SPECIAL CALLED MEETING
August 21, 2000
MINUTES
The Coppell Economic Development Committee met at 7:00 p.m. on Monday, August 21, 2000 at the
William T. Cozby Public Library, 177 Heartz Road, Coppell, Texas 75019. The following were present:
Chad Beach, Bruce Bradford, Bill Herries, Karen Hunt, Stan Morton, Bill Rohloff, Gary Roden, Andrea
Roy, Gary Sieb, City Manager Jim Witt and Councilmembers Marsha Tunnell and Doug Stover.
Call to Order
Chairman Bill Rohloff called the meeting to order at 7:01 p.m.
Discussion and Update on Triple Freeport Tax Exemption
Comments were made from City Staff. Chad Beach gave a review of the commitments that have
been received from Freeport impacted companies to date. After the presentation, City Manager
Jim Witt reviewed the status of the credit to the Coppell Independent School District and its impact
on the final shortfall of revenue. He also stated that 13 developers were requested to contribute
$18,700.00 each in order to cover any revenue shortfall that was anticipated. Mr. Beach then
clarified the City's escrow participation in the escrow account and answered questions related to it.
Bruce Bradford suggested that some type of gift be provided to those who participated in making
Freeport happen in Coppell. Marsh Tunnell, Councilmember Liason was delegated to bring forth
recommendations at the September meeting.
Further discussion involved public appearances related to the completion of the Freeport task.
The next update is scheduled for the City Council meeting of August 22,2000, at which time the
escrow account will be adopted. The CISD board will meet on August 28, 2000 at which time
they will be asked to adopt the escrow agreement. In mid-September, the city will transfer funds to
an escrow account and on September 18, 2000, the CISD school board will take final action
relating to the adoption of the resolution exempting freeport goods within the CISD tax boundaries
and will then sign the agreements over to the City of Coppell.
