OR 314-A-2 Amends general traffic regulations article of the Code adding a new section 8-5-3 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS ORDINANCE NO. 314A2 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE GENERAL TRAFFIC REGULATIONS ARTICLE OF THE CODE OF ORDINANCES OF THE CITY OF COPPELL BY ADDING THERETO A NEW SECTION 8-5-3 PROVIDING THAT ROLLING HILLS ROAD FROM ITS INTERSECTION WITH ROCKY BRANCH LANE AND MEADOW CREEK ROAD TO ITS INTERSECTION WITH BETHEL SCHOOL ROAD SHALL BE A ONE-WAY STREET GOING NORTH BETWEEN THE HOURS OF 5:00 P.M. AND 11:00 December 27, P.M. FROM NOVEMBER 30, 1987 THROUGH 1988; MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE A VEHICLE IN A SOUTHERLY DIRECTION ON SAID PUBLIC ROADWAY DURING SAID PERIOD OF TIME AND ON SAID DATES; PROVIDING THAT THE CITY TRAFFIC ENGINEER SHALL PLACE AND MAINTAIN SIGNS GIVING NOTICE THEREON OF THE PROVISIONS OF THIS SECTION, WHICH SIGNS SHALL INDICATE THE DIRECTION OF LAWFUL TRAFFIC MOVEMENT; AUTHORIZING THE POLICE DEPARTMENT TO MAKE SUCH SIGNAGE CHANGES AS ARE NECESSARY FOR THE CONTROL OF TRAFFIC WITHIN THIS AREA DURING THE PERIOD SUCH STREET IS DECORATED IN CELEBRATION OF THE HOLIDAY SEASON; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE NOT TO EXCEED THE SUM OF FIVE HUNDRED DOLLARS ($500.00) FOR EACH OFFENSE AND DECLARING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: SECTION 1. That the Code of Ordinaces of the City of Coppell is hereby amencled by the addition of Section 8-5-3 thereto which shall read in its entirety as follows: "Section 8-5-2 ONE-WAY STREETS A. The following public streets within the corporate limits of the City are hereby designated to permit traffic to flow in one direction only and in the direction so indicated on the dates and during the times so indicated, and it shall be unlawful for any person to operate a vehicle in the opposite d{rection of such lawful traffic movement, except in compliance with the direction of a police officer or traffic control officer on the following streets: 1. ROLLING HILLS ROAD - From its intersection with Rocky Branch Lane and Meadow Creek Road to its intersection with Bethel School Road shall be a one-way street going north between the hours of 5:00 p.m. and 11:00 p.m. from November 30, 1987 through December 27 t 1988. It shall be unlawful for any person to operate a vehicle in a southerly direction on said public roadway during said period of time and on such dates. The purpose of this one-way street regulation is to eliminate traffic congestion in an area where residences erect elaborate holiday decorations. The Police Department shah have authority to make such signage changes in connection with these regulations as are necessary to provide safe movement of traffic within the area. B. SIGNS- The Traffic Engineer in conjunction with the City Police Department shall place and maintain signs giving notice thereon of the provisions of the preceding section, which signs shall indicate the direction of lawful movement." SECTION 2. REPEALING CLAUSE All ordinances, or parts of ordinances, inconsistent or in conflict with the provisions of this ordinance are hereby repealed. SECTION 3. SEVERABILITY CLAUSE If any article, paragraph or subdivision, clause or provision of this ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any part or provision thereof, other than the part so decide<] to be invalid or unconstitutional. SECTION 4. PENALTY CLAUSE Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a penalty of fine not to exceed the sum of Five Hundred Dollars ($500.00) for each offense, and each and every day such offense is continued shah constitute a new and separate offense. SECTION 5. EFFECTIVE DATE This ordinance shall take effect immediately from and after the publication of its caption, as the law in such cases provides. ~L DULY PASSED by the City Council of the City of Coppell, Texas, on the ~,~"~ ' day of _ ~L~' , 1987.
