Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session, Work Session will follow immediately
thereafter, and Regular Session will begin at 7:30 p.m., to be held at Town Center, 255 E.
Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
As authorized by Section 551.127, of the Texas Government Code, one or more
Councilmembers or employees may attend this meeting remotely using videoconferencing
technology.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or
called Executive Session or order of business at any time prior to adjournment.

Reference: The Community's Allyship Initiative's Evolution
2040: Perpetuate A Learning Environment, Foster an Inclusive Community Fabric,
and Enhance the Unique “Community Oasis” Experience
Introduction:
The purpose of this agenda item is to provide an informational update to the City Council regarding
the evolution of the Community’s Allyship Initiative.
Background:
The City of Coppell began allyship educational efforts in 2014. The City implemented internal
cultural agility training and launched the first phase of the community’s allyship initiative; Allies in
Community in 2018. In 2022, leadership established the Employee Experience Team and as part of
that team created an internal role equipped to continue educational efforts within the community and
the organization.
Recognizing opportunities for expanded community reach and the capacity built with dedicated staff
support, the time is right to embark on the next iteration of allyship education.
Benefit to the Community:
We aim to create an expansive format that invites all 40,000+ community members to actively
participate and contribute. The program will provide various ways for engagement, including
community partnerships, educational initiatives, dynamic conversations, a community behavior
pledge, and a weekend of cultural celebrations.
The primary objective of the next iteration of the community allyship initiative is to curate immersive
learning experiences that transcend boundaries and create stronger connections among the community
and city staff. Through meaningful interactions, we hope to foster a closely-knit community where

neighbors know each other, while also promoting active engagement with the diverse offerings in
Coppell.

Fiscal Impact:
The allyship education initiative is allocated $30,000 in the Employee Experience FY 2025 budget.
Recommendation:
Staff is seeking the City Council's support to proceed with the next iteration of the community allyship
initiative.

2040: Create Business and Innovation Nodes
Introduction:
This Work Session item is an opportunity for staff to present information collected from the 2024
Coppell Retail Survey. This memorandum provides information and addresses all the topics that
will be discussed.
Background:
Staff commissioned OnPointe Insights to conduct an online Retail Survey in May of 2024. The
survey was open for responses from May 2nd through May 21st. During this time, 1,317 residents
completed the survey. The data collected from this survey will be used to update and develop
strategies to help the city pursue new retail and restaurant opportunities in the future.
The online survey measured the following:
• Frequency of dining in Coppell and in cities neighboring Coppell.
• Frequency of dining for breakfast, lunch, and dinner.
• Frequency of dining alone and with others.
• Coppell restaurants visited, and restaurants visited in neighboring cities.
• Frequency of shopping in Coppell and in cities neighboring Coppell.
• Which cities residents frequently shop in.
• Stores visited most often when shopping outside of Coppell.
• Desired stores in Coppell.
• Demographics and Attitudes.
The Coppell Retail Dashboard 2024 allows users to review the findings in an interactive way.
Filters can be applied to explore demographics like age, gender, and time in the city. Comments
can also be reviewed by filtering on specific topics. Exhibit 1 is a summary of the survey results.

The survey data collected will be shared with a Retail Consultant to determine the feasibility of
attracting desired stores and restaurants. Most cities utilize consultants for this type of service due
to the specialization and relationships the consultants have in the retail industry. A Request for
Proposals (RFP) was uploaded to BidSync on Friday, July 19th. The RFP will be advertised in the
Rambler Newspaper on Saturday, July 20th and Saturday, July 27th. A pre-proposal meeting will
be held with interested parties on Tuesday, July 30th.
Benefit to the Community:
The information collected from this survey will aid City Council and City staff in understanding
the desires of the community. The data will be shared with a Retail Consultant and used to
determine the feasibility of attracting desired stores and restaurants.

Fiscal Impact:
A Retail Attraction Consultant was approved in the Fiscal Year 2023-2024 Budget. The budgeted
amount for the Retail Attraction Consultant is $75,000.

Retail Survey
The survey explored many questions about dining out, both in and out of Coppell. Below are several key findings:
•Dining out is common, both inside Coppell and in neighboring cities.
•On average people dine in Coppell 2x per week and in a neighboring city 2x per week.
•Neighboring cities where people dine most include Grapevine 58%, Irving 52%, Lewisville 49%, and Southlake 42%.
•Seven Coppell restaurants visited most include: Anamia's Tex Mex 9%, J Macklin's Grill 7%, McDonalds 5%, San Daniele's 5%, Hemingway's
4%, Ole's Tex Mex 4% and Victor's Wood Grill 4%.
•Seven restaurants out of Coppell visited most include: Chick-fil-A 9%, Cane Rosso 2%, Raising Cane's 2%, Wiskey Cake 2%, Texas Roadhouse
2%, In-N-Out Burger 2%, and New York Pizza 2%.
•Residents most frequently dine out for dinner (2x per week), but lunch is common (1.6x per week). Breakfast is less frequent (0.8x per week).
•Residents almost always dine with their own immediate family, but many do often dine with family or friends.
•When asked what dining experiences residents would like in Coppell, most asked for Family Friendly dining 57%. Still, many indicated they
wanted Fine Dining 47%, and more nightlife or bars 34%. Fewer indicated Food Trucks (27%) and Eat-ertainment options (27%). A small number
indicated Pet Friendly 13%.
•Asked what restaurant type they wanted most in Coppell, residents said: Chick-fil-A 21%, a Steakhouse 14%, an Italian restaurant 14%, a
Bar/Pub/ Brewery 12%, a Seafood restaurant 12%, a Pizza place 12%, or Healthy / vegetarian options 11%.
The survey explored questions about shopping, both in and out of Coppell. Below are several key findings:
•Residents shop outside of Coppell (1.9x/week) a little more than in Coppell (1.6x/week).
•Neighboring cities where people shop most include Lewisville 61%, Southlake 52%, Irving 43%, and Grapevine 41%.
•Seven stores out of Coppell visited most include: Target 36%, Walmart 24%, Costco 24%, Home Depot 15%, Trader Joe's 15%, Nordstrom 11%,
and Central Market 10%.
•When asked what items they buy when shopping outside of Coppell, most indicated Clothing 82%, Home furnishings 57%, and Groceries
54%.

Introduction:
The purpose of this informational work session item is to update the Council on the status of The
City of Coppell Vector Control Program.
Background:
Our mission is to mitigate vector control diseases using effective and environmentally sensitive
methods and to reduce the risk of vector-borne diseases such as West Nile Virus (WNV). The
City is divided into six different mosquito management areas. City staff traps mosquitoes in each
of these areas on Thursday and collects mosquito samples on Friday. Samples are sent to Dallas
County Public Health laboratory for testing.
The City receives sample results at noon on Monday. If a notification that confirms the presence
of WNV is received, the county sprays Monday and Tuesday night to minimize the risk to residents
and animals, weather permitting. Spraying as soon as possible helps eliminate the possibility of
infected mosquitoes transferring the virus to humans. The City budgets $60,000 annually for
spraying.
In addition to the trapping and spraying, City staff works on eliminating breeding habitats by using
a variety of biological and chemical products that control mosquito larvae or adults. Only products
approved by the U. S. Environmental Protection Agency (EPA) are used. Most products are
applied at extremely low volumes, typically a few ounces or less per acre.

The vector program provides health, safety, and quality of life for our citizens.

authorizing the Mayor to sign.
Director of Community Development Mindi Hurley gave a presentation to City
Council.
Mayor Wes Mays opened the Public Hearing and stated that no one had signed
up to speak.

Councilmember Ramesh Premkumar, to close the Public Hearing and approve

City Manager Reports, Project Updates, Future Agendas, and Direction from Work
Session

City Manager Mike Land gave the following updates:
S Belt Line – Just about complete with the punch list items. Working on getting
the digital sign installed.
Woodhurst - The sanitary sewer installation is complete, 98% of the water line
is installed, storm drain installation to begin within a week or two. Street
paving from Cul De Sac to Hillhaven is complete and sidewalks are being
constructed.
Fire Station #5 – The contractor will start the installation of the storm drain on
Thursday, with lane closures on Moore Road.

DART – will have a full closure of Freeport Parkway to install the tracks from
July 26 - 29.
635/Belt Line – TXDOT will begin construction on the 635/Belt Line interchange
on 8/12/2024. This project will consist of a westbound to eastbound U-turn and
bridge improvements. Expected completion is summer 2025.

City. Items discussed included cyber-security, Fentanyl and opoid crisis, and
the issue of homelessness was discussed at the conference as it relates to
municipalities.

following budget workshops. If you can’t attend, no worries because all
workshops are recorded and archived, so you can watch them at any time via
the city’s website.
Monday, July 15
Council will hear presentations from local non-profit arts and service
organizations seeking financial assistance from the City. Council will also hear
from staff and discuss the Water and Sewer Enterprise Fund and Special
Revenue Funds.
Monday, July 22
Council will hear from staff and discuss the City's general operating fund and
Debt Service Fund.
Monday, July 29
Council will perform a final review of the proposed budget and discuss the
proposed tax rate.
The budget workshops are open to the public and begin at 6 p.m. in the 2nd
Floor Conference Room located at Town Center, 255 Parkway Blvd.

Budget Officer Jesica Almendarez gave the presentation and answered
questions of City Council regarding Hotel Occupancy Tax, Municipal Drainage
Utility District, Infrastructure Maintenance Fund, Rolling Oaks Memorial
Cemetery, Coppell Recreation Development Corporation, Crime Control and
Prevention District, and other revenue funds. Police Chief Danny Barton
answered questions of City Council. Director of Finance Kim Tiehen provided
clarification and answered questions of City Council.

Introduction:
The agenda item is presented for approval an amendment to a Memorandum of Understanding
(MOU) between City of Coppell and the Texas A&M Engineering Extension Services for the purpose
of updating the MOU regarding Liability and Workers’ Compensation for Firefighters participating
in state activation and training related to Emergency Response deployments.
Background:
In May of 2023, a Memorandum of Understanding between the Texas A&M Engineering Extension
Services and the City of Coppell Fire Department was signed. The Memorandum of Understanding
delineated responsibilities and procedures for Urban Search and Rescue activities under the authority
of the State of Texas Emergency Management Plan, the Robert T. Stafford Disaster Relief and
Emergency Act, Public law 93-288, as amended 42 U.S.C. 5121, et seq., and Title 44 CFR Part 208
- National Urban Search and Rescue Response System.
Since that time, changes were needed to section XI of the Memorandum of Understanding between
the Texas A&M Engineering Extension Services and the City of Coppell Fire Department to address
Liability and Workers’ Compensation for State Activation and training.
Benefit to the Community:
Updating the Memorandum of Understanding will ensure that both parties understand their
relationship and responsibilities in relation to Liability and Workers’ Compensation for State
Activation and training.

AMENDMENT No. 1
TO CONTRACT BETWEEN THE
TEXAS A&M ENGINEERING EXTENSION SERVICE
AND
COPPELL FIRE DEPARTMENT
This Amendment No. 1 (this “Amendment”) is between the Texas A&M Engineering Extension Service (“TEEX”),
and Coppell Fire Department .
The parties originally executed a Memorandum of Understanding, dated November 1, 2023 the “Agreement”),
Original Contract # 47-102104 and now desire to amend the Agreement. The parties agree as follows:
1.This Amendment is effective as of the date of last signature below.
2.Except as provided in this Amendment, each term used in this Amendment has the meaning ascribed to
it in the Agreement.
3.Use of Forms. If either or both of the parties employs any purchase order, invoice, acknowledgment of
order, or other form in carrying out the transactions contemplated under this Agreement, none of the
terms contained on such form will be applicable except to the extent that they specify information
required to be furnished under this Agreement. Each party hereby objects to any other terms
contained on any such form; such other terms will not be a basis for any contract and neither party
should take any action or fail to take any action in reliance on such other terms.
4.Should any of the terms of this Amendment conflict with the terms of the Agreement, the terms of this
Amendment will control. Except as modified by this Amendment, the Agreement remains in full force
and effect.
5. XI. Liability and Workers’ Compensation for State Activation/And Training is hereby deleted in its entirety
and replaced with the following:
XI.Liability and Workers’ Compensation for State Activation/And Training
A.During any period in which TX-TF1 is activated by the State, or during any Task Force
Sponsored Training or Task Force Sanctioned Training, Members who are not employees of
a member of The Texas A&M University System or another agency of the State will be
considered to be in the course and scope of the employee’s regular employment with the
Employer and the Member shall be entitled to full benefits, including workers’
compensation and liability coverage, as an employee of Employer.
B.For a Member who becomes injured during any period in which TX-TF1 is activated by the
State, or during any Task Force Sponsored Training or Task Force Sanctioned Training, the
Employer shall immediately notify TX-TF1 of the injury in writing, and TEEX shall reimburse
the Employer the costs and expenses paid by Employer to Member, including but not limited
to, all related medical expenses, compensation, wages, pension contributions, and any
benefits provided by the Employer., Pursuant to Tex. Gov’t Code § 418.118(b), the Employer
may seek reimbursement for all eligible costs and expenses as provided in this section by

providing TEEX adequate supporting documentation for the costs/expenses claimed, to
include proof of pay provided by the Employer to the Member. Said reimbursement shall
continue until such time that the injured Member is medically cleared for return to work or
in the event of permanent disability or death, until all obligations for payment to the
Member or Member’s beneficiaries are satisfied. All reimbursement requests shall be
submitted to TEEX within 30 days of being paid by Employer, with reimbursement by TEEX
to be made to Employer within 45 days of the reimbursement request being made.

Introduction:
This agenda item is presented by Coppell response agencies (Fire, Police, and Emergency
Management), who are seeking funds to retrofit the existing Mobile Command Vehicle (MCV) with
new technology.
Background:
The MCV was purchased in 2019 from LDV Custom Specialty Vehicles and had primarily served as
a police department asset. Currently, the MCV is underutilized, serving primarily as a command post
for large-scale public events (e.g., Celebrate Coppell and St. Ann’s). However, the involved
departments aim to better utilize this asset. Emergency Management was tasked with forming a
working group consisting of members from Police, Fire, and Enterprise Solutions. This group
developed a list of required capabilities and the necessary equipment to support those capabilities
during an incident.
The American Rescue Plan Act (ARPA) allocated funds would be used to purchase and install new
technological infrastructure, thereby increasing command and control capabilities for various
scenarios. Once upgraded, the vehicle could be deployed for special events, negotiator callouts, search
and rescue operations, mass casualty incidents, recruiting events, or any other large-scale incident
requiring a command post. The MCV project was approved for $100,000 from ARPA funds during
a City Council working group session on January 9, 2024.

The ability to maintain operational readiness and control for large scale incidents regarding public
safety.

The Procurement Division has reviewed the documents and determined that this is an appropriate
method of contracting with the vendor.

The purpose of this agenda item is to seek approval from Council for purchase of three (3) Portable
Message Boards through The BuyBoard Purchasing Contract #703-23 from Buyers Barricades for
replacement of two existing Arrow Boards for Streets Department and an additional Message Board
for Traffic Operations Department.
Background:
These items were initially purchased below the threshold for Capital Replacement. During its service
life, each piece of equipment is subject to close monitoring of availability, operating cost, condition,
obsolescence, and the ability to perform required tasks. The equipment being replaced have reached
the end of useful service life and they have been determined that replacement is necessary.
Benefit to the Community:
These Message Boards are an essential piece of equipment used by the Streets Department and Traffic
Operations Department to provide emergency and informational messages to the public and the
community.

Reference: Consider approval of a Resolution nominating City Manager Mike Land as a candidate
for the Board of Trustees of the Texas Municipal League Intergovernmental Risk Pool
(The Risk Pool), Place 14 for a six-year term, 2024 through 2030, and authorizing the
Mayor to sign.
Introduction:
This item is presented for Council consideration and approval of a Resolution of support to nominate
City Manager Mike Land for Place 14 on the Texas Municipal League Intergovernmental Risk Pool
(The Risk Pool) for a six-year term, 2024 through 2030.
Background:
The Risk Pool provides a stable and economic source of risk financing and loss prevention services to
almost 2,800 governmental entities throughout the state of Texas. The Risk Pool was created in 1973
by the Texas Legislature. The primary service of the pool is to provide workers’ compensation liability,
property and cyber coverage for cities, regardless of the size of the city.
The City of Coppell first became a member of The Risk Pool – Workers’ Compensation in 1977,
Liability and Property in 1986, and Cyber Liability in 2016.
The Risk Pool is governed by a Board of Directors consisting of 15 members who are either elected or
appointed officials from municipalities throughout the state of Texas. Twelve of the Board positions
are elected to the Board by its membership.
Board members serve six-year staggered terms. This being an even-numbered year, Places 11-14 expire
October 1, 2024. I was appointed by the TMLIRP Board to the Board in May 2023, filling a position
that was vacated.
Based on conversations with representatives of The Risk Pool, Mike Land’s current term would end this
year and to be considered for possible continued board membership, a Resolution of Support from the
Coppell City Council must be submitted to the Board Secretary by August 2, 2024.

The City Manager is seeking to continue to serve in Place 14 (a six-year term) and requests that the
City Council approve his nomination for Place 14 on the Board of Trustees.
Once all nominations have been received, a ballot to each Pool Member will be sent out by
August 17, 2024.
Benefit to the Community:
Participation on the Texas Municipal League Intergovernmental Risk Pool Board of Trustees allows
the City Manager to benefit all members of the Risk Pool, including the City of Coppell.

WHEREAS, Mike Land has served as the City Manager of the City of Coppell since
April 1, 2017; and
WHEREAS, Mike Land currently serves as Place 14 Director on the TMLIRP Board and
the North Texas Commission Board of Directors, has served as past President of the Texas
City Management Association and served as the Mountain Plains Regional Vice President
of the International City/County Management Association and was recently selected as the
ICMA 2024-2025 President-Elect; and
WHEREAS, Mike Land has worked in local government for over 30 years; and
WHEREAS, nominations are being accepted for the Texas Municipal League
Intergovernmental Risk Pool in Place 14; and
WHEREAS, the City Council supports his nomination for this position for a six-year
term through October 1, 2030.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF COPPELL, TEXAS:
The City Council nominates Mike Land for Place 14 of the Texas Municipal League
Intergovernmental Risk Pool Board of Trustees.

Nominations to the Board of Trustees of the Texas Municipal League
Intergoverrun en,tal Risk Pool
It's time for nominations to fill four positions on the TML Intergovernmental Risk Pool Board of
Trustees. The Board is comprised of .fifteen voting members , twelve 0£ whom are elected by the
Pool's membership to serve staggered, six-year terms .
WHO/WHAT: Ev ery even-numbered year, the term of office for one-third of the elected
Trustees expires , and an election is held to fill tl;iose designated Places. Terms for Trustees
in Places 11-14 expire October 1, 2024. (Place 15 is an appointed , rather than elected,
public member.) Those places are currently held by the following individuals:
o Place 11 -Randy Criswell, City Manager, Wolfforth
o Place 12 -Allison Heyward, Councilmember, Schertz
o Place 13 -Harlan Jefferson , Deputy City Manager, Burleson
o Place 14 -Mike Land, City Manager, Coppell
The composition of the entire Board is on the back of this notice. Eligibility requfrements
for Places 11-14 are as follows: '
o Place 13 - E lected official or employee of any Pool Member
o Place 11 , 12 , & 14 -Only elected officials or employees of a municipality that is a
Pool Member
• WHEN: Nominations must be received by the Board Secretary at the address below by
11 :59 p.m. on Friday , August 2, 2024 .
HERE/HOW: Each Board member is elected to a designated Place on the Board, and
all nomination s must show WHICH of the Places -11, 12 , 13. or 14 -for which the
nomination is made. (No residency or other requirement applies.) The governing body of
each Member of the Pool may nominate one qualified person for the election. Nominations
must be mailed to the Board Secretary , with a short biographical sketch of the nominee and
showing the designated Place for which the nomination is made , to the following address:
