A motion was made by Commissioner Guerra, seconded by Commissioner
Blankenship, to approve the minutes of the February 29, 2024, Planning and
Zoning meeting. The motion was approved unanimously, 5-0, with
Commissioner Bishop abstaining.
5.PUBLIC HEARING:
Consider approval of a zoning change request from SF-12
(Single-Family 12) to PD-315-SF-12 (Planned Development- 315-
Single-Family-12), to allow for an 11,994-sf fire station and associated
parking for Fire Station 5, located at 157 S. Moore Road.

Mary Paron-Boswell, Senior Planner, presented the case with exhibits stating
that staff is recommending approval of the request subject to the following
conditions:
1. There may be additional comments during the Detail Engineering review.
2. A plat will be required.
3. PD Conditions:
a. To allow parking in the front yard.
b. To approve the landscape plan as presented.
c. To allow a 2-ft encroachment of the building in the side yard setback.
Ken Pope, PGAL, Inc., 14135 Midway Rd., Addision Tx, 75001, architect, was
present to answer questions of the commission.
Vice Chair Portman opened the Public Hearing and asked for those who
signed up to speak.

Deputy Fire Chief Tim Oates and Jamie Brierton, CIP Administrator, were
present to answer questions of the commission.
A motion was made by Vice Chair Portman, seconded by Commissioner
Maurer, to approve the agenda item. The motion passed unanimously, 6-0.
6.PUBLIC HEARING:
Consider approval of PD-316-MF-2, Roers Coppell, Lot 2, Block 1 GTE
Shared Services Center Addition, a zoning change request from HC to
PD-316-MF-2 (Planned Development 316-Multifamily-2) and land use
map amendment from Freeway Special District to Residential Urban
Neighborhood to allow a 217-unit, four (4) story, age restricted 55+
senior living facility on approximately 9.9 acres located on the west side
of North Coppell Road and north of Canyon Drive, at the request of Roers
Companies, being represented by Blaze Bownds, Kimley-Horn.
Matt Steer, Development Services Administrator, presented the case with
exhibits stating that staff is recommending approval of the request subject to
the following conditions:
1. There may be additional comments during the building permit and detailed
engineering review.
2. A replat is required to be approved prior to engineering review and
recorded prior to building permit.
3. Park fees of $1,285 per unit shall be collected prior to plat recordation.
4. Site lighting shall meet City of Coppell requirements.
5. To restrict the age of the residents within the development to persons aged
55 and older in accordance with the Fair Housing Act.
6. To allow for 1.5 parking spaces per unit.
7. To allow for four stories (50’ maximum height) and a density of 23.4
units/acre.

8. To allow for the balconies to have decorative metal railings and not be
completely screened from view.
9. Amend the Future Land Use Plan from Freeway Special District to Urban
Residential Neighborhood.
Logan Schmidt, Roers Companies, Two Carlson Parkway, Ste., 400, Plymouth,
MN 55447, gave a presentation and was present to answer questions of the
commission.
Vice Chair Portman opened the Public Hearing and asked for those who
signed up to speak.
1.) Hemant Goyal, 525 Abby Ct., stated concerns to the zoning change request
and was not opposed or in favor.
2.) Manibala Jonnalagadda, 716 Westminister Way, spoke against the zoning
change request.
Vice Chair Portman closed the Public Hearing.
A motion was made by Vice Chair Portman, seconded by Commissioner
Hafemann, to continue the Public Hearing on April 18, 2024. The motion failed
with the following vote (2-4):
Aye: Vice Chair Portman, Commissioner Hafemann
Nay: Commissioner Blankenship, Commissioner Guerra, Commissioner Maurer,
Commissioner Bishop
A motion was made by Commissioner Guerra, seconded by Commissioner
Blankenship to deny the agenda item. The motion failed with the following
vote (3-3):

A motion was made by Commissioner Hafemann, seconded by Vice Chair
Portman, to approve the agenda item. The motion failed with the following

The request failed due to the lack of majority vote by the commission.
Commissioner Maurer excused himself from the meeting at 8:29pm.

Consider approval of an amendment to Chapter 12, Article 30 (S or
SUP, Special Use Permits) Charity House or Transitional Housing Code,
to consider text change amendments to the Code of Ordinances,
Chapter 12 - “Zoning”, Article 30 “S or SUP, Special Use Permits” of the
code of ordinances by amending section 12-30-5 “SF-ED” Single Family
Estate District of said Chapter and Article by amending uses to include a
“Charity House or Transitional Housing”; amending Section 12-30-6
Single Family-18 (SF-18), SingleFamily-12 (SF-12), Single Family-9

(SF-9) and Single-Family-7 (SF-7) to include a “Charity House or
Transitional Housing”; amending Section 12-30-13A, “H” Historic, of said

Development, except when a part of Live-Work Units; and to amend
Article 42 “Special Definitions” to add a definition of “Charity House or
Transitional Housing”; and authorizing the Mayor to sign.
Matt Steer, Development Services Administrator, and Bob Hager, City Attorney,
presented the case with exhibits stating that staff is recommending approval of
the “Charity House or Transitional Housing” text amendments.
A motion was made by Vice Chair Portman, seconded by Commissioner
Hafemann, to approve the agenda item. The motion passed unanimously, 5-0.

Mary Paron-Boswell stated that the Service Center Expansion PD will be
presented at the March 26, 2024, City Council meeting.

HISTORY: The original plat was approved in 1987 after Council directed the applicant to work
with staff over unresolved issues. Major areas of concern were traffic access, water
and sewer. These issues were worked out and the plat was approved in 1987 with
conditions. The plat was not signed and had to go back before City Council in 1989
for approval including the previously approved conditions.
City Council approved a site plan amendment to allow the construction of a band
hall, principal’s suite, dining/lecture hall, and grade 9 classroom wing on June 17,
1999. The following month, the Planning and Zoning Commission approved a site
plan amendment to allow for construction of concession stands, a press box,
additional seating at the football stadium, a multi-purpose building, tennis court,
tennis center, storage facility and additional parking subject to the Board of
Adjustment granting a number of special exemptions and variances. On August
10, 1999, the City Council approved an amending plat and site plan with a number
of conditions. On December 17, 1999, the P&Z held the case under advisement to

the January 20, 2000, meeting. This was then requested to be heard at the April
P&Z meeting and May 9th City Council meeting. A variance was approved to allow
for a six-foot high chain link fence with landscaping along the northern edge of the
new parking lot.
In 2014, there was a zoning change request to PD-183R-C, to allow for a one-story
80,701-sf multi-purpose building, a two-story 52,137-sf arena and a one-story
4,237-sf kitchen addition.
HISTORIC COMMENT: There is historic significance to this property.
TRANSPORTATION: W. Parkway Blvd is a 4-lane divided collector in a 85-ft wide right-of-way and
Cowboy Drive is a 4-lane road in a 60-ft wide right-of-way.
SURROUNDING LAND USE & ZONING:
North: Residential; SF-9 & 12
South: Residential; PD-148-SF and PD-172R-SF-12
East: Residential; PD-129R2-SF-9
West: Residential; SF-12
COMPREHENSIVE PLAN:
Coppell 2030, A Comprehensive Master Plan, shows this property as suitable for
development in accordance with the Residential Neighborhood and compatible
with residential uses such as schools.
DISCUSSION: The Coppell High School site has expanded over the years to include new buildings
and facilities as deemed necessary by the school board. This current round of
construction will see a new 46,265-sf Fine Arts Building, a new 4,600-sf Tennis
Building accessory and new field event areas constructed.
Site Plan
The overall site plan shows the location of the two proposed buildings in relation
to the existing buildings and structures on site. The 4,600-sf tennis center will be
constructed on the northern portion of the site adjacent to the tennis courts and
existing tennis building which is central to the site. The building is a one-story
sprinklered building that will have offices for coaching staff, storage and locker
rooms. The facilities will be constructed in a portion of the existing parking lot.
The second major building proposed is the Fine Arts Building. At 46,265-sf, the
building will have a band hall, storage areas, offices, lockers and other instrument
rooms, practice rooms, etc. This is also proposed to be a one-story sprinklered
building. This building is proposed to be constructed on the western portion of the
property which currently operates as a baseball field. The last item proposed with
this zoning is the construction of a long jump and pole vault area just south of the
new fine arts building.

Building Elevations & Signage
Both buildings will be constructed of brick (field brick- interstate brick - mountain
red). The Fine Arts Building will have an accent brick design on one elevation
(accent brick- Endicott brick- graphite). The door entranceway will have metal
canopies and downspouts. There is proposed signage on the building “FINE ARTS
REHEARSAL BUILDING” in brushed aluminum letters over the main entrance.
The Tennis Center will have the same main brick, with metal canopies over the
doorways and metal downspouts. A sign is also proposed on the building exterior
“COPPELL TENNIS” in brushed aluminum letters over the main entrance. The
existing tennis building and the proposed new building will be adjacent to one
another and will be fenced in together.
Landscaping
The area around the new tennis building will not have any additional landscaping.
The new fine arts building is proposed to have landscaping surrounding the
buildings and the parking area abutting the building. A dense living screen exists
along the western border of the property, shielding the residents from the building.
This dense living screen extends down the western property line and screens the
new outdoor field events area. 20 new trees are proposed on-site with additional
shrubs, grasses, ground cover and perennials.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of the request subject to the following conditions:
1. There may be additional comments during the Detail Engineering review.
2. A plat will be required showing the revised fire lanes and easements.
3. PD Conditions:
a. To allow the landscaping as proposed.
b. Approve the site plan as presented.

HISTORY: In 1987 the first plat for this site was approved by the Planning and Zoning
Commission and received City Council approval in 1989. This plat also seeks to
represent easements that were part of a 1999 replat that was never filed.
HISTORIC COMMENT: This site has no historical significance.
TRANSPORTATION: W. Parkway Blvd is a 4-lane divided collector in a 85-ft wide right-of-way and
Cowboy Drive is a 4-lane road in a 60-ft wide right-of-way.
SURROUNDING LAND USE & ZONING:
North: Residential; SF-9 & 12

COMPREHENSIVE PLAN: Coppell 2030, A Comprehensive Master Plan, shows this property as

DISCUSSION: This is a simple plat request. This is a companion item to PD-183R2-C (Coppell
High School Fine Arts and Tennis Center) also on the April 18, 2024, Agenda. In
order to construct the two new buildings, part of the parking area and a baseball
field will need to be removed. This plat will establish new fire lane segments, and
easements necessary for this new construction and will memorialize other
easements that were shown on a prior plat that was not filed.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending approval of Coppell High School Addition, Lot 1R, Block 1, Replat subject to the
following conditions:
1. Additional comments may be generated upon detail engineering permit reviews.
