinkerton Elementary
School, and the polls shall be open from 7 o'clock A.M. to 7 o'clock P.M. on January
18, 1986.

alternate presiding election judge. The presiding election judge shall appoint at least
two clerks and such othe~ clerks as m~y be necessary to assist him in holding s~id election.
SECTION 5. That not less thnn thirty (30) days prior to January 18, 1986, the
City Secretary shall mail 8 copy of the proposed Charter to e~eh qualified voter in
the City ~s appears from the tax ~lleetoP~s rolls for the year ending January 31,
preceding such election date, all in accordance with the provisions of Article 1167 of
Vernon's Revised Civil Statutes of the State of Texas. The proposed Charter which
shah be voted on is that proposed Home Rule Charter which was submitted to the Mayor
of the City of Coppell and the City Council by the Home Rule Charter Commission on
the 10th day of December, 1985, a copy of which is attached hereto as Exhibit "A" and
made a part hereof for all purposes.
SECTION 6. That said election for the adoption of the Home Rule Charter shall
be held in accordance with the requirements of the election code of the State of Texas.
SECTION 7. None but legally qualified voters of the City of Coppell shall be
entitled to vote at said election.
SECTION 8. Notice of said election shall be posted in three (3) public places
within the limits of the City at least thirty (30) days before the election date. The
return of such posting shall be made by affidavit of the City Secretary.
Absentee voting for such election shall be held at the regular office of the City
Secretary at the Coppell City Hall and said place of absentee voting shall remain open
for at least eight (8) hours on each day of absentee voting which is not a Saturday,
Sunday or an official state holiday, beginning on the twentieth day and continuing
through the fourth day preceding the date of said election. Said place of absentee
voting shall remain open between the hours of 8:00 o'clock A.M. and 5:00 o'clock P.M.
After holding said election, the election judges shall promptly make their returns
to the City Secretary and to the Mayor, and the Secretary shall thereafter present
such returns to the City Council for canvassing of said election. The presiding election
judge shall be paid the sum of $5.00 per hour, plus an additional sum of $25.00 for his
services in delivering the returns of the election. The alternate presiding election
judge shall be paid the sum of $5.00 per hour and each election clerk shall be paid the
sum of $5.00 per hour for their services in holding said election. Such payments shall
not exceed the maximum amounts set out in Article 3.08, Texas Election Code, to-wit:
$5.00 per hour for each election official, plus an additional amount paid to the presiding
judge for delivering the returns, not to exceed $25.00.
SECTION 10. This ordinance shall take effect immediately from and after its
passage, as the law in such case provides.
DULY PASSED by the City Council of the City of Coppell, Texas, this the 10th
day of December, 1985.
