The City Council of the City of Coppell met in Regular Session on Tuesday, May 28,
2024, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway
Boulevard, Coppell, Texas.

Mayor Wes Mays called the meeting to order, determined that a quorum was
present and convened into the Executive Session at 5:31 p.m.

6.Presentation of a Proclamation recognizing Citizens Police Academy

Mayor Wes Mays read the Proclamation into the record and presented the
same to members of CPAC.

7.Presentation by Metrocrest Services regarding unhoused population.
Mayor Wes Mays advised that the presentation will be deferred to a future
meeting.
8.Presentation regarding Residential Rehabilitation Grant Pilot Program.
Community Development Director Mindi Hurley gave the presentation to Mayor
and City Council.

Mayor Wes Mays asked for those who signed up to speak:
1) Christy Gilbert, 347 Timber Ridge Ln., spoke in regards to the residential
rehabilitation program.
Consent Agenda10.
A.Consider approval of the Minutes: May 13, 2024 and May 14, 2024
A motion was made by Councilmember Brianna Hinojosa-Smith, seconded by
Councilmember Jim Walker, that Consent Agenda Items A through D be
approved. The motion passed by an unanimous vote.
B.Consider approval of a Resolution approving a Tax Abatement
Agreement by and between the City of Coppell and Fulgent Genetics,
Inc.; and authorizing the Mayor to sign.
A motion was made by Councilmember Brianna Hinojosa-Smith, seconded by
Councilmember Jim Walker, that Consent Agenda Items A through D be
approved. The motion passed by an unanimous vote.

C.Consider approval to enter into a Project Specific Agreement with Dallas
County, for maintenance and improvements to roads and drainage ways
at various locations in the amount of $70,000.00, as budgeted in the
Infrastructure Maintenance Fund and Drainage Utility District funds; and
authorizing the City Manager to sign any necessary documents.
A motion was made by Councilmember Brianna Hinojosa-Smith, seconded by
Councilmember Jim Walker, that Consent Agenda Items A through D be
approved. The motion passed by an unanimous vote.
D.Consider approval to purchase three (3) Chevrolet Tahoes from Holiday
Chevrolet, through Tarrant County Cooperative Contract number

2023-016, for replacement of existing vehicles, as provided for in the
Capital Replacement Fund, in the amount of $203,369.60; and
authorizing the City Manager to sign any necessary documents.
A motion was made by Councilmember Brianna Hinojosa-Smith, seconded by
Councilmember Jim Walker, that Consent Agenda Items A through D be
approved. The motion passed by an unanimous vote.

11.Presentation regarding ARPA Final Allocation.
Deputy City Manager Traci Leach gave the presentation to Mayor and City
Council.
Councilmember Biju Mathew left at 8:30 p.m.
City Manager Reports, Project Updates, Future Agendas, and Direction from Work
Session

City Manager Mike Land gave the following report:
S. Belt Line – All lanes are open. The contractor is continuing to work on
punch list items.
DART – continuing to work on franchise relocations at Freeport and the storm
drain installation across Freeport.
Woodhurst – The contractor has poured the westbound lane from Sandy Knoll
to the Cul de Sac.
Andy Brown Park West Streambank Repair – The temporary repair to the bank
failure is complete. Site cleanup and interim fencing is being installed before
the trail can be re-opened.
Fire Station #5 – Groundbreaking is coming in June.
Community Experiences Master Plan – The next Public Input meeting is
scheduled for Thursday, June 6 at 6PM at the Arts Center. The community
input survey will also go live on June 1. The link to the survey will be
available on the website and all social media channels.
Storm Cleanup – Crews have been working all day removing trees from the
roadways to the right of way. Some of the trees belong to HOA properties or
individual property owners. They will be responsible for the final clean-up.
Trees belonging to the City will be removed.
Mayor and Council Reports on Recent and Upcoming Events.13.
Mayor Wes Mays gave a report on the North Texas Emergency
Communications Center (NTECC).
Council Committee Reports concerning items of community involvement with no
Council action or deliberation permitted.

Mayor Wes Mays advised that, due to inclement weather affecting travel,
Councilmember Mark Hill was not present to give his report on the Woven
Health Clinic.
Councilmember Brianna Hinojosa-Smith gave her report on the Coppell
Historical Society.
15. Public Service Announcements concerning items of community interest with no
Council action or deliberation permitted.
Mayor and City Council expressed their gratitude for the City's first responders
during this time and encouraged residents to sign up for City alerts through the
coppelltx.gov website.
16. Necessary Action from Executive Session
There was no action resulting from Executive Session .
17. Work Session (Open to the Public) 1st Floor Conference Room
Citizen comments will not be heard during the Work Session, but will be heard during
the Regular Session under Citizens' Appearance.
