The City Council of the City of Coppell met in Regular Session on Tuesday, January 28,
2025, at 6:00 p.m. in the City Council Chambers of Town Center, 255 Parkway
Boulevard, Coppell, Texas.
Call to Order1.
Mayor Wes Mays called the meeting to order, determined that a quorum was
present and convened into the Executive Session at 6:00 p.m.

the Regular Session at 7:30 p.m.

Consent Agenda7.
A.Consider approval of the Minutes: January 14, 2025.
A motion was made by Councilmember Don Carroll, seconded by
Councilmember Jim Walker, that Consent Agenda Items A through C be
approved. The motion passed by an unanimous vote.
B.Consider approval of award RFP #212 Development Strategy and
Financial Analysis to Verdunity, Inc., in the amount of $154,700 as
provided for by the American Rescue Plan Act (ARPA) fund; and
authorizing the City Manager to sign any necessary documents.
A motion was made by Councilmember Don Carroll, seconded by
Councilmember Jim Walker, that Consent Agenda Items A through C be
approved. The motion passed by an unanimous vote.
C.Consider approval of a new Interlocal Agreement, governing asset
forfeiture distribution, between the Dallas County District Attorney’s
Office and the City of Coppell Police Department; and authorizing the
Mayor to sign.

A motion was made by Councilmember Don Carroll, seconded by
Councilmember Jim Walker, that Consent Agenda Items A through C be
approved. The motion passed by an unanimous vote.

City Manager Reports, Project Updates, Future Agendas, and Direction from Work
Session
8.
City Manager Mike Land gave the following updates:
Magnolia Park Trail – The contractor has begun installing the bank
stabilization for the pond.
Woodhurst – The project is substantially complete. The contractor is
continuing to work on final cleanup and punch list items.
DART – The contractor is working on completing sidewalks and asphalt repairs
at several of the intersections.
Fire Station #5 – The contractor is continuing with the brick and stone as well
as starting to sheetrock and insulating the walls.
Service Center – The contractor is performing subgrade prep for the foundation
of the new building.
Freeport/Northwestern Traffic Signal – All the ADA ramps, sidewalks and
conduit have been installed. The signal poles and equipment should be
arriving in the next few weeks and will be installed.
I-635 U-turn – TXDOT has planned another overnight closure of the west bound
mainlaines on 635 for Tuesday Feb 4th from 10pm-4am.

Connect with your neighbors, meet city officials, and learn how to strengthen
your community at the Regional Neighborhood Summit on Saturday, February
15th from 8 AM to 12:30 PM at the Flower Mound Senior Center.
Hosted by the City of Coppell, the Town of Flower Mound, and the City of
Lewisville, the event will feature a variety of information sessions presented by
local leaders and industry professionals. Topics include neighborhood safety,
tree care 101, and The 8 Door Challenge, a program that teaches participants
easy ways to get to know their neighbors. Registration and more information
can be found at flowermound.gov/neighborhoodsummit.

The Coppell Lions Club will hold their annual Pancake Breakfast on Saturday,
February 15th at 8 a .m . at First United Methodist Church of Coppell. You can
purchase tickets from any Lions Club members.
