Summary Page 1City of Coppell, Texas Printed on 7/19/2024 6 1 MEMORANDUM To: Mayor and City Council From: Laci McKinney, Organizational Effectiveness and Innovation Specialist Matia Messemer, Director of Employee Experience Date: July 23, 2024 Reference: The Community's Allyship Initiative's Evolution 2040: Perpetuate A Learning Environment, Foster an Inclusive Community Fabric, and Enhance the Unique “Community Oasis” Experience Introduction: The purpose of this agenda item is to provide an informational update to the City Council regarding the evolution of the Community’s Allyship Initiative. Background: The City of Coppell began allyship educational efforts in 2014. The City implemented internal cultural agility training and launched the first phase of the community’s allyship initiative; Allies in Community in 2018. In 2022, leadership established the Employee Experience Team and as part of that team created an internal role equipped to continue educational efforts within the community and the organization. Recognizing opportunities for expanded community reach and the capacity built with dedicated staff support, the time is right to embark on the next iteration of allyship education. Benefit to the Community: We aim to create an expansive format that invites all 40,000+ community members to actively participate and contribute. The program will provide various ways for engagement, including community partnerships, educational initiatives, dynamic conversations, a community behavior pledge, and a weekend of cultural celebrations. The primary objective of the next iteration of the community allyship initiative is to curate immersive learning experiences that transcend boundaries and create stronger connections among the community and city staff. Through meaningful interactions, we hope to foster a closely-knit community where 7 2 neighbors know each other, while also promoting active engagement with the diverse offerings in Coppell. Legal Review: N/A  Fiscal Impact: The allyship education initiative is allocated $30,000 in the Employee Experience FY 2025 budget. Recommendation: Staff is seeking the City Council's support to proceed with the next iteration of the community allyship initiative. 8 MEMORANDUM To: Mayor and City Council From: Katie Blust, Community Services Manager Mindi Hurley, Director of Community Development Date: July 23, 2024 Reference: Coppell Retail Survey Results 2040: Create Business and Innovation Nodes Introduction: This Work Session item is an opportunity for staff to present information collected from the 2024 Coppell Retail Survey. This memorandum provides information and addresses all the topics that will be discussed. Background: Staff commissioned OnPointe Insights to conduct an online Retail Survey in May of 2024. The survey was open for responses from May 2nd through May 21st. During this time, 1,317 residents completed the survey. The data collected from this survey will be used to update and develop strategies to help the city pursue new retail and restaurant opportunities in the future. The online survey measured the following: • Frequency of dining in Coppell and in cities neighboring Coppell. • Frequency of dining for breakfast, lunch, and dinner. • Frequency of dining alone and with others. • Coppell restaurants visited, and restaurants visited in neighboring cities. • Frequency of shopping in Coppell and in cities neighboring Coppell. • Which cities residents frequently shop in. • Stores visited most often when shopping outside of Coppell. • Desired stores in Coppell. • Demographics and Attitudes. The Coppell Retail Dashboard 2024 allows users to review the findings in an interactive way. Filters can be applied to explore demographics like age, gender, and time in the city. Comments can also be reviewed by filtering on specific topics. Exhibit 1 is a summary of the survey results. 9 The survey data collected will be shared with a Retail Consultant to determine the feasibility of attracting desired stores and restaurants. Most cities utilize consultants for this type of service due to the specialization and relationships the consultants have in the retail industry. A Request for Proposals (RFP) was uploaded to BidSync on Friday, July 19th. The RFP will be advertised in the Rambler Newspaper on Saturday, July 20th and Saturday, July 27th. A pre-proposal meeting will be held with interested parties on Tuesday, July 30th. Benefit to the Community: The information collected from this survey will aid City Council and City staff in understanding the desires of the community. The data will be shared with a Retail Consultant and used to determine the feasibility of attracting desired stores and restaurants. Legal Review: N/A Fiscal Impact: A Retail Attraction Consultant was approved in the Fiscal Year 2023-2024 Budget. The budgeted amount for the Retail Attraction Consultant is $75,000. Below are several key findings: •Dining out is common, both inside Coppell and in neighboring cities. •On average people dine in Coppell 2x per week and in a neighboring city 2x per week. •Neighboring cities where people dine most include Grapevine 58%, Irving 52%, Lewisville 49%, and Southlake 42%. •Seven Coppell restaurants visited most include: Anamia's Tex Mex 9%, J Macklin's Grill 7%, McDonalds 5%, San Daniele's 5%, Hemingway's 4%, Ole's Tex Mex 4% and Victor's Wood Grill 4%. •Seven restaurants out of Coppell visited most include: Chick-fil-A 9%, Cane Rosso 2%, Raising Cane's 2%, Wiskey Cake 2%, Texas Roadhouse 2%, In-N-Out Burger 2%, and New York Pizza 2%. •Residents most frequently dine out for dinner (2x per week), but lunch is common (1.6x per week). Breakfast is less frequent (0.8x per week). •Residents almost always dine with their own immediate family, but many do often dine with family or friends. •When asked what dining experiences residents would like in Coppell, most asked for Family Friendly dining 57%. Still, many indicated they wanted Fine Dining 47%, and more nightlife or bars 34%. Fewer indicated Food Trucks (27%) and Eat-ertainment options (27%). A small number indicated Pet Friendly 13%. •Asked what restaurant type they wanted most in Coppell, residents said: Chick-fil-A 21%, a Steakhouse 14%, an Italian restaurant 14%, a Bar/Pub/ Brewery 12%, a Seafood restaurant 12%, a Pizza place 12%, or Healthy / vegetarian options 11%.  The survey explored questions about shopping, both in and out of Coppell. Below are several key findings: •Residents shop outside of Coppell (1.9x/week) a little more than in Coppell (1.6x/week). •Neighboring cities where people shop most include Lewisville 61%, Southlake 52%, Irving 43%, and Grapevine 41%. •Seven stores out of Coppell visited most include: Target 36%, Walmart 24%, Costco 24%, Home Depot 15%, Trader Joe's 15%, Nordstrom 11%, and Central Market 10%. •When asked what items they buy when shopping outside of Coppell, most indicated Clothing 82%, Home furnishings 57%, and Groceries 54%. Environment, Brands & Quality  A helpful way of understanding resident needs and approaches is to explore attitudes and behaviors to find groups or segments who have some similar desires and approaches to life.  Our first battery of questions explored attitudes about purchases.  In Coppell, many people buy quality, even if it costs more (53%).  A smaller group is happy with a good, but not superior product if it saves them money (33%). Select 2 or 3 that best describe you.  Lifestyle and Social Preferences  Questions about social settings and relationships are often important when we explore groups or segments.  There was one group or segment that was more differentiated in that they were more likely to:  Be animal lovers (28%) and like attending social events (28%).  Other attributes were commonly spread out among all segments we explored.  18 Retail SurveySegments (attitudes and demographics)  We used a Latent Class Segmentation Analysis to explore attitudes about purchases and attitudes about relationships, and we included many demographics. Many attitudes had no discerning impact on the segmentation, but the ones below allowed us to find four separate segments that routinely behave differently. Background: Our mission is to mitigate vector control diseases using effective and environmentally sensitive methods and to reduce the risk of vector-borne diseases such as West Nile Virus (WNV). The City is divided into six different mosquito management areas. City staff traps mosquitoes in each of these areas on Thursday and collects mosquito samples on Friday. Samples are sent to Dallas County Public Health laboratory for testing. The City receives sample results at noon on Monday. If a notification that confirms the presence of WNV is received, the county sprays Monday and Tuesday night to minimize the risk to residents and animals, weather permitting. Spraying as soon as possible helps eliminate the possibility of infected mosquitoes transferring the virus to humans. The City budgets $60,000 annually for spraying. In addition to the trapping and spraying, City staff works on eliminating breeding habitats by using a variety of biological and chemical products that control mosquito larvae or adults. Only products approved by the U. S. Environmental Protection Agency (EPA) are used. Most products are applied at extremely low volumes, typically a few ounces or less per acre. Background: In May of 2023, a Memorandum of Understanding between the Texas A&M Engineering Extension Services and the City of Coppell Fire Department was signed. The Memorandum of Understanding delineated responsibilities and procedures for Urban Search and Rescue activities under the authority of the State of Texas Emergency Management Plan, the Robert T. Stafford Disaster Relief and Emergency Act, Public law 93-288, as amended 42 U.S.C. 5121, et seq., and Title 44 CFR Part 208 - National Urban Search and Rescue Response System. Since that time, changes were needed to section XI of the Memorandum of Understanding between the Texas A&M Engineering Extension Services and the City of Coppell Fire Department to address Liability and Workers’ Compensation for State Activation and training. Benefit to the Community: Updating the Memorandum of Understanding will ensure that both parties understand their relationship and responsibilities in relation to Liability and Workers’ Compensation for State Activation and training. 62 2 Legal Review: This agenda item and documents was reviewed and approved by Coppell Legal Counsel. The parties originally executed a Memorandum of Understanding, dated November 1, 2023 the “Agreement”), Original Contract # 47-102104 and now desire to amend the Agreement. The parties agree as follows: 1.This Amendment is effective as of the date of last signature below. 2.Except as provided in this Amendment, each term used in this Amendment has the meaning ascribed to it in the Agreement. 3.Use of Forms. Liability and Workers’ Compensation for State Activation/And Training is hereby deleted in its entirety and replaced with the following: XI.Liability and Workers’ Compensation for State Activation/And Training A.During any period in which TX-TF1 is activated by the State, or during any Task Force Sponsored Training or Task Force Sanctioned Training, Members who are not employees of a member of The Texas A&M University System or another agency of the State will be considered to be in the course and scope of the employee’s regular employment with the Employer and the Member shall be entitled to full benefits, including workers’ compensation and liability coverage, as an employee of Employer. B.For a Member who becomes injured during any period in which TX-TF1 is activated by the State, or during any Task Force Sponsored Training or Task Force Sanctioned Training, the Employer shall immediately notify TX-TF1 of the injury in writing, and TEEX shall reimburse the Employer the costs and expenses paid by Employer to Member, including but not limited to, all related medical expenses, compensation, wages, pension contributions, and any benefits provided by the Employer., Pursuant to Tex. Background: The MCV was purchased in 2019 from LDV Custom Specialty Vehicles and had primarily served as a police department asset. Currently, the MCV is underutilized, serving primarily as a command post for large-scale public events (e.g., Celebrate Coppell and St. Ann’s). However, the involved departments aim to better utilize this asset. Emergency Management was tasked with forming a working group consisting of members from Police, Fire, and Enterprise Solutions. This group developed a list of required capabilities and the necessary equipment to support those capabilities during an incident. The American Rescue Plan Act (ARPA) allocated funds would be used to purchase and install new technological infrastructure, thereby increasing command and control capabilities for various scenarios. Once upgraded, the vehicle could be deployed for special events, negotiator callouts, search and rescue operations, mass casualty incidents, recruiting events, or any other large-scale incident requiring a command post. The MCV project was approved for $100,000 from ARPA funds during a City Council working group session on January 9, 2024. 68 2 Benefit to the Community: The ability to maintain operational readiness and control for large scale incidents regarding public safety. Introduction: This item is presented for Council consideration and approval of a Resolution of support to nominate City Manager Mike Land for Place 14 on the Texas Municipal League Intergovernmental Risk Pool (The Risk Pool) for a six-year term, 2024 through 2030. Background: The Risk Pool provides a stable and economic source of risk financing and loss prevention services to almost 2,800 governmental entities throughout the state of Texas. The Risk Pool was created in 1973 by the Texas Legislature. The primary service of the pool is to provide workers’ compensation liability, property and cyber coverage for cities, regardless of the size of the city. The City of Coppell first became a member of The Risk Pool – Workers’ Compensation in 1977, Liability and Property in 1986, and Cyber Liability in 2016. The Risk Pool is governed by a Board of Directors consisting of 15 members who are either elected or appointed officials from municipalities throughout the state of Texas. Twelve of the Board positions are elected to the Board by its membership. Board members serve six-year staggered terms. This being an even-numbered year, Places 11-14 expire October 1, 2024. I was appointed by the TMLIRP Board to the Board in May 2023, filling a position that was vacated. Based on conversations with representatives of The Risk Pool, Mike Land’s current term would end this year and to be considered for possible continued board membership, a Resolution of Support from the Coppell City Council must be submitted to the Board Secretary by August 2, 2024. 79 The City Manager is seeking to continue to serve in Place 14 (a six-year term) and requests that the City Council approve his nomination for Place 14 on the Board of Trustees. Once all nominations have been received, a ballot to each Pool Member will be sent out by August 17, 2024.
