Parkway Boulevard. As authorized by Section 551.127,of the Texas Government Code, one or more appointed board member or employees may attend this meeting remotely using videoconferencing technology. The purpose of this meeting was to consider the following items: Regular Session (Open to the Public) 1. Call To Order Chair Paschal called the meeting to order at 6:31 pm. Members present: Nick Paschal,Maureen Corcoran,Margaret Bryan,Mary Arnold,Zainab Tinwala,Jeff Roller,Edward Rose,Mike Ridgley,Enaika Kishnani,Hannah City of Coppell,Texas Page 1 Parks and Recreation Board Minutes May 1,2023 Greenberg Others present: Jessica Carpenter,Sheri Belmont,Adam Richter,David Ellison,Cecilia Gandara,Meagan Wolfe 2. Citizens'Appearance Lindsey Tweed,204 Driftwood Dr.,Expressed her interest regarding the use of soccer game fields for practice. Due to the heavy use on practice fields,the fields are not safe for the children to play on. Ed Guignon,418 Park Valley,expressed his appreciation to the Board and staff for the service they provide to the Coppell Community. This agenda item provides an opportunity for citizens to address the Board or Commission on any matter.Anyone wishing to address the Board or Commission should register prior to the start of the meeting. There is a two (2) minute time limit for each citizen to speak, additional time may be granted by the Board or Commission. The Board or Commission is not permitted to take action on any subject raised by a speaker during Citizens'Appearance. 3. Annual update by the Coppell YMCA. Rodney Black,Sports Director at Coppell YMCA,update the board on current activities. Mr.Black informed the board that the new Cricket pitch is very popular. There are 50 kids currently registered for the Cricket league. The adult cricket league will kick off in June. Mr.Black also informed the board that the Cricket Pitch rental requests have been mainly from non-Coppell Residents. The Coppell YMCA currently operates under the 75% residents and 25% non-resident guidelines. 4. Consider approval of minutes: April 3, 2023 A motion was made by Boardmember Corcoran,seconded by Boardmember Arnold,that this agenda item be approved.The motion carried by a unanimous vote. 5. Presentation and Discussion regarding Waggin'Tails Dog Park Jessica Carpenter,Director of Community Experiences,gave a presentation in regards to the redevelopment of the Waggin'Tails Dog Park.Mrs.Carpenter's presentation touch on the Overview&History of Waggin'Tails,and Challenges for example:Drainage due to location,Turf quality,Fence and Fountains. Ms.Carpenter also spoke in regards to the survey that went live on December 7,open for 4 weeks,with 311 responses. The questions asked were on top items to address:drainage and water ponding,turf,shade, Cleanliness/Maintenance(10 responses related to dogs/pet owners and 10 related to general maintenance),and lighting requests. Ms.Carpenter presented the Board with a preliminary layout of what the park could look like with the new renovations. Youth Advisor's Report Youth Advisor Hannah Greenberg spoke in regards to promoting voting at Various city events,to encourage Coppell residents to vote. 7. Director's update regarding upcoming events, projects, and departmental developments Jessica Carpenter gave an update regarding upcoming events,projects status and departmental activities. 8. Discussion regarding future agenda items. Chair Paschal advised that the items to discuss on future agendas are the Project priority list introduction and sports Field Usage. Adjournment There being no further business to come before the Parks and Recreation Board,the meeting was adjourned.at 8:15 pm.
