The City Council of the City of Coppell met in Regular Session on Tuesday, July 9,
2024, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway
Boulevard, Coppell, Texas.
Call to Order1.
Mayor Wes Mays called the meeting to order, determined that a quorum was
present and convened into the Work Session at 5:34 p.m.

the Regular Session under Citizens' Appearance.

the Regular Session at 7:32 p.m.

5.Presentation of a Proclamation designating the month of July 2024 as
“Park and Recreation Month.”
Mayor Wes Mays read the Proclamation into the record and presented the
same to Meagan Wolfe and representatives from the Community Experiences
Department.

A.Consider approval of the Minutes: June 7-8, 2024, June 11, 2024,
June 18, 2024.
A motion was made by Mayor Pro Tem Kevin Nevels, seconded by
Councilmember Jim Walker, that Consent Agenda Items A, B and D through F
be approved. The motion passed by an unanimous vote.
B.Consider approval of an Ordinance for PD-297R2-LI, a zoning change
request from PD-297R-LI, for a new Detail Site Plan to add a canopy
structure with an attached sign within the required front yard setback
and to add a monument sign, a canopy at the northern entry, and
mechanical equipment for an office warehouse building, on 9.01 acres
of property, located at 1010 W. Sandy Lake Rd, and authorizing the
Mayor to sign.
A motion was made by Mayor Pro Tem Kevin Nevels, seconded by
Councilmember Jim Walker, that Consent Agenda Items A, B and D through F
be approved. The motion passed by an unanimous vote.

C.Consider approval of an Ordinance of the City of Coppell, amending
Chapter 3, Section 3-1-12 of the Code of Ordinances, by amending
the daily Water Conservation and Drought Contingency Plans; and
authorizing the Mayor to sign.
Councilmember Jim Walker requested Consent Agenda Item C be pulled from
the Consent Agenda and to be considered separately.
Director of Public Works Mike Garza was present to answer questions from
City Council.
A motion was made by Councilmember Don Carroll, seconded by Mayor Pro
Tem Kevin Nevels, that Consent Agenda Items C be approved.
The motion passed by the following vote (5-1):

D.Consider approval of awarding Bid #Q-0424-01 to Road Solutions,
LLC; for the purchase and installation of a traffic signal at the
intersection of North Freeport Parkway and Northwestern Drive; in the
amount of $583,871.65; as provided for in bond funds; and authorizing
the City Manager to sign any necessary documents.
A motion was made by Mayor Pro Tem Kevin Nevels, seconded by
Councilmember Jim Walker, that Consent Agenda Items A, B and D through F
be approved. The motion passed by an unanimous vote.
E.Consider approval of award for Bid #Q-0424-04 to J.B. & Co. LLC; for
the construction of the Wagon Wheel Water Tower & Deforest Lift
Station Site Improvements project; in the amount of $454,205.00;
funding available in Series 2018 bond funds and retained earnings
from the Water Sewer Fund; and authorizing the City Manager to sign
any necessary documents
A motion was made by Mayor Pro Tem Kevin Nevels, seconded by
Councilmember Jim Walker, that Consent Agenda Items A, B and D through F
be approved. The motion passed by an unanimous vote.
F.Consider award of Bid No. Q-0624-02 to Fully Involved Firefighter
Landscaping LLC. for mowing and landscape services at Rolling Oaks
Memorial Center, not to exceed $131,352.00, as proposed in the FY
24-25 budget, and authorizing the City Manager to sign any necessary
documents.

8.PUBLIC HEARING:
To receive public comment concerning the City of Coppell’s
guidelines, criteria and procedures for tax abatement agreements
effective 2024 - 2026, and to consider a Resolution adopting the
guidelines, criteria and procedure for tax abatement agreements; and
authorizing the Mayor to sign.
Director of Community Development Mindi Hurley gave a presentation to City
Council.
Mayor Wes Mays opened the Public Hearing and stated that no one had signed
up to speak.
A motion was made by Mayor Pro Tem Kevin Nevels, seconded by
Councilmember Ramesh Premkumar, to close the Public Hearing and approve
this agenda item. The motion passed by an unanimous vote.

9.Consider approval of an Ordinance authorizing the issuance and sale
of City of Coppell, Texas, Combination Tax and Limited Surplus
Revenue Certificates of Obligations, Series 2024; approving various
documents related to such certificates of obligation; and authorizing
the Mayor to sign.
Director of Strategic Financial Engagement Kim Tiehen and Jason Hughes with
Hilltop Securities gave a presentation to City Council.
A motion was made by Councilmember Jim Walker, seconded by
Councilmember Don Carroll, to approve this agenda item. The motion passed
by an unanimous vote.

City Manager Reports, Project Updates, Future Agendas, and Direction from Work
Session
10.
City Manager Mike Land gave the following updates:
S Belt Line – Just about complete with the punch list items. Working on getting
the digital sign installed.
Woodhurst - The sanitary sewer installation is complete, 98% of the water line
is installed, storm drain installation to begin within a week or two. Street
paving from Cul De Sac to Hillhaven is complete and sidewalks are being
constructed.
Fire Station #5 – The contractor will start the installation of the storm drain on
Thursday, with lane closures on Moore Road.

DART – will have a full closure of Freeport Parkway to install the tracks from
July 26 - 29.
635/Belt Line – TXDOT will begin construction on the 635/Belt Line interchange
on 8/12/2024. This project will consist of a westbound to eastbound U-turn and
bridge improvements. Expected completion is summer 2025.

Mayor and Council Reports on Recent and Upcoming Events.11.
Mayor Wes Mays gave the following reports:
Mayor Wes Mays attended the most recent US Conference of Mayors in Kansas
City. Items discussed included cyber-security, Fentanyl and opoid crisis, and
the issue of homelessness was discussed at the conference as it relates to
municipalities.
We encourage residents and business owners to join us and participate in the
following budget workshops. If you can’t attend, no worries because all
workshops are recorded and archived, so you can watch them at any time via
the city’s website.
Monday, July 15
Council will hear presentations from local non-profit arts and service
organizations seeking financial assistance from the City. Council will also hear
from staff and discuss the Water and Sewer Enterprise Fund and Special
Revenue Funds.
Monday, July 22
Council will hear from staff and discuss the City's general operating fund and
Debt Service Fund.
Monday, July 29
Council will perform a final review of the proposed budget and discuss the
proposed tax rate.
The budget workshops are open to the public and begin at 6 p.m. in the 2nd
Floor Conference Room located at Town Center, 255 Parkway Blvd.

Councilmember Jim Walker complimented the Arts Center staff and the Arts
Center Foundation regarding the recent article in the Dallas Morning News.
Public Service Announcements concerning items of community interest with no
Council action or deliberation permitted.
